Yes, but for most 3rd world countries that is true. It is much easier to set up cell/satellite phones than it is a normal phone system.

And flush toilets require a sewer system which is even more expensive.

LOL, loopholes to buy semi-auto rifles. When did these become evil and how is any law that bans them legal? I guess the Constitution is a "loophole".  This continues the philosophy of the liberals who find that any law that allows something they don't like is a "loophole".
