Whip Count 3-18-10: 192 Yes, 211 No
— Gabriel Malor

Now let's talk about useful whip counts and whip counts that, well, aren't. The Hill's whip count, which is tracking in terms of "firm", "leaning", and "likely" votes, is useful. It lists which member goes in which group and why. FireDogLake's whip count, which most closely matches my own in the totals if not all the placements, has a helpful table to track votes.

By contrast, Fox News' whip count has nothing except the score, which it thinks as of this writing is 214-217. There is no explanation of how they got that number or why. Now, that's about as useful as a one-legged man in an ass-kicking contest. It does nothing but encourage folks to DON'T JUST STAND THERE, PANIC!

For the record, none of the people tracking votes on this bill have it as close as 214-217. Except Fox News. Now, maybe Fox has info the rest of us don't, but I rather suspect they're busy making news instead of reporting it. Please don't declare defeat prematurely. There was some wailing and gnashing of teeth earlier today, but no one is ready to call it quits. Pelosi doesn't have it yet. We'd know if she did.

That said, there were some big changes today, so on with the whip count:

Pelosi picked up four votes from Betsy Markey, Bart Gordon, Luis Gutierrez, and Solomon Ortiz. Markey and Gordon had been "maybes." Gutierrez is the fellow who made the bizarre switch from "yes" to "pass my immigration bill and we'll talk." Well, today the President announced that he supported Gutierrez's immigration reform framework and Gutierrez promptly switched back to "yes." The other sponsor on the immigration reform bill was Solomon Ortiz, who was thought to be a "maybe", but who can securely be put in the "Voting Yes" group.

Three congresscreeps came out of that group, however, when Dina Titus, Mike Capuano, and John Tierney announced that they are now undecided. Let's not be fooled. I think they're looking for a payoff of some kind and will switch back, but for now they're something for Pelosi to worry about and I'm putting them in the maybe group.

Another possible "yes" to "undecided" is Bobby Rush, but this is so transparently a request for a bribe, that I'm not moving him. I know I said I'd go by their public statements, but his "I'm still thinking about it" claim is inherently unbelievable.

The big surprise of the day was this morning's announcement from Steve Lynch on local radio that he will vote against the bill. Everyone thought he was a "yes" so that pulls another from Pelosi's total, which means her score for the day is a wash. She picked up four and lost four. Unless you're prone to jumpiness around sudden movement, today's events shouldn't have set you off.

Finally, Travis Childers, comes out of the "maybe" crowd and goes to the "Not No Way" group.

And, as ever, the group of timid "maybes" telling their constituents by phone that they will vote no, but not announcing to the media, includes Lincoln Davis and Harry Teague. Davis, Teague, and John Boccieri are expected to announce their position on Friday. Actually, Teague said he'd decide today (Thursday), but his announcement was that he was still thinking about it.

All told, Pelosi has 192 "definitely voting yes." This leaves her 24 votes shy of the necessary 216. There are 28 maybes, 13 who voted "no" on the November House bill.

Thanks to David, Jack, Myryea, Lawrence, Paul, enoxo, Josh and Nick. The categories and names are below the fold: No Pretty Much Means No:
There are twenty-one "No" Democrats in November who still make noises that sound like "no". This group goes in the Definitely Not, Not No Way, Not No How category, having announced that they oppose the bill.

John Adler (NJ-3), Dan Boren (OK-2), Bobby Bright (AL-2), Ben Chandler (KY-6), Travis Childers (MS-1), Artur Davis (AL-7), Chet Edwards (TX-17), Tim Holden (PA-17), Larry Kissell (NC-8 ), Suzanne Kosmas (FL-24), Frank Kratovil (MD-1), Jim Marshall (GA-8 ), Mike McIntyre (NC-7), Mike McMahon (NY-13), Charlie Melancon (LA-3), Walt Minnick (ID-1), Collin Peterson (MN-7), Mike Ross (AR-7), Stephanie Herseth Sandlin (SD-All), Ike Skelton (MO-4), Gene Taylor (MS-4).

Wont Vote For A Bill That Kills Babies:
Then there are Stupak's Dozen Eleven. These are "yes" votes in November that are now "no" votes because of the Senate abortion funding. The confirmed members are: Bart Stupak (MI-1), Marion Berry (AR-1), Joe Cao (LA-2, Republican), Jerry Costello (IL-12), Kathy Dahlkemper (PA-3), Joe Donnelly (IN-2), Steve Driehaus (OH-1), Brad Ellsworth (IN-8 ), Dan Lipinski (IL-3). The conjectured final members include Henry Cuellar (TX-28 ), Marcy Kaptur (OH-9).

