Report: Obama Settles On 34,000 Troops For Afghanistan
— DrewM

Let's see, McChrystal provided options of 80, 40 and 20 thousand. Yet, the magic number is 34,000? I guess that's the Peace Prize compromise.

Obama is expected to announce his long-awaited decision on Dec. 1, followed by meetings on Capitol Hill aimed at winning congressional support amid opposition by some Democrats who are worried about the strain on the U.S. Treasury and whether Afghanistan has become a quagmire, the officials said.

...

They said the commander of the U.S.-led international force in Afghanistan, Army Gen. Stanley McChrystal, could arrive in Washington as early as Sunday to participate in the rollout of the new plan, including testifying before Congress toward the end of next week. Secretary of Defense Robert Gates and Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff, and U.S. Ambassador to Afghanistan Karl Eikenberry also are expected to appear before congressional committees.

...The administration's plan contains "off-ramps," points starting next June at which Obama could decide to continue the flow of troops, halt the deployments and adopt a more limited strategy or "begin looking very quickly at exiting" the country, depending on political and military progress, one defense official said.

"We have to start showing progress within six months on the political side or military side or that's it," the U.S. defense official said.

It's "not just how we get people there, but what's the strategy for getting them out," White House press secretary Robert Gibbs said Monday.

The approach is driven in part by concerns that Afghan President Hamid Karzai won't keep his promises to root out corruption and support political reforms, and in part by growing domestic opposition to the war, the U.S. officials said.

When did they start sneaking the term "off-ramp" into the discussion? I don't have any military experience (of course, neither does Obama) but having read a fair bit of history I'm pretty sure that "a war of necessity" means you need to win it. Thus the only "off-ramp" is victory.

Now in the spirit of full disclosure, I'm not sold on this idea but then I'm not sending tens of thousands of Americans into harm's way. You can be damned sure if I were, I'd be 100% committed to the idea and not giving myself wiggle room like "off-ramps". A lot of brave Americans are going to come home by being carried off the back of airplanes. If you are going to send them to that fate (and God bless them for their courage in facing it for us), you as the the President damn well better be committed to the mission and them.

"Off-ramps"? What the hell kind of ass covering political crap is that? Sorry but when it comes to a "war of necessity" you are either in or out.

Karzai's ability to deliver on reform and legitimacy is really irrelevant. Either securing Afghanistan is vital to our security or not. If it is, a functioning government helps us to that end but it's absence doesn't change the strategic mandate.

If Karzai doesn't deliver are we just walking away? Well, if that's an option with no costs in a 6 months or a year, why not do it now? Obviously the answer is we can't walk away, now or in 6 months or a year.

So let's drop the "off-ramp" crap and admit the truth, Obama and the Democrats want out. If that's the bottom line, do it today. Don't send in 34,000 troops to show how tough or committed you are. If Obama isn't in it to win, he is neither.

For 8 years of the left has been comparing Afghanistan to Vietnam and they wrong. Until, perhaps, today.

God speed to those who are going and their families, I hope they receive all the support and equipment they need.

Related: Democrats want to start raising taxes to pay for this.

Rep. David Obey, D-Wis., chairman of the purse string-controlling House Appropriations Committee, is calling the idea a "war surtax." He said that just as the federal government is expected to pay for its proposed intervention in the health care sector with new taxes, any escalated involvement in Afghanistan should come with a payment plan.

"If we have to pay for the health care bill, we should pay for the war as well ... by having a war surtax," Obey told ABC News in an interview that aired Monday. "The problem in this country with this issue is that the only people that has to sacrifice are military families and they've had to go to the well again and again and again and again, and everybody else is blithely unaffected by the war."

David Obey isn't usually such a strict custodian of the public fisc. Pork spending? No problem. Waging a war of necessity? Well, now we have to pinch pennies.

I'm open to correction on this but I don't remember a major war that was paid for as we went. I seem to recall war bonds being sold and huge debt being run up.

The thing is, war is a legitimate national interest that makes sense to go into debt for. Health insurance is a private problem (or should be) that the government should stay out of let alone run up massive debt for.

