I'm not a lawyer or a real-estate type, but I'm pretty sure there aren't any legal restrictions on US citizens, or nationals of most countries, owning land in the Republic (or in the UK). I'm also pretty sure that most estate agents and property owners here will be more than happy to take anyone's money, especially at the moment. There is indeed a lot of worthwhile property going begging in Ireland, especially nice new apartments in here in Dublin. Obviously you always have to keep your eye on lawyers and realtors, particularly if they're across jurisdictions, but you know that already. The one other cautionary thing I'll say is that just now the RE market here is a bit like the US market: there's a fair bit of extend-and-pretend going on and, partly for that reason, it's not clear whether prices have hit a real bottom or whether they'll drop again in another few months or years.
