It's not just AP. I wouldn't consider the "Pillsbury Doughboy" a conservative either, though he spouts conservative principles pretty reliably. I see him more as a "reach-across-the-aisle" type who is so afraid of offending anyone that he'll water down principles to be "nice."

A bridge card is an ATM card issued by a government to an individual who is receiving government assistance. (Aid to families with dependent children, welfare, food stamps, etc)
So instead of receiving a check in the mail, or a hand full of food stamps, you receive a government ATM card that is typically automatically recharged at the beginning or end of each month.
Different governments have different standards on what can be purchased, and where with these cards.

David does fine running up in Ftn Hills and Snobsdale, but he's never been able to attract U.S. House votes in Tempe and Mesa, let alone the reservations. Took him sixteen years of running and a jam-packed jungle primary in 2008 for the House (which he won with support in the twenties) just to finally get the opportunity to get drowned in that year's Dem wave (Tempe's fav ex-mayor by 10). He's nowhere near a sure thing, even with Mitchell's voting in lockstep with Pelosi this term.