Democrats really don't get the whole legitimate role of the government thing (in fairness a lot Republicans don't either).

The left wanted another Vietnam.  The problem is, the left CAUSES things like Vietnams.  Vietnam was mostly a JFK and LBJ problem, which Nixon ended best as he could hamstrung by a Dem Congress.  This is their projection at work again, blaming Republicans for the problems they create.

Bush started Afghanistan, like Ike started the US presence in Vietname.  But Obama is going to own the worst of it, like JFK and LBJ owned the worst of Nam.  Those Dems increased troop levels too, but were too gutless to have them do anything.  Watch for the same thing to happen in A-Stan.

The lack of the word "victory" in any of these trial balloons continues to worry me.  Having said that, it's a better course of action that I though he would take just a  few weeks ago.  Godspeed and a safe return to all who will deploy.

And I can't let this guffaw moment go:

amid opposition by some Democrats who are worried about the strain on the U.S. Treasury

Beyond shameless.

We will achieve "victory" in about 12 months and pull out. The Taliban will get a "negotiated" position in government which, like the commies in Vietnam, will soon be all of the government.

Within 18 months Al Queda will be back in setting up their camps. Every American soldier who died fighting them out will have died for nothing.

I think we are all failing to appreaciate the deeply considered, nuanced, carefully deliberated decision making that led to the 34,000 number.

It's 85% of 40,000.  Not 85.5, or 79.25, or 84.002.  85% with no decimals.

It took months of deliberations to come up with "Give him 85% of what he asked for."

I'm torn.  I'm eligible for retirement, and this charade tells me to run for the door.  On the other hand, I feel bad about leaving my brothers who are deployed and deploying.  Rough choice ahead.

47 This is a scam.  34,000 let's him claim he tried to compromise with his base when House Democrats refuse to pay for any troop increases.  Thus they get thrown under the bus and it's never Obama's fault.

Even if they do pay, it'll be for six to nine months so that the pullout can begin in time to rally his base for next year's elections.  Which won't work, but since when has whether or not a plan could work been an issue for liberals?

49 off ramp = exit strategy

Strategy.  You keep using that word.  I don't think it means what you think it means.

All done to placate the left. And yes, it will ramp up the opposition.  All they have to do is hang on.  They didn't know that, with Bush in office. He was so crazy, he might have just stayed there, until the US won.  Huh, what a concept. Plus, I think he gave the generals what they wanted. Another what a concept.

Everything has to do with exits, with these guys.  Growing up in a military family, I know there is no exit to those guys, except out the front door, walking out with your head held high when the job is done. I know Vietnam still sticks in my old man's craw, really bad.

Back in the days of George W. Bush, we knew what the goals were in Afghanistan and Iraq. One of the goals was to gain allies in the war on terror. Among the objectives were killing terrorists and taking the war to nation-states that supported terrorists. (Anyone who denies these points is willfully ignorant, by the way.) But now there's no more war on terror. There's just these contingency operations overseas and criminal trials in New York.

As for the bad guys, they commit terrorist acts as a way to disseminate their grievances to a large, international audience. These people have earned their own violent deaths, but our government seems to be giving them bandwidth instead.

So you're scratching your head wondering how President Split the Difference arrived at 34000.  You need to know the 4th "secret"option of 0.

(80,000 + 40,000 + 20,000 + 0)/4 = 35,000

72 I'm gonna toot my own horn here.

According to this article:

http://tinyurl.com/ylcm77m

"The president said he would announce his decision on how many additional soldiers to deploy to Afghanistan after Thanksgiving."

I predicted exactly this, on this blog's comments, just a week or so ago. 0bama is trying to BURY THE STORY by announcing his decision between Thanksgiving and Christmas, when a lot of people simply are not paying attention to politics due to the holiday season.

Just as the House voted on health care on a Saturday night...and the Senate voted on health care on a Saturday night...they are intentionally making hugely important decisions WHEN ALMOST NO ONE IS PAYING ATTENTION.

