Another Shooting At Fort Hood

"Shelter in place," residents are advised.

An early description just came over the transom: White male armed with a .45, gray Toyota. As you know, these early reports are almost always wrong.

I have no idea if this is connected at all, but authorities have been searching for an ex-army recruit who revealed a desire to commit a Fort Hood-style attack against US servicemen.

It could be that he chose to do so at Fort Hood.

But there is no evidence, apart from the coincidence in timing, to link these stories.

Update: Commenters are telling me the Booker guy, who was wanted in connection with a possible plot to stage a Fort Hood style shooting, was caught yesterday and is in a mental health facility.

One quotes this report:

John Thomas Booker, 19, of Topeka, Kan. enlisted in the Army in February and was due to report for basic training on April 7. But the FBI interviewed him in March and alerted the Army, which formally discharged him last week. He is now in an undisclosed mental health facility, sources told FoxNews.com.

My Pet Jawa links a similar report.

However, on the live feed from KCEN below, they keep saying that guy is still wanted.

“On 20 March 2014, the Kansas City Division FBI became aware of an individual named BOOKER aka Muhammad Abdullah Hassan who had publicly stated his intention to commit jihad, bidding farewell to his friends and making comments indicating his jihad was imminent. BOOKER had been recruited by the US Army in Kansas City, Mo., in February 2014 and was scheduled to report for Basic Training on 7 April 2014. Kansas City Division Agents interviewed BOOKER on 20 March 2014.”

Again, while KCEN is also noting the coincidence of timing, they too are saying there is no reason, apart from timing, to connect Booker to this shooting.

I don't know if he's in the mental hospital or not.

Maybe the KCEN people are talking about another guy that hasn't been named yet. I got the sense they meant Booker/Hassan, but I don't know that.

There are a couple of late reports:

CNN says there are two shooters. One is in custody. At least one person is dead.

44 Going back to the wacko recruit story for a bit.

From what I remember yesterday, even though he was described as a "Recruit", it would be more correct to call him a person in Delayed Entry, waiting to be sworn into active duty, and go to basic training.

He had not yet been to Basic, and had never taken the oath for Active Duty.
This is why it took a bit to locate him.

He was sworn into Inactive Reserves at the MEPS station, then returned to his civilian life to await shipping out.

The whole story was rather poorly written, and misleading.

125 The ironic thing:  here in GA, the current law is that if you are military stationed in GA and over 21 you can legally carry concealed without a Georgia Weapons License (our term for a CC permit).  HB60, which just passed and has been sent to the governor, lowers that to age 18 with a caveat that the soldier has handgun training from the military.  But none of those guys can carry on a military base.

When I was a contractor security officer it was almost impossible for even CHL holders to have a weapon on base.  You had to get permission from the Provost Marshall and permission was not forthcoming.

Per Snopes it originated within the Department of Defense in Feb. 1992. I suspect it was due to the spate of workplace shootings at government offices in the years before this. So someone probably figured hey maybe we should tighten up who's carrying guns around DoD facilities.

Yup. Same with me in the 80s. I nearly got Article 15'd for having a box of 357 Mag in my wall locker once. I'd gone to the range with some other folks over the weekend and ended up with leftovers. Had a H and  W inspection first thing Monday morning. Oops.

Only thing that saved me was my receipt from the range and the fact that I had the box out in the open on the top shelf. Plus, I gave the box to the First Sergeant, who needed some ammo for his Smith.

The MPs had guns when on duty, the civilian cops on base have been a fixture since the late 80's, maybe earlier on the larger bases.  The contracted guards started unarmed, but have been up gunning for a while.  Private Snuffy hasn't had access to arms unless specifically under arms on duty or training since, and I'm guessing here, then end of the Indian Wars in the west. 

In the 70s many officers carried private handguns - but that was on the down low.

The possession of private arms in the non-dormitory base housing -- varies.

532 The Active Shooter/Shelter in Place strategy has been around for years on military bases.

The logic is, if the people hunker down in their offices then the security forces won't accidentally shoot you.  And if you hunker down in your office, lock the door, turn off the lights, unplug or turn off your phone, and stay real quiet then just maybe the shooter won't find you and kill you.

