Regarding the comparative State compensation, this point was raised earlier on this site that State governments employ few burger flippers and assembly-line workers.  They employ office workers and administrators.  Does this analysis take the standard pay level into account for the jobs that state workers perform, or does it average the restaurant workers into the private sector pay level.
