Marine General James Mattis Named To Head Central Command
— DrewM

I think you're going to find almost total unanimity around the Mil-blogosphere celebrating this appointment.

Why are so many so high on Mattis? He's pretty much the embodiment of the warrior-monk ethos this kind of fight requires.

Mattis is known for his ferocity and his risk-taking—which included regularly riding out into combat with his jump platoon, despite his high rank. (That's something he'll probably have to give up now.) He is also known for his intellect. He is well-read in history and military strategy but has also studied innovation and adaptation techniques.

Mattis is also known for his mouth. He is a jokester in person and also blunt. In the spring of 2003, in the first of his meetings with recently defeated Iraqi military leaders he famously said: "I come in peace. I didn't bring artillery. But I'm pleading with you, with tears in my eyes: If you fuck with me, I'll kill you all." In a speech in 2005, when describing the atrocities committed by some members of the Taliban, he said, "It was fun to shoot some people."

You might think elevating this kind of general a risk for the president. After all, didn't McChrystal's mouth get him fired? But these quotes are of a different order than the ones from McChrystal in Rolling Stone, and among the troops, the Mattis quotes they repeat emphasize more than just force. "No better friend, no worse enemy," he wrote his troops before they embarked on the 2003 invasion of Iraq. When he returned to Al-Anbar, he added to that set of instructions, "First do no harm."

He was also instrumental in updating Marine Corps training for the fights in Iraq and Afghanistan. You know how everyone says "Petraeus literally wrote the modern book on COIN"? Well he also literally had a co-author...James Mattis. In addition to his other impressive traits, this maybe one of the most important. Technically, Petraeus will be working for Mattis but given how things have shaken out, clearly Petraeus is the man, no matter what the org chart says. Having a former collaborator and sympathetic mind as Petraeus' nominal boss makes the best out of what could be an awkward situation.

Take a few minutes to read this longer profile and you'll see how great this guy is. If you're looking for a guy who says, 'carpet bomb the place', Mattis isn't for you but he knows that when it's time to kill, then you better kill and win.

Al-Anbar turned out to be a bad laboratory for Mattis' experiment. In March of 2004, not long after Mattis took control, four military contractors from Blackwater were killed in Fallujah and their burned bodies were hung from a bridge. In response to the attack, the Marines were ordered to wipe out the insurgents with a heavy show of force. Mattis told his superiors they were insane to call for such a massive response. The Blackwater killers could be found and killed precisely and in keeping with his strategy. But he followed orders and led the attack (which was then cut short when political leaders lost their nerve).

Still, even at the end of the heaviest fighting, Mattis met with sheiks to continue the effort to win over the locals. He left Iraq in August of 2004, but the Marines continued to repeat his mantra: "First, do no harm." Two years later, after the province almost slipped out of control completely, the "Anbar Awakening" reduced violence in the province, damaged al-Qaida in Iraq, and turned the war.

...

The second fundamental necessity for counterinsurgency is ferocity. It is a paradox: To be restrained, you must be willing to be ferocious. Ferocity gives soldiers and Marines the confidence to accept more risk. If soldiers are certain they can be ferocious when the time comes, it will make them less jumpy when they are accepting the increased personal risks of leaving a protected base to engage with the locals or dropping body armor while they walk through town. Ferocity makes a unit feel more comfortable knowing they can fight their way out of a situation if necessary.

"We have an overweening sensitivity to the slaughtering of our enemies," says Mattis. "I've put medals on Marines who have killed guys at 700 yards. And I've come right out and said it: 'That was a beautiful shot.' You must reward the kind of behavior that you want." This sentiment got Mattis into trouble in 2005 when he said, in some cases it was "fun to shoot some people." He has also been battered by public sensitivity over his handling of the 2005 killing of 24 Iraqis in Haditha. Liberals think he was too soft on the Marines involved. Conservatives think he bowed to political pressure and was too harsh on them.

As for the diplomatic side of his job, he's served as head of NATO's Allied Command Transformation, so he knows the players in Europe and worked with them all. His success while commanding in Anbar Province also gives him extensive experience in Arab culture which will be important in dealing with many of the leaders in the Mideast.

In short, this is a great selection.

If Afghanistan can be turned into some kind of victory (and I've been pretty skeptical about that for awhile), Petraeus and Mattis are the team to do it. I have had my issues with Gates and I think my disgust with Obama is pretty well known but they both deserve credit for giving us the best shot at a good outcome with these picks.

About two weeks ago, Secretary of Defense Gates passed Mattis over for the Marine Commandant job. Now he's head of CentCom. Funny how life works sometimes.

This is the key. Mattis would have been the rally point AGAINST Don't Ask Don't Tell being repealed.... which was why he was passed over to head the Marine Corps... in favor of an Airdale who will not go against Obama on that policy.

You really have to look at everything Obama does through the Prism of politics... sometimes he does make a good choice for a job... but look for ulterior motives...

6 While I don't trust a single word or gesture from our pisspoor excuse for a CinC, and while backstabbing is as much a reflex for him as blinking (his own grandmother?), it does appear that he's staffing this thing to get it done.

That's not gonna gel too well with this administrations new prime directive to make muslims feel good about themselves again.

