The US transport security administration said all passengers flying into the United States from abroad would be subject to random screening or so-called "threat-based" screens.But it further mandated that "every individual flying into the US from anywhere in the world travelling from or through nations that are state sponsors of terrorism or other countries of interest will be required to go through enhanced screening."
And what countries will be effected by this? Let's see if they have anything in common...
Cuba
Iran
Sudan
Syria
Afghanistan
Libya
Nigeria
Pakistan
Somalia
Yemen
Algeria
Lebanon
Saudi Arabia
Iraq
Cuba is a little odd but it's a state sponsor of terrorism. What else might the rest have in common? Oh yeah, they are majority Muslim nations (though Lebanon and Nigeria have sizable Christian populations).

This isn't a fool-proof system, none is. Richard Reid, the original shoe bomber, is a British subject who got on a plane in Paris, so he would not have been subject to this new policy. Also, Abdulmutallab could have just as easily started his fateful flight from London*, not Lagos, Nigeria. It would be better to add travelers carrying passports from these countries to the list of people to be singled out (they will be, see update).
Just for fun, imagine for a moment if Bush had ordered this. The screeching and rending of garments would be unbearable. But since President Wonderful's administration did it, silence.
Still, this is a welcome development. It's almost as if people are realizing that it's not a bunch of Anabaptists running around blowing things up.
Now, if this bunch will just realize that if you catch someone thanks to these additional procedures, you shouldn't treat them as if they are common criminals. Alas, that is likely to prove to be a bridge too far.
Update:
Just after I posted this I saw this update from Tapper's version of the story. It looks like the enhanced security procedures will be utilized for any national of these countries, no matter where they are traveling from.
*"someguy" makes the point in the comments that Abdulmutallab couldn't have made his trip from London since the Brits had him on their Do Not Enter list. Point taken but the wider point still stands, there are plenty of terrorists to be in London and all across Europe who wouldn't have been subject to the policy. The addition of citizenship is an important (but again not fool proof) step in dealing with this.

The suicide bombing on a CIA base in Afghanistan last week was carried out by a Jordanian doctor who was an al-Qaida double agent, Western intelligence officials told NBC News.

Abdulmutallab could not have started his fateful flight from London because the British had revoked his permission to visit their country once they found out from his father that he had joined al Queda.
The Obama Administration looked at the exact same set of facts after interviewing the father and holding an inter-agency meeting between the CIA, FBI and State Department. The Obama Administraiton after that meeting chose not to revoke Abdulmutallab's visa (which is State Department permission to fly on US airlines and permission to fly into the United States).
Without a visa, of course, Abdullmuttab was unable to enter London, and he would not have been permitted to fly on British Airways. So he could not have started his fateful flight there.
The US could easily have stopped this terrorist by simply revoking his visa. The Obama Administration chose not to do that. So of course he was allowed on the aircraft.

I checked the CIA World Factbook before writing that. It says Nigeria if 50% Muslim, 40% Christian and 10% other. I suppose technically I could have said a plurality but I thought the note that it has a large Christian population was sufficient.
It sucks that the vast majority of people are going to be considered suspicious because of the action of a few or even one. I'm just not sure what the alternative is. I know it's not to pretend that every one from every place is as likely to require attention.

Country of origination is only one factor that should go into profiling. Obviously it is trivial for a jihadist to start his journey from a non-blacklisted country, and most travelers from such countries are not jihadist -- so on its own, country of origin profiling is not much better than what is being done now.
Adherence to Islam would be the perfect profiling characteristic, but unfortunately there is no sure fire indicator of this. So profiling needs to be based on a combination of factors such as sex (weighted towards male), age (weighted towards 18-30), appearance (weighted towards non-white and obvious indicators of adherence to Islam), and behavior (nervous looking, bought tickets with cash, bought a one way ticket, etc).
Problem is, such a profiling system will inconvenience a lot of non-jihadist Muslims. Boo hoo.

I think most Nigerian southerners would agree with me that there are probably not more muslims than Christians. It's a 50-50 split. Nigeria, for most of its history since independence, has been governed (and I use that term very loosely) by a Muslim ruling class that is not averse to, let's say, massaging figures to consolidate their power. Not that that would be true only of Muslim Nigerians, but I digress. So I think those figures are probably incorrect.
The truth is no one really knows what the figures are. This is a country that had a census in the 90s, I believe, but no one still knows for sure how many people are in Nigeria. (Most put it around 150 million.)
As an example of massaging figures, I think one census "recorded" more people in one of the northern (read: muslim) cities than in Lagos, which anyone who knew anything about Nigeria would find patently absurd. Lagos is by far the most populous city in Nigeria, probably in Africa - it's crawling with people - and the idea that any other city is more populous is ridiculous.
It's kind of like the number of jobs "created or saved". This administration reminds me in so many ways of stuff that goes on in countries like Nigeria, but that's a topic for another day.
And for the record, I'm not necessarily saying that I disagree with putting Nigeria on the list. After all, the idiot is Nigerian. I'm just saying it's unfortunate that we're on the list when it's extremely unlikely that any other Nigerian would try to blow himself up along with others. Borrowing from another commenter's statement, I think there have been more American-born terrorists than Nigerian. (And I believe the number of the latter is 1 - the pantybomber.)

I share the concern that this will turn into a CYA, "See, we're taking a hard line." type of thing that is more smoke than fire. And that whoever is charged with this will wilt when the left whines.

But I have really thought about this and I can honestly say that if I were flying to a foreign country and they were plagued with terrorist activities by people that fit the same profile I have...I would understand the need for extra screening.