It's An Election Year:
Then there's the other "yes" votes who have publicly switched: Mike Arcuri (NY-24) and Chris Carney (PA-10).

Maybe:
That leaves the maybes. There are now fifteen who voted "yes" the first time, but have refused to commit to voting the same way this time:

Sanford Bishop (GA-2), Tim Bishop (NY-1), Mike Capuano (MA-8 ), Gabrielle Giffords (AZ-8 ), Bill Foster (IL-14), Baron Hill (IN-9), Paul Kanjorski (PA-11), Alan Mollohan (WV-1), Bill Owens (NY-23), Tom Perriello (VA-5), Earl Pomeroy (ND-All), Nick Rahall (WV-3), Zack Space (OH-18 ), John Tierney (MA-6), Dina Titus (NV-3).

And there are thirteen left who voted "no" the first time who could be victims of Rahm-in-the-lockerroom-with-the-lead-pipe bullying or Cornhusker Compromise bribery because they haven't declared yet what they plan to do:

Jason Altmire (PA-4), Brian Baird (WA-3), John Barrow (GA-12), John Boccieri (OH-16), Rick Boucher (VA-9), Allen Boyd (FL-2), Lincoln Davis (TN-4), Jim Matheson (UT-2), Scott Murphy (NY-20), Glenn Nye (VA-2), Heath Shuler (NC-11), John Tanner (TN-8 ), Harry Teague (NM-2).

So Pelosi needs 24 out of 28 maybes to break her way.

NOTE: If you think I've got one of these guys in the wrong group and have a public statement from the Congresscritter demonstrating it email me at [gabriel.malor at gmail] and I will update the count.

3 The only downside I could possibly see in this abomination going down in flames on Sunday, is the whining and wailing from the Dems and the fringe media.

But if it's defeated I'll gladly put up with it.

6 That said, I put chances of passage at 95%. Most Democrats lack backbone. I think Stupak's only a "no" at this point because he's looking to stuff it to his party for the shit they gave him. The rest will buckle and sign-on to government-run health care. They're mostly socialist fucks.

Thanks for keeping up with this, Gabe.  We come for the "accidental" busty lesbian pron, but we stay for the mind-numbing detailed analysis.

I also want to say that I think Boehner in a released statement is wrong in one respect.  Pelosi is willing to bluff here.  She has nothing to lose and I can't imagine another Obama deadline.  The old rules don't apply.  If she schedules a vote, she still may be several votes shy.  Remember Marjorie Margolis-Mezvinsky in 1993.  They did not have her vote and had to hold the vote for an hour to get it.

Also big news, after "reconsidering" the bill at the request of the president, Cao is a definite no.  In the real world, that's a huge rebuke and the president would be diminished by this.  In the bizarro world of our media, it's completely ignored.

Cao's citing abortion, but that's his fig leaf.  The whole thing stinks from the head on down and he doesn't want a part of it anymore.

That means our post-partisan president doesn't even have the veneer of bipartisanship here.  I think that's some cover that the Dems were hoping for.

17 This bill is Obama paying back his labor union SEIU that paid his campaign $60 mil to get him in power.  . The union that is in hospitals now and wants in more hospitals. The more unoin members they get, the more money the union gets. It is deducted from hospital and medical employees paychecks.  Even if the people who do not want to be a member of the union. It is pure greed.  Fat cat union leaders.  Jimmy Hoffa come to mind, anyone?

24 Fox News is being punked. 214-217? Bullshit. Someone specifically fed those numbers to Fox to dispirit a huge number of people who are actually contacting congress. Fox does have the highest cable viewership after all. And most of their viewers are against this bill. They want us to stop fighting. It's a classic PsyOps campaign and Fox fell for it. Funny how no other news outlet is reporting those numbers. Don't buy into it. The Dems have an uphill battle.

25 If they pass it with only 216, then every f***er who voted for it will be blamed as "the guy" who made this thing possible.  That's got to have the fence sitters worried... that they'll only vote for it if there are a few others (218-219) to share the spotlight.

33 Rubicon (rû'bĭkŏn), Lat. Rubico, small stream that flows into the Adriatic and in Roman times marked the boundary between Cisalpine Gaul and ancient Italy. In 49 B.C., after some hesitation, Julius Caesar crossed the Rubicon to march against Pompey in defiance of the senate's orders. He thus committed himself to conquer or to perish, and "to cross the Rubicon" now means to take an irrevocable step.

You don't get through to the congress person you get the pissed off staff member who is tired of answering the phone.  Three times I have said "I want to document this call, may I have your name please".   they always tell you that it is none of your business.  But, once you have said that and ask for it again, they back down and listen to you and are much nicer.  But, they are not interested in my name, none of them.  The last call I made I said are you even documenting these calls and she said, honestly, no cause he will vote the way he wants to vote and she hung up.

