— DrewM Looks like the proverbial blind squirrel found a nut.
The Obama administration will approve significant oil and gas exploration off America's coasts, including a possible sale two years from now of leases off the Virginia shore, administration officials said Wednesday.The move, which President Obama will announce Wednesday morning with Interior Secretary Ken Salazar at Andrews Air Force Base, ends a long-standing moratorium on oil and gas drilling along much of the East Coast, from Delaware to central Florida.
The new strategy also calls for oil and gas exploration in the eastern Gulf of Mexico, more than 125 miles from Florida's coast, and in large areas in the Chukchi and Beaufort Seas in the Arctic Ocean, north of Alaska, after the government conducts detailed studies, an administration official said.
The administration will bar exploration in Alaska's Bristol Bay, officials said, which is home to critical wildlife habitat. Aides spoke of the plans on the condition of anonymity, to avoid preempting the president's announcement.
As always, there may well be a catch here. Will it be tied to a Cap and Trade bill? Or if there's not that explicit of a connection, it might be an effort to improve the atmosphere for getting one of the climate bills going.
With this group there's always reason for caution when they do something right. And as always, there's a promise that has reached it's expiration date.
Added: The Hill has a piece about five hurdles a climate bill faces. Number 3? Offshore drilling.
(Sierra Club chief Michael) Brune also pointed to another potential stumbling block: offshore drilling. “We will not be able to accept the dramatic giveaway that offshore oil drilling represents,” he said.But expanding offshore drilling opportunities to lower dependence on foreign oil is one of the main reasons Sen. Graham is helping to craft a bill. The legislation is expected to have an opt-in, opt-out mechanism. State legislatures closer to shores will have to affirm they want drilling off their coasts.
Environmental groups are worried, though, that Democratic leaders are risking too much. Ten coastal-state Democrats wrote KGL last week warning against “unfettered” access to offshore areas.
Another potential hurdle is whether states should get a share of the royalties for oil and gas operations in federal waters off their coastlines. Sen. Jeff Bingaman (D-N.M.), the chairman of the Senate Energy and Natural Resources Committee, has said the royalties should go to federal coffers. But legislative fence-sitters, such as Sen. Mary Landrieu (D-La.), have pushed for states to take a greater share.
It will be interesting to see what Lindsey Graham (Rish-Really SC?) says after today's announcement.

Drilling will only be allowed 125 miles off shore. The water depth that distance from shore is crazy deep. It's not impossible to drill, there are rigs in the the Gulf of Mex that drill 35,000 feet deep, but it will be interesting to see the states affected throw up environmental road blocks at stop this cold.
This will be just like the claim that Obama was interested in building new nuclear power plants after closing down Yucca Mountain. "You mean there's no place to put the waste? Never mind then."

Under the plan, the coastline from New Jersey northward would remain closed to all oil and gas activity. So would the Pacific Coast, from Mexico to the Canadian border. The environmentally sensitive Bristol Bay in southwestern Alaska would be protected and no drilling would be allowed under the plan, officials said.
The first lease sale off the coast of Virginia could occur as early as next year in a triangular tract 50 miles off the coast that had already been approved for development but was held up by a court challenge and additional Interior Department review...

Exactly. To be fair, you have to have exploration before drilling, and it takes years to get these things going particularly where there isn't a lot of infrastructure already in place (East Coast vs. the Gulf). So normally I'd say this is a good thing. But I'm sure this is just a gambit to neutralize a GOP talking point and give the appearance of doing something since gas prices have been steadily climbing and we're heading into summer, and Obama hoping for things changing before then (like say passing Cap & Trade and killing companies funds for exploration).
And he knows he can ruffle enviromental whackadoo's feathers. Who else are they going to vote for?

Fact: Republicans balked on drilling because they got cold feet.
Fact: Republicans stopped mentioning domestic drilling event though it could create REAL jobs.
Fact: Obama is on record for building nukes -- while the Republicans were afraid to touch that third-rail issue.
Fact: Obama is now on record for domestic oil exploration. The Republicans blew their opportunity to own the issue.
Conclusion: the Democrats are co-opting just enough of the Republican positions to blur the lines between (R) and (D), thus giving people no reason to vote for change in 2010.

