18 The move is somewhat appropriate. But if I were making the call, here is what I think we would be doing:

He would not be charged, but his ability to fly domestic flights would be revoked. Ability to fly international flights would be limited to those whose itinerary returns him to Qatar. Any need to travel to New York, or anywhere else in the US, can be accomplished by ground transportation. Any retaliation by Qatar would be taken as a separate incident, and viewed in a very dim manner--with the man's expulsion at a minimum consequence--and very possibly the position not being allowed to be filled by someone else.

The goal would be to make it clear to Qatar that we do not hold them in any way to blame, we have no desire to retaliate, we are not expelling the man, but we are taking action, and it's a livable action, and they need to just let the matter ride and let this man live with the consequences of being caught. I think they could live with that.

Or so it all seems to me.

As usual, the conservative media is blowing this minor issue out of proportion.  The fully accredited diplomat was simply wanking in the lavatory while dreaming of the good looking chick in seat 27A.  To avoid being caught spanking his monkey, he lit a cigarette to cover up the wank-fest. 

The pesky and irresponsible Air Marshalls intervened in a private matter between the diplomat and his chicken. This is unacceptable behavior by our protective services and should be punished accordingly.

The President of the United States is traveling and unavailable for comment, so in my position as Vice-President of the United States I issue a full apology to Qatar for the irresponsible behavior of both the Air Marshalls and the United Airlines flight crew.  A strong letter of reprimand will be placed in the Air Marshalls personnel file, with a recommendation for termination for dereliction of duty. 

United Airlines will receive a letter recommending the flight crew be terminated for unbecoming behavior, and if they remain employed, United Airlines will be removed from the US Government list of approved charter companies transporting military personnel.

Again, the United States apologizes to Qatar, and will make a concerted effort to punish all involved in this incident, and trust our working relationship with Qatar remains strong and healthy.

If Bush were president, Qatar would have immediately apologized and either recalled the consul or revoked his immunity and given him up to the authorities.  Qatar is very pro-western, at least at the top levels.  They have a lot of educational initiatives to try to get westerners to the country.

Diplomatic immunity isn't a get-out-of-jail-free card.  It is used to prevent unfair harassment of diplomats just because of tensions between countries.

But what it does mean is that if a diplomat does something, then the country takes responsibility for his actions.  In the case of a parking ticket, nobody will create an international incident over it.

However, this *is* an international incident and Qatar itself has to take responsibility.

I would also like to point out that one of the "jihad janes" is from a small town in Colorado and that a man was arrested in Colorado last summer (he was from New York) after an alert person at a beauty supply store reported him buying a large quantity of a chemical--can't remember which one. It was discovered that he was planning an attack in NYC.

PGiS - this is secondhand information (lulz...in a cigarette thread!), but I believe that US federal restrictions on things like smoking and using electronics before / during / after a flight aren't shared around the world.  If you are on a domestic flight within another country, you may be completely permitted to use your phone during the entire flight, for example.

That said, I completely agree with you that this is no excuse for the man.  This is likely NOT his first domestic flight within the US.  And even if it were, it would have been hard for him to miss the attendant talking about it for a good five minutes once they pushed off from the gate.  They tend to be pretty thorough...  You cannot smoke it in the can, you cannot smoke it with some lamb.  You cannot smoke it here or there, you cannot smoke it anywhere.  If you touch the detector, you pay a fine, now sit your ass down so we can leave on time.
