Any reaction by doctors short of calling Adult and Family services requires loss of license to practice medicine. And they should call the police if they find evidence this was done earlier outside the US.

The child needs to be rescued by the court, and the parents need to be severly punished, and then deported.

A "doctor" caught participating in this just needs to be hauled out behind the courthouse and shot.