This is an INTENTIONAL STRATEGY. And inherently anti-democratic, as well.

73 Obama is expected to announce his long-awaited decision on Dec. 1, followed by meetings on Capitol Hill aimed at winning congressional support amid opposition by some Democrats who are worried about the strain on the U.S. Treasury

Oooooh. So all of a sudden the Democrats are super concerned about being fiscally responsible. If this sentence wasn't so infuriating, it would be hysterically funny. These people are such assholes.

83 You guys have your 34,000 number theories all wrong.  It's quite simple:

Obama took 80,000, 40,000, 20,000 and wrote those figures on pieces of paper.  He gave those pieces of paper to his mother-in-law.  She then evoked the ancient Santeria ritual of feeding pieces of paper to a chicken and then slaughtering the chicken.  The dead chicken was handed to Michelle who put on her wide leather chicken-tossing belt and slammed the carcass 3x against the wall of the Oval Office.  Then the mother-in-law stared at the chicken-blood splatter while drinking a bottle of Night Train until she thought she could see a number.

I mean, c'mon guys, DUH!

89

Don Rumsfeld came up with the war-plan off-ramps. Any units he deemed extraneous to War Plan 1003V were supposed to be off-ramped off the deployment schedule and not sent. He tried dumping the 101st off an off-ramp. Until we put our gear on the ships we weren't sure if we were going or not. We'd been thoroughly jacked around. I hate Rumsfeld.

34K is not an insurmountable come-down from 40K. There are other issues at work here. The 82nd Airborne, which is supposed to be the untouchable strategic reserve division saved for contingencies, has been on the normal routine deployment merry go round. They're lucky to have one brigade ready to go home on Bragg, where the rest of the Division would be ready to follow the DRB out the door from Green Ramp. Now those follow-on brigades are already deployed somewhere else. We need that strategic reserve back. I'm not saying the 6K differential will be solely from the 82nd though.

With North Korea, Iran, and other issues, there are some of us who don't want to create a giant footprint in Afghanistan like we had in Iraq. There are already plenty of gainfully unemployed people at KAF and Bagram. The logistics of getting those mouths fed is a little tougher, so you don't want a big rear echelon soaking up supplies and not contributing.

101 Well this is new, the Nancy in Chief probably came up with the term "off ramp" as a logical term, in his mind to pressure the Afghanistan government to do something that the "O" would view as a positive step in getting their acts together, which probably means they better start looking like Cuba or something similar. The Taliban of course have probably figured out what the term "off ramp" means and are laughing their asses off. 107 To the U.S.A. Commander of the encircled town of Bastogne.

The fortune of war is changing. This time the U.S.A. forces in and near Bastogne have been encircled by strong German armored units. More German armored units have crossed the river Our near Ortheuville, have taken Marche and reached St. Hubert by passing through Hompre-Sibret-Tillet. Libramont is in German hands.

There is only one possibility to save the encircled U.S.A. troops from total annihilation: that is the honorable surrender of the encircled town. In order to think it over a term of two hours will be granted beginning with the presentation of this note.

If this proposal should be rejected one German Artillery Corps and six heavy A. A. Battalions are ready to annihilate the U.S.A. troops in and near Bastogne. The order for firing will be given immediately after this two hours' term.

All the serious civilian losses caused by this artillery fire would not correspond with the well known American humanity.

The German Commander.

Men, all this stuff youÂ’ve heard about America not wanting to fight, wanting to take the off-ramp out of the war, makes a lot of sense. Americans traditionally love to quit. All real Americans love the sight of an off-ramp. When you were kids, you all admired the champion marble shooter, the fastest runner, the big league ball player, the toughest boxer, when they took the Fifth at the Congressional hearings on steroids use. Americans love an off-ramp and will not tolerate persistence. Americans play to reach the off-ramp all the time. I wouldnÂ’t give a hoot in hell for a man who didn't make the off-ramp and laughed. ThatÂ’s why Americans have never failed to take the off-ramp and will never stay the course in a war. Because the very thought of staying the course is hateful to Americans."

