Reid To Introduce Energy Bill Before August Recess
— Ace

Full-court press.

Two parts of the bill will be relatively noncontroversial: 1, reforming deep-drilling standards and raising the liability cap, and 2, some kind of nonsense about pushing more energy from solar and wind, which, you know, we've been doing since 1975, and simply doesn't work. I hate this crap but if Soccer Moms really want to pay more on electricity bills to subsidize nonworking technology, and they'll vote out anyone who doesn't agree to so waste their money, what can you do.

The third part...

The third, biggest and most contentious piece is a price on greenhouse gas emissions — a policy at the heart of the climate change debate. In a nod to how heavy a lift this would be, it’s likely that the carbon-cap piece will be limited to pollution from power plants and will not apply across the economy.

Despite that concession, itÂ’s almost certain that two, if not three, of the five leaders meeting with Reid will object to including any kind of carbon cap in the final package. Senate Commerce Committee Chairman John Rockefeller (D-W.Va.) and Agriculture Committee Chairwoman Blanche Lincoln (D-Ark.) fear that a carbon price will hurt their home-state economies. And Bingaman, although a strong supporter of climate change efforts that cap carbon, has said many times in recent weeks that he does not believe the votes are there to pass a climate measure this year.

As Captain Awesome once said, your electricity prices will "necessarily skyrocket."

A Two-Fer: The Democrats need this, badly, because they need new taxes.

The carbon tax has great appeal to them because it's partially disguised (in that it will be your gas station and your power company extracting the tax from you) and because they can claim it's doing something besides taking money out of your pocket. See, by taking money out of your pocket, we're saving the world.

I think this is going to be a serious push, and not just an abortive pretend-bill to appease liberals.

These guys are growing a monster government and they need a monster tax base.

*sigh*

Here comes yet another p.o.s. bill that was written by some far left radicals, again, that increases the reach of the federal government, again. It will cost us a fortune and be unpopular with the public, again.

Which virtually guarantees it will be passed by the idiots in Congress.

Holy smokes, what a bunch of horse hockeypucks. I cannot believe this ridiculous little man is so stupid as to think this will endear him to his constituents. But then, these days liberals are of a mind to tell all of us, what is good for us and what is not, and tsk tsk if we beg to differ. So we are expected to accept what they dish out to us, even if it will necessarily skyrocket the cost of goods and services across the board and further destroy an already crummy economy.

I for one will dance in teh streets nekkid when idiot libtards can't charge their dumbass electric cars.  Where do these douchers think electricity comes from?  Big cities like L.A., Philly, Chicago and NYC already have rolling brownouts in the summer.  Why should someone (who had a choice in the purchase of their vehichle) be allowed to charge their car at the expense of someone else not having a/c?

Here in the Seattle area, there are a plethora of these moronic clown cars on the road.  Last week (when it was 90 degrees), I watched a man get out of his Smart Car.  He left the car running, door wide open and a/c on.  (I walked by the car and felt the chill breeze).  He made several ATM transactions during this time.  My husband and I waited in line behind him for several minutes.  I just kept shaking my head.  My husband was so worried I was going to say something snarky.  I restrained myself.  The dumbass got back in his front seats on wheels and peeled out of the parking lot.

There is only one company who initially signed on to talk to them about this shit (supposedly to get a seat at the table). That was Duke Energy. After they had been there a while they signed off.

Utilities haven't been able to pass on the costs of all these new government regulations in a long time. Typically the PSCs allow them 50 to 75 cents on the dollar.

Jeez, let Harry say something stupid and everybody goes off on a "mad minute", blazing away at everything in sight. What a waste of ammunition. Let him bring it up two months before the election. All he's doing is trying to put out a fire with gasoline and that'll make the burn bigger. We were all worried people would forget about health care so long before the election, but people are still mad. Crap like this makes the fire hotter. Watch the polls, even the a**kissing ones are dropping. The aim here is to get the House and enough of the Senate to counter any outbreak of Rhinoism from the usual suspects, then keep the ball rolling til 2012. Nobody is going to stop following one group of screaming idiots to follow another. Stay rational and pick your shots. We have a chance to knock off Feingold here and that would be a major coup, and he isn't the only one.

I don't know who will carry the flag in 2012. It's only July 2010 on my calender. Lets listen to everyone make their case, wheather Sarah, Mitt, Newt or someone we don't even know yet. Things do and will change, most of it beyond our control. Let's try to be rational any ready for anything, keeping our heads while all others are losing theirs. It'll work better for us in the future.

52 Vic - I sat in a meeting and watched each an every power company lobbyist present say they need a price for carbon. Anything that increases electrical generation costs AUTOMATICALLY applies across the economy.

Or do people think electricity is generated by rainbow-powered, skittle-shitting unicorns?

(has Texas told the EPA to go fuck themselves, yet? Perry needs to tell the feds to stuff then deploy the Texas National guard there to protect those assets from 'terrorist attack'.)

57 Vic - three senior Republican Senators, only one of whom was a RINO. The other big issue was the handling of derivatives in the financial bill - how it would effect the long term buys of natural gas.

Posted by: Jean at July 13, 2010 11:12 AM (fQbcU)

58 Drilling standards reform is something Ds and Rs could probably agree on.  By piggybacking reform of drilling regs on the back of crap n tax, Dims insure their ability to continue hollering "OBSTRUCTIONISTS!" and accuse Republicans of being against regulating big oil if they stand against the main thrust of this taxpayer and economy-raping bill.   Change we can believe in!

Posted by: EyeTest at July 13, 2010 11:20 AM (QLiGO)

59 Signing on to "buy carbon" makes no sense at all. If they want to build new plants (and not gas turbine since that still emits carbon) they are allowed to include the cost of the new plant in the rate base.

The problem in the past in the 80s during the last building phase was that the PSCs would not allow them to include the total cost in the rate base.

In fact, one utility (who I will not name) was allowed only 50% recapture of a nuke plant costs.  They had to take a write-down on the rest of the costs. That was huge.

The PSC's are not going to be any more amenable to allow recapture of CO2 taxes in the rate base either.

"Raising the drilling liability cap will doom small drillers. How cool is that?"-bill-tb

I think that's part of the plan.

1) eliminates competition for leases with the larger oil companies

2) actaully reduces demand for equipment and contract drillers, again lowering costs for the larger oil companies

3) in short, a classic "corporatist" move by the government to "screw the little guy" in favor of the oligopolists.

Federal Corporatism is fascism by another name.  Are we still a free people?

Posted by: A_Nonny_Mouse at July 13, 2010 01:59 PM (hq0VE)

62 Vic  - the "price for carbon" is critical for the financing side of the problem.  The meeting wasn't about actual power generation, the environment, etc. - it was all about how to finance new plant, specifically nukes, construction.  Every single power company lobbyist, with the exception of the distribution types, said the same thing.  They need a "price for carbon:" to justify the higher initial costs of a nuke or NG plant, so the regulators will allow them to begin charging the "working capital" against current rate payers as the plants are built.

The alternative is that the regulators always go for the cheaper coal or NG plants.  The NG plants have a problem in that the long term supply contracts are financial derivatives.  I got the impression that they did not care about the operational costs of carbon taxes/credits.
