It sounds like this piece (which Drudge also linked) has them pretty much saying - repeatedly - that Ogabe's rhetoric over the BP spill has proven vastly overblown.
Did I wake up this morning and fail to notice that gravity has stopped working? That hydrogen now has 5 protons rather than 1? Seriously, WTF? Where does some punkass fish wrapper rag like Time get off daring to even suggest that the ascended Messiah was wrong? Nerve? these peasants got it in spades I tell you!

It's easy to overstate the policy implications of this optimistic news. BP still needs to clean up its mess; federal regulation of deep-water drilling still needs to be strengthened; we still need to use fewer fossil fuels that warm the planet; we still don't need to use more corn ethanol (which is actually dirtier than gasoline). The push to exploit the spill to gain a comprehensive energy and climate bill in Congress has already stalled anyway — even though the planet still needs one.

Time is trying to salvage Obama's failure to do anything about the spill.
They lead off with Obama's quote that the spill was a catastrophe, true, but they frame it as the conventional wisdom--in other words, Obama was just saying what everyone knew, not playing demagogue.
They then go on to say that the spill hasn't turned out as badly as expected. It wasn't that Obama was hyping this thing like junkie, its just that, you know, he was repeating the conventional wisdom which somehow turned out to be mistaken for reasons that are of no particular interest or bear on anything else.
Sheer propaganda.

This shit's happened numerous times before, and the spill in 1979 was larger and much more nasty. 4 months later, you literally couldn't find a drop of spill-related oil on the beaches in South Padre, and I was down there, looking.

BP wrote off $32 billion from their bottom line this year. They were able to deduct $10 of the $20 billion from Barry's slush fund off of their taxes and they reported a $17 billion dollar loss.
BP made out liked raped apes on this deal. Obama was probably able to use the $20 billion to pad the books on the deficit. And we, as tax payers paid $10 billion of the $10 billion because of BP's deduction.

The problem was that the media kept jacking up people's perception of the spill with estimates that the daily total spill "could be as high as" some ridiculously high number without any evidence to back up the idea that the spill was ACTUALLY that bad. You COULD get hit by up to 437 meteorites today, but you probably won't.
Now imagine the meteorite total multiplied by 100 days. People would expect that someone out there has been hit by 43700 meteorites. It is sort of the same thing with the gulf leak. You had media outlets competing with each other to see who could get the "expert" that would estimate the largest amount of oil for the leak. So over time the estimates "walked" higher and higher as each outlet trotted out some "expert" that gave a higher possible volume of oil. But in this case the potential doesn't ruin beaches. What ruins beaches is what ACTUALLY leaks and escapes containment and escapes surface burning and processing.
Also, since the gulf naturally seeps each year more oil than the Exxon Valdez spilled, there are a lot of oil eating microbes in that water. Oil has a lot of energy in it. Something is going to evolve to use that energy if it can. In a place where you have pretty much constant oil seepage, those critters are going to be all over the place.