170 I would say to the House, as I said to those who have joined this government: "I have nothing to offer but blood, toil, tears and an off-ramp."

We have before us an ordeal of the most grievous kind. We have before us many, many long months of struggle and of suffering. You ask, what is our policy? I can say: It is to take the off-ramp, by sea, land and air, with all our might and with all the strength that God can give us; to to take the off-ramp away from a monstrous tyranny, never surpassed in the dark, lamentable catalogue of human crime. That is our policy.

You ask, what is our aim?  I can answer in one word: It is the off-ramp, off-ramp at all costs, off-ramp in spite of all terror, off-ramp, however long and hard the road may be; for without an off-ramp, there is no survival.

186

Four score and seven years ago our fathers brought forth on this continent, a new nation, conceived in Liberty, and dedicated to the proposition that all men are created equal.

Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure. We are met on a great battle-field of that war. We have come to dedicate a portion of that field, as a final resting place for those who here gave their lives that that nation might live. It is altogether fitting and proper that we should do this.

But, in a larger sense, we can not dedicate -- we can not consecrate -- we can not hallow -- this ground. The brave men, living and dead, who struggled here, have consecrated it, far above our poor power to add or detract. The world will little note, nor long remember what we say here, but it can never forget what they did here. It is for us the living, rather, to be dedicated here to the unfinished work which they who fought here have thus far so nobly advanced. It is rather for us to be here dedicated to the great task remaining before us -- that from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion -- that we here highly resolve that these dead shall not have died in vain -- that this nation, under God, shall make a bee-line to the off-ramp -- and that government of the people, by the people, for the people, shall not perish from the earth.

197 Yesterday, December 7, 1941—a date which will live in infamy—the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan.

The United States was at peace with that nation, and, at the solicitation of Japan, was still in conversation with its government and its emperor looking toward the maintenance of peace in the Pacific. Indeed, one hour after Japanese air squadrons had commenced bombing in the American island of Oahu, the Japanese ambassador to the United States and his colleague delivered to our secretary of state a formal reply to a recent American message. While this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or armed attack.

It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time the Japanese government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace.

The attack yesterday on the Hawaiian Islands has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost. In addition, American ships have been reported torpedoed on the high seas between San Francisco and Honolulu.

Yesterday the Japanese government also launched as attack against Malaya.

Last night Japanese forces attacked Hong Kong.

Last night Japanese forces attacked Guam.

Last night Japanese forces attacked the Philippine Islands.

Last night Japanese forces attacked Wake Island.

And this morning the Japanese attacked Midway Island.

Japan has, therefore, undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday and today speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation.

As commander in chief of the Army and Navy I have directed that all measures be taken to find an off-ramp. But always will our whole nation remember the character of the onslaught against us.

Drew,

No offense, but this is the kind of nonsense you get when you have a country that's not serious about fighting a war.

We were never serious about fighting this.  If we were, Afghanistan would be largely depopulated by now.  And you can mock me all you want, but that's the only way we'll win this.

No one wanted to fight a total war, well, now you have "war weariness"...(whatever the hell that means).  If Uncle Jimbo's post yesterday about negotiations is even half true, we're in serious deep shit at this point.

I just cannot for the life of me understand why we would go with a military strategy that guarantees eventual defeat (when has "winning hearts and minds" ever worked?  has it ever worked?).  Hey, let's muck around for about a decade or so and really see what the population thinks about prosecuting this war!

And you're right about one thing.  The biggest losers in all this will be the troops who have to deal with this garbage.  That's one reason why I didn't sign up.  I just refuse to put my life on the line for a liberal...

276 I doubt this was some petulant "I'm gonna come up with my own number" declaration of total troops. I have no doubt he handed McChrystal a list of specific warm bodies to be taken to Afghanistan, a list of cooks, psychiatrists, multicultural specialists, and so on.

