Undead: Nelson Says Sure, I'll Use Reconciliation to Pass Health Care

Sorry, this story still is finished being written.

Politico found eight Democrats (including sorta-Democrat Lieberman) who were unsure if they'd go the reconciliation route, but today, Ben Nelson -- one of the eight -- is saying he's up for suicide.

Nelson told Nebraska reporters that he could support passing current health legislation using budget reconciliation as long as he believes the underlying bill is good.

"IÂ’ve been asked about whether IÂ’d support using the process known as reconciliation now," Nelson said. "So, I want to make it clear: If I support a bill, then I will vote for it regardless of whether it takes 50 votes to pass or 60 votes to pass. My position doesn't change just because the House or Senate decides to change the process."

The House wants the "fix" to the Senate bill passed before the Senate bill becomes law, which is... procedurally unprecedented, and may not be permitted. The CBO and parliamentarian are balking.

“Neither the House nor the Senate have figured out how to pass a reconciliation sidecar first,” one senior Senate aide says. “We are being asked to pass a piece of legislation that amends another piece of legislation which does not exist yet. We are having problems with the CBO and parliamentarian on that front.”

Apparently they want us to have a 60 vote filibuster-proof majority by 2012.

52 I thought reconciliation occurred where the senate passes a bill and the passes a similar bill, but with different numbers.  But what I seem to be reading is that the house will pass the senate bill and obama will sign it.  Well at that point the bill is law.  There is nothing to reconcile.  The senate and house passed identical bills and the president signed. 

Now Congress could obviously introduce legislation to modify what the just passed.  But wouldn't that be starting over, subject to a fillibuster?

Peaches I have been dying to catch up with you.  Remember the adorable little girl on stage with Scott Brown during his acceptance speech?  Turns out she is my niece's good friend and classmate!  My brother said his daughter kept talking about this big party that her friend was going to in Boston for her uncle.  Brother picks up the paper the next day and there she is on the front page. 

He visited their class (in NH) on Monday and had a picture taken. No telemprompters were present. 

How cool is that?

Because the U.S. has never had the kind of bullet trains found in Europe and Asia, there are no U.S. engineering companies or manufacturers with experience in high-speed rail. Anthony Perl, who heads the National Research Council's panel on intercity passenger rails, said that means much of the technology will have to be purchased abroad.

The vast majority of that body is definitely "get elected first" motivated. And as those polls get worse and worse and worse, and scrap the whole thing and start over becomes more and more popular, her votes, hell, for even ongoing speakership will dwindle until they no longer meet that magic minimum. But the parlimentarian is right to be worried. Amend a bill passed but not law? That ought to be done in regular debate, not as a reconciliation measure. Otherwise we could reconcile national hug a tree day with welfare reform. Deficit reduction eh? eh?

He's already not going to be re-elected, running slightly behind in the polls against "Random Child Molestor" and even with "Turtle Spit."  In his defense, if he runs against "Steaming Pile of Warm S---" he is projected to win by 4 points.  But I doubt Ron Paul will move to Nebraska just to run against Nelson.

He'll take one for his team and hope for an appointment somewhere so Obama can demostrate how he takes of his own, Chicago style.
