Just an note on the recently passed Health Care Legislation..the bill passed and corrected the next day carried many provisions changing the IRS code for taxpayers.  I have reviewed the bill and the changes made and thought it would be wise to summarize them for the benefit of our staff.

1.       Premium Assistance Credit - effective 2014 the ACT provides for the Government to provide a refundable tax credit for eligible taxpayers to assist in the payment of premiums for health insurance costs.  This credit will apply to those taxpayers that have annual income from 100% to 400% of the National Poverty Level as established by the Government (based on family size).  The credit if refundable, and is increased by inflation beginning in 2018.

2.      There will be an excise tax imposed on uninsured individuals beginning in 2014.  The tax is 2.5% by which the income of the taxpayer exceeds the new threshold amount established by the Government or $ 695, whichever is greater(per household adult).  The tax will be phased in over the next three years, 1% in 2014, 2% in 2015, and 2.5% thereafter adjusted for inflation.

3.      Dependant children's health benefits can be claimed by the taxpayer until the dependant is 27 years of age...However, the adjusted gross income offset to medical deductions has been increased from 7.5% to 10 %....effective 2013 (unless you are 65 or older, then it stays at 7.5%)

4.      There is a new Hospital insurance tax on wages exceeding $ 250,000.  The $250 K wages are for combined wages of Taxpayer and Spouse.. For Married filing separately, the amount is $ 125,000, and for single, the amount is $200,000...the tax is .9% of the excess wages.  The effective date of this tax is 2013.

5.      There is a new tax being imposed on Net Investment income...the tax of 3.8 % is being imposed on the excess of NII over $250,000 for married filing joint, and $ 200,000 on singles. Tax is effective for years beginning in 2013.

6.      The new Act makes your financial disclosures to the IRS now available to the Sec. of Human Services for any purpose they deem necessary - effectively immediately.

7.      Flexible spending accounts are now limited to a maximum of $2,500, and they can no longer be used to purchase over the counter drugs...Effective 2013..the over the counter provisions go into effect in 2011.

8.      Tax on HSA distributions is increased from 10% to 20% starting in 2011.

9.      There is a new small business tax credit offered to employers who pick up the cost of health care plans for their employees. There are significant rules, and qualifications based on the size of the company, and number of employees, and the average salary of employees.  Effective for the current tax year.

10.   Prescription drug programs by employers to help cover the cost of employees drug costs are discontinued at the end of this year.

11.   Employers are now required to make specific and detailed reports to the Government annually for all employees covered by their health care plans.

12.   There is a new tax charged to the Insurance Companies who supply health Insurance coverage..$2 per head for all covered taxpayers annually...increased for inflation.

13.   There is a new tax imposed on health care plans that exceed the coverage of the National threshold plans.  The tax is 40 % of the premium charged in excess of the threshold. beginning in 2018.

14.   There is a new tax on medical devices purchased beginning in 2013. The tax is 2.8% of the purchase price.  It does not include glasses, contact lenses, hearing aids, and generally those devices bought at a retail outlet...effective 2013.

15.   The filing requirement for amounts paid to "an individual of $600 of more within a calendar year", has been extended to amounts "paid to anyone.  More than $600 or more per calendar year"(includes Corporations), you must prepare a form 1099, and submit to the Government by Feb 28 of the following year...effective 2012.

16.   Adoption credit and assistance programs have been modified, by increasing the limitation for their application.

17.   This act has applied the "economic substance" doctrine to the tax law...this is to say that any venture entered into, must pass the economic substance test in order to qualify to be treated for tax purposes.  The test has been codified, and will be the new standard...the old " hobby loss" rules are gone, and now any venture must pass the scrutiny of the new rules to be deductable. The accelerated penalty rules will now apply to these matters...effective on passage (now)!

18.   There is a new tax imposed on those who go to a tanning salon...10% tax to get a tan...effective July 1, 2010.
 

These are the highlights of the new law just passed.  Most of our representatives did not know that all this was in the ACT...but they have an excuse...they never got to read it before they passed it...

Now, that's an unfair measure, since most teachers are too stupid to be able to educate anyone, of any age.  The education department is known to be the dumbest department in just about every university, with intended education grads scoring the lowest of all grad school applicants on the GRE.  Education applicants score lower on the math section than even the English students - and that's pretty friggin bad.

A decade-and-a-half in the classroom, in higher education, has convinced me that the majority of students would be better served by less formal schooling and more apprentice programs.  The one-size fits all attempt to get everyone a college education is stupid.

Not only that, but school bureaucracies at all levels should be slashed, and school policy decisions should be devolved to the absolute lowest (i.e. most local) level possible.

GW and his dad and even Bill Clinton were warm, genuine, natural and friendly and smiles came easy to them when they were greeting heads of state, and you could tell that they liked people.

This is an old joke; I saw it last Fall, right after Swayze and Farah had actually died, and Obama was the politician named.  I though it was hysterical, and forwarded it to everyone I knew. I got it again with Pelosi as the pol named.

The only thing that bothers me about this is that if someone on the Right had done it, the MSM would have gone apeshit, and the police would have pressed charges.

As it turns out, claiming something is 'offensive, hateful, or irresponsible' is the all-purpose escape for anyone who has no sense of humor.