Posted by: Christopher taylor at November 24, 2009 12:03 PM (PQY7w)

277 I was always suspicious when Obama and the Democrats decided to account for the funding of the wars in Afghanistan and Iraq in the federal budget. So as Obama decides on what strategy to take in Afghanistan Democrats are floating a "tax the rich" proposal to pay for the new deployments. What bothers me about this "pay as you go" strategy is that the cynic in me sees this as a way out of the conflict for Afghanistan for the liberals because if there is a backlash against such taxes the Democrats can just say the American people don't want to be in Afghanistan or anywhere else.

The primary task of the federal government according to the Constitution is to provide for the national defense. The War on Terror (and Afghanistan is certainly a core part of that effort) is certainly an effort that supports our nation's security so the money we pay in taxes already should be paying for this although the idea of war bonds is worth exploring. Unfortunately, the federal government has stuck there hands into many other areas of the lives of American citizens that the Constitution did not expressly condone or authorize so now our government claims they don't have the money to pay for our national defense efforts!

I look forward to the day when Democrats hold up sending money and resources to the next Hurricane Katrina-type disaster because we must figure out how we are going to pay for it first. Do you really believe they would do this? And what is the difference between the two situations when you really want to be honest about it? And you can only keep approaching the rich in this country for more money before they decide to pull up stakes and believe you me they will take their money with them when they leave.

What I want to know is where this 34K number came from.  Was it a revision from one of the original option after a few more details added?  If so, fair enough.  If not...

It's not the average, or median of any of the published options that I've seen. Maybe it's some lefty cynical Obama formula incorporating swing state gender balance and adjusted for Palin book sales.

285 34,000 troops that may not be fully deployed until sometime in 2012 because the roads are bad?  That is a period of over two years!  I heard that on Fox tonight and almost lost my lunch.

Are these reinforcements or replacements?  How many deployments end over the next 2.5 years?  This may be a net reduction!

I think when Gen. McChrystal said last August that he needed 40,000 troops in the next 12 months or the war was lost he meant 12 MONTHS FROM LAST AUGUST!

294 "worried about the strain on the U.S. Treasury." LOL. War Surtax. How about a surtax for the stimulus? or a surtax for social programs? This is planned for 2010 elections. Afghanistan will hold until those are over, then Dec. 2010, we take an off-ramp. I suppose the silver lining is this might pressure Karzai slightly to improve. But I bet he thinks he will do just fine without a bunch of Crusaders running around demanding fair elections in Afghanistan but who are cool with Iran not doing so. Obama probably thinks he will be able to say "Look, I tried to salvage what Bush left me, but it didn't work." Note, also the timing of KSM trial with 6 months...you'd think they could give our guys a clean shot without Islamists on stage in NYC firin' up the bad guys.

295 "We have to start showing progress within six months on the political side or military side or that's it, the U.S. defense official said." OK, Obama. I did NOT commit to 34k more troops.  I merely floated that number.

Also, please note that with winter rapidly approaching, these (potential) troops will be at their bases reading, recreating and taking self-improvement classes. Just like in Iraq these days.

Peace. Inshallah. Out.

298 "If we have to pay for the health care bill, we should pay for the war as well ... by having a war surtax," Obey told ABC News in an interview that aired Monday. "The problem in this country with this issue is that the only people that has to sacrifice are military families and they've had to go to the well again and again and again and again, and everybody else is blithely unaffected by the war."

First of all, those increased taxes would fall as squarely on the backs of the military families he says he cares about, as they would on "everybody else", so his concern is pretty laughable and transparent.

But second, he's apparently only bringing up the issue of a war tax to begin with, because they're talking tax hikes over at the universal health care table and Obey's caught the taxin' fevah.

299 Needless to say the "off ramps" thing was just loony, but kudos to the MSM for letting it through - I can't imagine anything more damning to a leadership that wants to be taken seriously in military matters.

I was watching a Big O Productions (tm) press conference the other day when they related that item, and where Obama went on and on about how he thought Afghanistan was handled wrongly by That Other Administration, but had little to nothing to say about what he was going to do about it other than to say "just wait - all will be made clear... next week".

Well.  We'll see, I guess.