55 I always wondered why he left Boston or didn't go to New York.  He had established roots in both places.  But there weren't any roots in Chicago.  Ostensibly, he knew no one whereas he must have known people in Boston from LS and in New York from undergrad.  Most people would have gone to one of those two cities, where you know people, where you can make connections, where you can network with people vouching for you.  Or you go home to where you grew up and practice there.  This has always puzzled me that he didn't do what most logical people would have done.  And he was lucky, he had choices.

57 Today Steve Levy, the Suffolk County New York Supervisor said he was going to announce that he is running for Governor.

Late in the day one of my friends called to tell me that rumor is he is jumping party to Republican.

I hope the NY Republicans pick a damn good challenger for the primary.

Whatever you stand to gain from anyone in D.C. for voting Yes, it wonÂ’t be worth it. Not for you, not for you kids, not for your grandkids.

Thank you.

73 Another possible "yes" to "undecided" is Bobby Rush, but this is so transparently a request for a bribe, that I'm not moving him. I know I said I'd go by their public statements, but his "I'm still thinking about it" claim is inherently unbelievable. We can still hope - Bobby Rush is the one guy who kicked Barack Obama's ass in an election - I doubt he has much love for the half-white, Ivy League, carpetbagger who tried to steal his Congressional seat. Go Bobby, Go!!!!

75 I went to a "town hall" for my rep. Before his appearance, they played a 10-minute propaganda video. Then, to make sure that nobody missed it, they played it again.

Half the people in the auditorium were wearing color-coordinated "XXXXX, local YYYY" shirts. They got 80% of the questions, which were all dumbass "what color skittles will my unicorn deposit on my doorstep?"

The rep's replies to the questions ranged from "what color do you want them to be? I'm sure they're in there." to "mmmmfpppffg mffmfng nnnmflg wrngfrlmph" -- when asked how anyone intends to pay for things.

I left the meeting with several thoughts in mind:
1. My rep cares not a whit about me.
2. My rep thinks I'm stupid.
3. Unions have too much influence with reps.
4. My rep has no integrity, whatsoever.
5. If his constituents don't suit him, the rep has no hesitation to screen them out and select other constituents.
6. While I haven't yet decided to lynch the son-of-a-bitch, anyone who does will get a free pass if I'm selected for jury duty.

76 Thanks for this, Gabe. I didn't believe that Fox count for a moment.

I still don't believe this will pass. If Obama's having to work on Joe Cao (whom I am going to be giving a piece of my mind later today) then they really are having trouble putting the votes together.

It's anyone's guess as to whether Lynch will really vote no when it comes down to it, but the fact he's even floating it should be far more worrying to the Dems than defections by guys like Gordon should be for us.

A key component of this whole fucking thing is the most massive psy-ops operation the Democrats have ever attempted. They really want us to believe this is inevitable and probably floated that 214-217 count to Fox, which is all too eager to report Doom, Defeat, Death and Despair on every subject imaginable. The Democrats are like the old Soviet Union: projecting an aura of invincibility, but in reality far more fragile than anyone knows.

86 Wont Vote For A Bill That Kills Babies

Fascinating;  these 'pro-life' Democrats will vote against the bill if it pays for abortion BUT if the abortion clause is removed they will vote for the bill which is designed to deny health care to the sick and the elderly.

So 'pro-life' only applies to life in the womb however it will be the  sick and the elderly whose lives will receive a FREE  government-panel death sentence?

Universal Health Care means serving Social Justice by killing off the sick and the elderly.

In other words Universal Health Care means Hell on Earth.

91 55 He knew Frank Marshall Davis who put him in touch with Thomas Ayers. He was plugged into the Chicago machine from birth. I still think Davis is his real father, because he has been there throughout Obama or Soteoro's life. He has euphemistically been called a mentor. Look at the poem Pop.

Pop takes another shot, neat,
Points out the same amber
Stain on his shorts that I've got on mine, and
Makes me smell his smell, coming
From me ...

 ... as he grows small,
A spot in my brain, something
That may be squeezed out, like a
Watermelon seed between
Two fingers.
Most disturbingly, the poem is describing a boundary violation on several levels, mental and sexual. I'm pretty sure Davis molested Obama when he smoked out his grandfather back in Hawaii. Obama wrote his grandfather used to take him into bars and pool halls where he hung out with hookers.

Later on at Occidental, Obama had a gay Pakistani sugar daddy. He went to Pakistan as a young adult on a mysterious passport. There was Al-Mansour and William Ayers. Obama was always looked after by older men who had a sexual interest in him, more often than not.

