They said the commander of the U.S.-led international force in Afghanistan, Army Gen. Stanley McChrystal, could arrive in Washington as early as Sunday to participate in the rollout of the new plan, including testifying before Congress toward the end of next week. Secretary of Defense Robert Gates and Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff, and U.S. Ambassador to Afghanistan Karl Eikenberry also are expected to appear before congressional committees.
...The administration's plan contains "off-ramps," points starting next June at which Obama could decide to continue the flow of troops, halt the deployments and adopt a more limited strategy or "begin looking very quickly at exiting" the country, depending on political and military progress, one defense official said.
"We have to start showing progress within six months on the political side or military side or that's it," the U.S. defense official said.
It's "not just how we get people there, but what's the strategy for getting them out," White House press secretary Robert Gibbs said Monday.
The approach is driven in part by concerns that Afghan President Hamid Karzai won't keep his promises to root out corruption and support political reforms, and in part by growing domestic opposition to the war, the U.S. officials said.
When did they start sneaking the term "off-ramp" into the discussion? I don't have any military experience (of course, neither does Obama) but having read a fair bit of history I'm pretty sure that "a war of necessity" means you need to win it. Thus the only "off-ramp" is victory.
Now in the spirit of full disclosure, I'm not sold on this idea but then I'm not sending tens of thousands of Americans into harm's way. You can be damned sure if I were, I'd be 100% committed to the idea and not giving myself wiggle room like "off-ramps". A lot of brave Americans are going to come home by being carried off the back of airplanes. If you are going to send them to that fate (and God bless them for their courage in facing it for us), you as the the President damn well better be committed to the mission and them.
"Off-ramps"? What the hell kind of ass covering political crap is that? Sorry but when it comes to a "war of necessity" you are either in or out.
Karzai's ability to deliver on reform and legitimacy is really irrelevant. Either securing Afghanistan is vital to our security or not. If it is, a functioning government helps us to that end but it's absence doesn't change the strategic mandate.
If Karzai doesn't deliver are we just walking away? Well, if that's an option with no costs in a 6 months or a year, why not do it now? Obviously the answer is we can't walk away, now or in 6 months or a year.
So let's drop the "off-ramp" crap and admit the truth, Obama and the Democrats want out. If that's the bottom line, do it today. Don't send in 34,000 troops to show how tough or committed you are. If Obama isn't in it to win, he is neither.
For 8 years of the left has been comparing Afghanistan to Vietnam and they wrong. Until, perhaps, today.
God speed to those who are going and their families, I hope they receive all the support and equipment they need.

David Obey isn't usually such a strict custodian of the public fisc. Pork spending? No problem. Waging a war of necessity? Well, now we have to pinch pennies.
I'm open to correction on this but I don't remember a major war that was paid for as we went. I seem to recall war bonds being sold and huge debt being run up.
The thing is, war is a legitimate national interest that makes sense to go into debt for. Health insurance is a private problem (or should be) that the government should stay out of let alone run up massive debt for.
Democrats really don't get the whole legitimate role of the government thing (in fairness a lot Republicans don't either).

Bush started Afghanistan, like Ike started the US presence in Vietname. But Obama is going to own the worst of it, like JFK and LBJ owned the worst of Nam. Those Dems increased troop levels too, but were too gutless to have them do anything. Watch for the same thing to happen in A-Stan.

I think we are all failing to appreaciate the deeply considered, nuanced, carefully deliberated decision making that led to the 34,000 number.
It's 85% of 40,000. Not 85.5, or 79.25, or 84.002. 85% with no decimals.
It took months of deliberations to come up with "Give him 85% of what he asked for."
I'm torn. I'm eligible for retirement, and this charade tells me to run for the door. On the other hand, I feel bad about leaving my brothers who are deployed and deploying. Rough choice ahead.