*sigh*

Now if I was running the security, it would be two people at all times in each building armed.  In a shooting event they will join-up, lock all outside doors to prevent anyone from getting in, and sweep their building.  Room by room. 

Once they verify their building is clear because A The shooter was never there or B The shooter ran out.  People can come out of hiding but not leave the building at all until a general All Clear is announced on the Giant Voice system.

Then that is one less building for the security forces, which are typically not that big, to worry about.

535 I'm responding to those who are against the shelter in place advisory, as if it's a good idea to go out with one's weapon in an improvised dragnet. That sounds like a bad idea to me. MPs have armbands but citizens and regular soldiers do not. So if an MP sees a single guy with a gun outdoors, what does he do? Hopefully he challenges and doesn't shoot. But my point is that there are some situation where yeah, it's better to leave the manhunt to a coordinated group who can mutually recognize one another.

Ace, I'm thinking a guy who started shooting on a base full of armed soldiers wouldn't get to the point where he'd be walking around much after hitting the first person. He'd fire - and go down immediately. There wouldn't be a lengthy search.

Do the competitions require you use actual defensive pistol loads?  I'm asking because I know Cowboy Action Shooters use loads that basically are firing the rounds slightly faster than a child could throw them.  This allows the shooter to fire all super-fast without all the fuss of having your muzzle rise off target.

Furthermore, EVERY military person who is challenged knows the drill: stop immediately, identify yourself by name and rank and wait motionless to be cleared. Failure to do so will likely get you planted. With regard to civilians; I have never been to a military base where civilians (outside of uniformed security guards) carried weapons unless they were going to or from a designated range. Even then, the weapon is carried in the trunk of the vehicle, not causally in the vehicle, let alone hidden or disguised.

PVO used to let their pilots take their sidearms home with them.  Until one pilot got home early to find his wife in bed with someone else.  No more sidearms taken home for brave pilots defending the Rodina after that.

Or when I was SOUTHCOM working with host nation.  We had our little camp.  About 40 Americans.  With M-16s, flak jackets, helmets, and fighting positions.  But in case of attack, we were supposed to line up at the ammo shelter to get our issued magazines while hopefully the host nation soldiers on the outer perimeter defended us.

On a military post not everyone needs to be armed.  But forcing your security elements to be the only one clearing every building on a base will let the shooter run rampant longer with greater chances of them hurting more people. 

One of the easiest ways to reduce the shooter's options is to have building custodians lock all the external doors immediately upon announcement of active shooter.  Oh sure they might shoot their way into a locked building, but you definitely know where the thug is then.  And when each locked building reports they are clear, using duress words or not, then the task of hunting the mutt down gets easier.

748 You don't want everybody armed all the time. In practice that would be a nightmare. It's difficult to change the oil on your vehicle with an M-16 around your shoulder, and you're basically going to Army Hell if you let it out of your sight. 95% of soldiers on any base, not in a war zone, don't need loaded weapons. It would be a huge pain in the ass, and a definite security risk. But there should be a constant 5% armed presence, give or take.

I'm going to go out on a limb and guess (and I agree):


Most service members, in fact, the vast majority, are not actually trained with weapons to any great extent...most are support personnel with only a very basic familiarity with weapons, especially handguns.  Also, junior enlisteds can be absolute irresponsible boneheads.  As the old joke goes, you can put a private in a room with no windows, just him and two ball bearings.  Come back ten minutes later, and he will have broken one and lost the other.  So yeah, from a former NCO viewpoint, I'd be less inclined to trust them with carrying, outside of extensive training.

We recently had a family conference call to divvy up the household furnishings, fixture, keepsakes, etc. I ended up with all of Dads' tools and the M-1 Carbine, which is all I wanted anyway. 1006 The commanding officer conducting tonight's press conference was challenged regarding allowing CCW soldiers on base to carry by a reporter who repeatedly asked about how long the MP's response time was,etc. Officer finally got pissed and told reporter he was not in favor of CCW carrying on base and he wasn't going to debate with the reporter. Response time until the end of the incident was appx.15 minutes. A female MP engaged the shooter . Shooter then pulled out a 45 from under his jacket and shot himself. He was currently being evaluated for PTSD and was taking meds for depression and anxiety. Can't wait for the anti gun mob to start up as to why anyone taking anything more than a vitamin shouldn't have a gun.
