Cotton-Picking
as a deprecatory term first recorded in a Bugs Bunny cartoon, but a similar noun meaning "contemptible person" dates to around 1919, perhaps with racist overtones that have faded over the years. Before mechanization, cotton picking was the most difficult labor on a cotton plantation. I drove out to a number of the farms near Denison and found many very young white children working all day in the hot sun picking and dragging sacks of cotton. In one field the labor corps consisted of one woman and six children, one of them 5 years, one 6 years, one 7 years, one 9 years, and two about 11. The father was plowing. The 5 and 6 year olds worked all day as did the rest. The 7-year-old said he picked 50 pounds a day and the 9 year old 75 pounds. (A good picker averages several hundred a day.) School begins late on account of the cotton picking, but the children nearly all prefer school to the picking. Picking hours are long, hot, and deadly monotonous. I got a bunch of Ohio/Michigan farm types in my family. So yeah, I heard the phrase "wait just a cottin pickin' minute." Used it myself a few times too. Mostly just for the fun of using a regional venacular that gave me some good lines.
And the meaning was basically, "wait just a damn minute." As far as Ricks use, "he's the cottin picking president of the U.S.", same general meaning. He's the damn president of the U.S.
No real racial intent behind it.

A Mississippi school has canceled "Cotton Picking Day" - a themed day for Black History Month where kids were invited to come dressed as slaves - after some parents were shocked to find the event on their children's Black History Month calendar.

I live in Dixie and have done so all of my life (except that brief Air Force gig in CA). Mechanical harvests now but often after the first two cuts manual picking still occurs. Machines cannot get all of the lint. If a person has a work ethic and is willing to endure the field conditions, they can make a little jack off of the cut fields. Hard work, low pay, but pay nonetheless.

My dad always joked that he met my mother at the end of the cotton row. (Apparently that's where people shook down their bags, stretched and chatted). She never picked any but babysat while her mother worked in the fields during the depression. It wasn't but the very very poorest that would let their daughters into the fields. In fact, many white "cousins" would come from the "hills" during picking season and live in tents or in the barns to help bring in the harvest and make some cash.
Are there people out there who think that blacks did all the labor in the south and white people sat on their verandas sipping mint juleps and planning abuse? I suppose from what is taught in schools to the intellectually bankrupt, that they do indeed exist.

My thoughts and experience exactly. I'm from the Midwest and heard that term all my life; never thought there was racial intent behind it until I saw this thread.
I guess I was really sheltered, because I also never even heard of the term "porchmonkeys" until I saw Clerks 2, and "deigo" had to be explained to me when I was a sophomore in high school.
I think this is the case with some GenXers (I was born in '77)-- and I think that's fantastic, that in some social pockets, racial slurs are so far out of fashion that they aren't even heard anymore.
(Minor, isolated) case in point: I sang in a choir while in college-- about 35 women or so. The voice music majors, as a senior project, had to choose a choral piece and conduct us. One girl found an early American song she liked, "Shortnin' Bread". She told us to change "Mammy" to "Mama," which we did without question. So she distributed the sheet music, and 35 women from all over the country began nonchalantly harmonizing the word "pickaninny" until the director stopped everything and gently explained that this was, um, not the most sensitive of words. The voice major was mortified and apologized about a zillion times. It really was news to the rest of us, too.

Holy Shit, I just read upthread, is there really someone out there that hasn't heard that innocent phrase? It's not racist to anyone that's not trying to make it racist. PLENTY of white people picked cotton and many picked right along side blacks. Again, old movies and school text books shouldn't be your only source of information.
I think most people realize its not really a racist term, you know kind of like 99% of the criticisms about the president are not racist. That sure hasn't stopped the shitbags like Sanchez from declaring them to be racist. So if they've declared it a weapon, why not use it against them. If they say they get to set the rules then they have to play by them too.
