One school of conservative thought says, you give the aid recipient cash and let them do what they want with it, and if they make fatally bad choices, too bad for them. Another says you give them what they need rather than let them exercise choice, because they've already shown that their judgment is abysmal.
But liberals can't tolerate either of those ideas, so they give cash-like aid, expect the recipients to use it wisely, and then impose ever greater conditions and restrictions (all of which are easily circumvented, by the way) to try to keep the recipients from blowing the aid.

We're in the East Bay, over the hills from Oakland. We have a tiny fishpond in front of our house. The deer drink from it. We planted "deer resistant" plants and so far the deer seem not to like eating them, so they're working. But when we moved in ten years ago, there were 3-foot net extensions on top of our 7-foot fence to keep the deer out of our backyard, where the roses are. They LOVE nummy, nummy roses.

Well, yeah! My mom is the queen of animal lovers. No, not that way, ya buncha pervs! And not in a PETA kind of way, either. She always tried to save the poor battered mice and lizards our cat would drag in, and she successfully raised a fledgling scrub jay that fell out of its nest during a storm. We had lots of pets growing up, too.