Those kind of statistical anomalies are normal for mass-sampling. It has to do with minor internal variances within the sample on a day-to-day basis. The important factor is how things look in the aggregate after a larger time frame than merely day-to-day. Point being, overall he's on the low side.

Well, as you said on another thread, the Republicans weren't using it anyway.Toonces is doing this because he sees $3.50/gal+ gas prices this summer and he knows that's gonna make the natives restless. So he thinks he'll be able to use this as a cudgel to beat up "big oil". The problem with that is Americans have been told so many times that opening up more areas or exploration won't help oil prices for at least 10 years. I'm sure the MSM will dutifully amplify Obama's anti-"big oil" exhortations but I doubt most Americans will buy it. They care much more about the price at the pump.
The big driver today is government spending and health care and neither is going away soon. The details of "health care reform" are going to continue to dribble out all of the way up to election day. Coupled with high unemployment and high pump prices, anger against the administration will continue to grow.
Toonces is starting to figure out he's painted himself into a corner. Try as he might, he's not gonna find an easy way out.

Obama also urged Congress to complete work on a climate change and energy bill, which has remained elusive. The president met with lawmakers earlier this month at the White House about a bill cutting emissions of pollution-causing greenhouse gases by 17 percent by 2020. And the exploration will most likely be tied up in litigation hell thanks to our friends of the court, Sierra Club, ELF, etc. And assuming any oil company is foolish enough to waste resources on exploration, any bets on whether actual drilling will ever be approved? Assuming it was, are they up for another round of litigation hell over saving the northeastern pinkish-brown extra-medium gulf shrimp?
Color me unimpressed. I'm sure RINOs will consider it to be enough political cover to sign on with Cap'n Tax, though.

Complete OT but it's something to make me smile on a wicked Wednesday. So the Census is griping about Ohio. The 3C's in Ohio are among the lowest in the country in returning their forms. Statewide the average is just over 50%, but CIN, CLE, and COL are in the 30s.
My how they must be fretting to think how their shithole cities won't be getting proper minority funding!

Obama is approving drilling in VA and the parts of the Gulf of Mexico, where we have small reserves and NO INFRASTRUCTURE. You don't decide to drill today and start pumping oil tomorrow. The infrastructure takes MANY YEARS to put into place.
At the same time, he is putting ALL of the West Coast AND Alaska (where we already HAVE infrastructure) OFF LIMITS. Also, off limits are the largest oil fields in the Gulf.
THE RESULT:
By doing this, Obama basically insures that there will be NO OFF-SHORE DRILLING during his presidency while seeming to throw a bone to the right.

What have they done from 2008 to now to win? Jeebus, the only reason they almost stopped Obamacare was by making it about...abortion. They only had about two decades to form a counter-argument and couldn't do it.
I really have no desire to win in 2010 just because the economy is bad and the GOP gets lucky. That just gives us the 2000s again, when the party stood for nothing, and did nothing but ride the post-9/11 wave.

Right now I'm 70 miles west of a proven reserve of 16 billion barrels (billion with a b) of crude sitting on one of the longest pipelines in the world and we can't drill. The infrastructure is here we need the jobs America needs rthe oil but we hear the same tired rhetoric that we heard in the 70s about how it would kill of the caribou. Now the heard is three times the size it was back then. It's all lies. That's why I don't believe there will ever be a hole punched off of the atlantic coast.

In summary, this is an attempt - as usual - to sound like he's on board with drilling (to placate independents), when he really isn't. IIRC, he did something like that during the campaign, also. Apparently, it actually restricts any potential drilling, rather than expand it. Nobody in here is surprised.
Heck, didn't BHO "undo" Bush's EO, that gave a presidential green light to drilling in the last few months of his last term? How does he explain this faux-180?
What's unclear to me is the timing. Is he simply trying to change the subject? Is he looking for cover, given rising gasoline prices? Or is this about cap-and-trade? I dunno.
