This guy was obsessed with Ms. Anderson's breasts and made them a constant subject of conversation around the office. Because she is single, he had no fear of some husband coming around to make him eat his own teeth.
Nothing like having to constantly fend off a filthy satyr when you're just trying to support your family.

Despite a cursory, thirty-second internet search, I was unable to turn up any pics of Ms. Anderson's stupefying gazongas. Sorry.

My boss at this time last year, the elected district attorney, was arrested last October for stuff that was only slightly more aggravated than this. Among other things, he is alleged to have physically forced one of the complaining witnesses' hand on to his penis. Several of the events leading to his arrested occurred in his private office. When my new boss took over, the first thing he had done was to have a glass door installed on the office so we could keep an eye on him.

It's Utah County. Very different culture for women in the workplace here. Also, with the economy the way it is, I think a lot of folks are hanging tough with crappy bosses because it's hard to get re-hired.
Also, in my experience with a harassment situation, the rules in place and recourse offered within the workplace are primarily designed to minimize risk for the company in terms of lawsuits, not really in terms of fixing the problem. Basically, you have to go nuclear (external lawyer) to really get a satisfactory outcome. Otherwise, you basically get the rep as being an uptight woman -- so the harassment may stop but the work environment is kind of forever ruined.

In my experience (in Indiana) the people who "get" the concept of sexual harassment and the people who don't "get it" come from all ends of the political spectrum. I (and two other women) were harassed in a lab setting by a senior postdoc. We tried to ignore it, partly to try to protect our boss (the professor) and partly just because we knew how big a distraction a complaint would be, but eventually we had to make complaints. Some people sided with us; some with the guy. It basically broke down to "office (lab) politics" more than anything else (politics or gender). In fact, after explaining the situation to a Parisian older guy who was in the lab in terms he could understand (imagine it was your daughter), he was able to understand why we had to complain, even though the French have much different standards about these things.
It really doesn't boil down to partisan politics, imho. It boils down to personal ethics.

My experience is so far (1 year) is that there is a desire amongst the professional and educated folks in Utah County to be more inclusive. They know that they're going to get an influx of outsiders with Adobe, the NSA, and other jobs that are coming into the state/county and they want to make it work.
However, there's no denying that when so much of your life revolves around your church (or any major factor - say your ethnic background or professional background), it is easy to develop blinders to what others' priorities are and forget that your way of doing things is just one way. But I haven't found it any worse - or as bad, in most respects - than living in the academic ghetto in Hyde Park or surrounded by liberals in Boston.
But there is an assumption that a woman is first and foremost a mom and wife, even though women do work here. It's a little annoying, but they are not intending anything negative by it. It's just an assumption.

The guy has a crap lawyer if the case made it into the papers. Since he's the owner and her supervisor, he is solely on the hook for damages, so he should have settled unless he can prove she's making the whole thing up.

The Evangelical Lutheran church isn't. (Not to be confused with Missouri Synod Lutherans. Evangelical Lutherans are more like European Lutherans -- Germans, Scandis, Estonians.) Martin Luther, a Catholic priest, didn't want to start his own church. Lutherans don't believe that people go to hell because they were Catholics.
Then again, I have a hard time following a belief system that says Garrison Keillor won't go to hell....

Yeah, I know. In my experience, Southern men are more polite. Especially in Texas.
It was particularly ludicrous given that one of the complainants was from Spain, a very touchy culture. It had nothing to do with "personal space" or crap like that.
My assessment based on who he was harassing and who he wasn't harassing was that it was about trying to demean the women in the lab who represented potential rivals for the boss' attention. He didn't go after women who were technicians, for example, nor did he go after women who were clearly outranking him.
Anyway, my boss was one of these touchy feely squishy libs. He wanted to "solve" the problem by having some shrink come in a blather at the whole group about these issues. I wouldn't go for it because the other guys were not the problem, just this guy. My mom was working for a law firm at the time and so with some advice from him I insisted the guy write an apology.
But I also left the lab about 6 months later.

As a small business guy I am pretty much immune to suits like this. If someone threatens to sue, you threaten to give them the business and let them run it. Once they get a look at the books and the amount of work involved they somehow don't seem quite as offended. Not having any assets can be very liberating.
Besides, the worst offenders with the sex jokes have all been women and the men love it. Most people tend to be better adjusted in small businesses than they are at the large firms where people think they are above such things. Much, much less tension than when I worked for one of the 5 largest companies in the world. And when there is friction you get a few "fuck-offs" and everyone feels better afterwards.

As you should know, all it takes is, well, waking up for men to think lustful thoughts and some of them don't see any reason to keep these thoughts to themselves when they get to work. And power is not an aphrodisiac for just women. With this bozo, the more powerful he feels, the more he wants to feel more powerful and it's not at all surprising that anyone this pathetic would get his rocks off this way.
As to the woman, it is possible, depending on one's upbringing and experiences, to be subjected to this sort of abuse and either not realize it's abusive, or not realize that it's possible for you to do anything about it.
I was sexually harrassed by a man at work long before we had ever heard of Clarence Thomas and Anita Hill, but I was fortunate enough to have a very civilized boss and his boss was equally dignified and self-possessed and he didn't not think it was unreasonable to expect similar behavior from all of his managers. The harrassment stopped dead in its tracks. Not everyone is that fortunate.

Why did she stay there? Single mom, responsible for three children, needs health insurance and income, I've been there. I worked for 2 and half years in a hellish place (not sexual harrassment, but a sociopathic boss - one time he found out one of his contractors actually needed his check and he cut his pay 10% the next week). It affected my health for several years - I started grinding my teeth in my sleep, developed high blook pressure (it had been low all my life, hit 200 over something one day in a doctors office). I've been out of there for six years and only got off the blood pressure meds six weeks ago.
When your babies depend on you, you will put up with all kinds of shit. I saw that the place was toxic like the second day I was there but it was too late to go back to my old job. I looked for a new job the whole time I was there - spent a lot of time in the bathroom doing phone interviews on my cell phone.
I can believe that the guy did all this stuff - if you haven't had experience with a sociopath it's hard to understand how self-absorbed and charming they can be with absolutely no regard for anyone else. It's just lucky for me that he got his giggles off demeaning highly-intelligent people (accountants and engineers) rather than with sexual behavior.