Back in the days of George W. Bush, we knew what the goals were in Afghanistan and Iraq. One of the goals was to gain allies in the war on terror. Among the objectives were killing terrorists and taking the war to nation-states that supported terrorists. (Anyone who denies these points is willfully ignorant, by the way.) But now there's no more war on terror. There's just these contingency operations overseas and criminal trials in New York.
As for the bad guys, they commit terrorist acts as a way to disseminate their grievances to a large, international audience. These people have earned their own violent deaths, but our government seems to be giving them bandwidth instead.
I'm going back to Dragon World. Please let me know how this all turns out.

So you're scratching your head wondering how President Split the Difference arrived at 34000. You need to know the 4th "secret"option of 0.
(80,000 + 40,000 + 20,000 + 0)/4 = 35,000

Don Rumsfeld came up with the war-plan off-ramps. Any units he deemed extraneous to War Plan 1003V were supposed to be off-ramped off the deployment schedule and not sent. He tried dumping the 101st off an off-ramp. Until we put our gear on the ships we weren't sure if we were going or not. We'd been thoroughly jacked around. I hate Rumsfeld.
34K is not an insurmountable come-down from 40K. There are other issues at work here. The 82nd Airborne, which is supposed to be the untouchable strategic reserve division saved for contingencies, has been on the normal routine deployment merry go round. They're lucky to have one brigade ready to go home on Bragg, where the rest of the Division would be ready to follow the DRB out the door from Green Ramp. Now those follow-on brigades are already deployed somewhere else. We need that strategic reserve back. I'm not saying the 6K differential will be solely from the 82nd though.
With North Korea, Iran, and other issues, there are some of us who don't want to create a giant footprint in Afghanistan like we had in Iraq. There are already plenty of gainfully unemployed people at KAF and Bagram. The logistics of getting those mouths fed is a little tougher, so you don't want a big rear echelon soaking up supplies and not contributing.

The primary task of the federal government according to the Constitution is to provide for the national defense. The War on Terror (and Afghanistan is certainly a core part of that effort) is certainly an effort that supports our nation's security so the money we pay in taxes already should be paying for this although the idea of war bonds is worth exploring. Unfortunately, the federal government has stuck there hands into many other areas of the lives of American citizens that the Constitution did not expressly condone or authorize so now our government claims they don't have the money to pay for our national defense efforts!
I look forward to the day when Democrats hold up sending money and resources to the next Hurricane Katrina-type disaster because we must figure out how we are going to pay for it first. Do you really believe they would do this? And what is the difference between the two situations when you really want to be honest about it? And you can only keep approaching the rich in this country for more money before they decide to pull up stakes and believe you me they will take their money with them when they leave.

What I want to know is where this 34K number came from. Was it a revision from one of the original option after a few more details added? If so, fair enough. If not...
It's not the average, or median of any of the published options that I've seen. Maybe it's some lefty cynical Obama formula incorporating swing state gender balance and adjusted for Palin book sales.

Are these reinforcements or replacements? How many deployments end over the next 2.5 years? This may be a net reduction!
I think when Gen. McChrystal said last August that he needed 40,000 troops in the next 12 months or the war was lost he meant 12 MONTHS FROM LAST AUGUST!

I did NOT commit to 34k more troops. I merely floated that number.
Also, please note that with winter rapidly approaching, these (potential) troops will be at their bases reading, recreating and taking self-improvement classes. Just like in Iraq these days.

First of all, those increased taxes would fall as squarely on the backs of the military families he says he cares about, as they would on "everybody else", so his concern is pretty laughable and transparent.
But second, he's apparently only bringing up the issue of a war tax to begin with, because they're talking tax hikes over at the universal health care table and Obey's caught the taxin' fevah.

I was watching a Big O Productions (tm) press conference the other day when they related that item, and where Obama went on and on about how he thought Afghanistan was handled wrongly by That Other Administration, but had little to nothing to say about what he was going to do about it other than to say "just wait - all will be made clear... next week".
Well. We'll see, I guess.