NASA is not pleased.

Yeah, I hashed that out when it was announced with some defense folks on Twitter.

There's no proof but that's kind of the suspicion.

On the upside, he sticks around for at least 2 years (probably 4) which means he may get another shot at it or CJS (depending on Petraeus' plans) with a different admin.

Maybe, I would like to think that this was Patreaus telling squishy Gates who he would really like in that job. Probably before he accepted Astan.

"Actually it's quite fun to fight them, you know. It's a hell of a hoot," Mattis said, prompting laughter from some military members in the audience. "It's fun to shoot some people. I'll be right up there with you. I like brawling.

"You go into Afghanistan, you got guys who slap women around for five years because they didn't wear a veil," Mattis said. "You know, guys like that ain't got no manhood left anyway. So it's a hell of a lot of fun to shoot them.""

You also had to go find a non political non admin General, who had never worked for Patreus... because it becomes  VERY problematic for a subordinate to suddenly be in charge... its really bad JuJu for the Chain of Command if that happens.

15 I think robtr has it right: Petraeus's price was having his guy at CENTCOM. These are good choices so let's give Bambi and Gates some credit.

Works for me.

I'd like to hear these lines repeated every time a dem traitor is being questioned about the war or having a press conference.  Over and over and over again.

The tears were a nice touch.  I'm all out of them for the arab/persian/muslim world, myself, but it sounds cute.

19 Democrat Presidents are so fucking lucky - they have conservative Generals to lead and volunteer soldiers to fight, not a peep of protest from the media at anything military they do, unless it succeeds like gangbusters, and Republicans who attacked the terrorists when they wanted to run away to blame when it doesn't!

I agree.....a little.  To me it's like giving a bully props for the one day he decides to not steal the other kids lunch money.  It's normal behavior to pick an ass kicking General or not beat someone up everyday, but for someone that's an idiot it's "Hey good job!".

Whether you like these picks or not, I don't see how demoting someone (an indication that there is no one else capable of being moved laterally or promoted to do the job) is the sort of management style that deserves kudos of any sort.  Further, having to flip the authorities of the two is another management move that few would cite as evidence of competent management.

25 "The first time you blow someone away is not an insignificant event, that said, there are some assholes in the world that just need to be shot. There are hunters and there are victims. By your discipline, cunning, obedience and alertness, you will decide if you are a hunter or a victim.  It's really a hell of a lot of fun. You're gonna have a blast out here! I feel sorry for every son of a bitch that doesn't get to serve with you."  -- then Major General James Mattis Al Asad Iraq

26 I think RobrtR has it.  Patreaus probably picked Mattis as a precondition to the swap.  He probably could have gotten Carrot-top if he wanted.  Good call for top cover, puts a fire-pisser between him and a worthless CinC.

28 Mattis's other USMC nickname is "Mad Dog Mattis".  The Corps likes its combat generals with quite a bit of hair and bark on them.  General Holland M. "Howling Mad" Smith  was their WW II leader on Guadalcanal and for much of the rest of the  Pacific War.  It's always been a fairly small branch of the military and the officers and the senior NCOs are known around the Corps.  I'm glad to see that a fellow who came up through the Platoon Leader Candidate School from an absolutely no name universitiy like Central Washington made it to the top, instead of some ring knocker from Annapolis.  Not knocking Central Washington but it is the very epitome of a cow college.

No, I'm intimating that he picked a Marine Airdale... the first airdale to be Commandant of the Marine Corps... a guy whose politics on DADT is known...

Over a groundpounder General, who has spoken out against the repeal of DADT..

But that OK... I'm just one of those ignorant retired Black Shoe types... LOL

Yeah. He talks a good game.  I wonder if someone will ask him how his quotes applied to Haditha in his mind.

Petraeus is also a big fan of "winning hearts and minds".  There is a push to make it seem as if McChrystal was running rogue in Afghanistan, and now everyone who was above him will fix the mess he made, as if they had no idea what the hell was going on in Afghanistan and had no input.  The really sad part is that The Precedent ordered a strategic review when he slimed into office and then ordered a second strategic review when the results from the first one came back, claiming that circumstances on the ground had changed in the interim and the military was handing in an obsolete report.  Now, after the second review, and the refusal to provide what was requested (only 70%, or so, of the troops) we have the commander, there, taken down by Rolling Stone and all above him acting as if they are now launching on a third strategic review, because they had no idea how things had gotten so screwed up ... It's all just so crazy.

Posted by: progressoverpeace at July 08, 2010 12:41 PM (Qp4DT)

38 Do actual marines that are doing the fighting trust him?  How could they, knowing that he will push them into a court martial with no problem for doing the fighting he was crowing about in the speeches?

Posted by: ed at July 08, 2010 12:52 PM (Urhve)

39

Color me not that impressed -- Haditha.  Besides, don't think for one second that this won't excerbate a little inter-service rivalry if things go to shit.  I don't for one second doubt that if Barry & Co. could drum up some rancor and divisiveness between the branches, they would.

I've got a bad feeling this "regime" is all out to smear and put a knife in the back of every "Bush" general...let's wait and see if my paranoia is correct (I hope it isn't).