All his life, he has been passed around like a whore and told what to think. He has no sense of self. Obama never wanted to make friends, take risks and go have a normal life. He wanted to go where he was told to go, where it would be easy for him, where he would be comfortable around people just like the flaming commies he grew up among. That's  why he went to Chicago, not Boston or New York. He always wanted to be in  politics, and those cities are all run by rackets. He had an in in Chicago.

Oh, also Davis wrote Pop. "Watermelon seed" is too cynical to have come from a child and someone of Obama's generation. That was BLT gibberish. The excuses of a pedophile inflicting a sentimental education onto a child.

96 55 Read the American Thinker piece What I Learned from Obama's Pop by Jack Cashill. To give you an idea, the last two bullet points are interesting.

Contrary to rumor, Obama could have traveled to Pakistan on an American passport in 1981. Whether he did or not is another question. It was not until April 2008 at a San Francisco fundraiser that Obama casually let it be known that he had traveled to Pakistan at all. Curiously, he had not mentioned this trip in either of his two books or in any prior public discussion of Pakistan.Raising suspicions further was the fact that two weeks before the Pakistan admission, someone had improperly accessed Obama's passport on three occasions. That someone worked for John Brennan at Analysis Corp., a company with fewer than a hundred employees. A former CIA operative then advising Obama, Brennan is now Deputy National Security Adviser.

102 Adoption Of H.Res. 1190, the rule making in order motions to suspend the rules through Sunday, March 21 (5 minute vote). 232 Yes to 187 No.

Why did 10 more vote for the adoption of H Res. 1190 than voted for Congressman GriffithÂ’s Resolution for the Up or Down vote?

This was a vote to table Cantor's resolution not the rule that the bill will be decided under.

Here is the text of the resolution:

H. RES. __

RESOLUTION

Raising a question of the privileges of the House.

Whereas at least three members of the House Democratic Leadership have endorsed a procedural tactic for the sole purpose of avoiding an up-or-down vote, by the yeas and nays, on the Senate-passed health care bill;

Whereas on Tuesday, March 16, 2010 Representative James Clyburn, the House Majority Whip, stated, “We will deem passed the Senate bill…”;

Whereas on Tuesday, March 16, The Washington Post reported, “After laying the groundwork for a decisive vote this week on the Senate’s health-care bill, House Speaker Nancy Pelosi suggested Monday that she might attempt to pass the measure without having members vote on it. Instead, Pelosi (D–Calif.) would rely on a procedural sleight of hand…”;

Whereas in the same Washington Post article, the Speaker declared, “…I like it because people don’t have to vote on the Senate bill.”;

Whereas on Tuesday, March 16, McClatchy Newspapers reported Representative John Larson, chairman of the House Democratic Caucus, stated, “Many of our members would prefer not to have voted for the Senate bill.”;

Whereas on Tuesday, March 9, U.S. News and World Report reported, “Pelosi gaffed, telling the local elected officials assembled ‘that Congress [has] to pass the bill so you can find out what’s in it, away from the fog of controversy.’”;

Whereas on Tuesday, March 16, The Washington Post editorialized, “…what is intended as a final sprint threatens to turn into something unseemly and, more important, contrary to Democrats’ promises of transparency and time for deliberation. …t strikes us as a dodgy way to reform the health-care system. Democrats who vote for the package will be tagged with supporting the Senate bill in any event.”;

Whereas on Tuesday, March 16, the Cincinnati Enquirer editorialized, “This disgusting process, which Democrats brazenly wish to bring to conclusion this week, is being done with little regard for the opinions of a clear majority of Americans who, while they may believe health care reform is necessary, think this particular approach will take our nation down the wrong economic path.”;

Whereas bipartisan members of the House and Senate have expressed their opposition to using the Slaughter Solution;

Whereas on Wednesday, March 10, Representative Joe Donnelly released the following statement, “The process over the past few months has been frustrating, including the cutting of unacceptable special deals to assure a few senators’ votes.”;

Whereas Representative Jason Altmire of Pennsylvania has characterized the exploitation of the Slaughter Solution by Democratic Leadership as “wrong” and unpopular among his constituents;

Whereas on Friday, March 12, POLITICO reported on a memo sent from Representative Chris Van Hollen, chairman of the Democratic Congressional Campaign Committee, to freshman and sophomore House Democrats that stated, “At this point, we have to just rip the band-aid off… Things like reconciliation and what the rules committee does is INSIDE BASEBALL.”;

Whereas on Tuesday, March 16, Roll Call reported, “Hoyer argued that the American public isn’t interested in the process lawmakers use for approving reforms…”;

Whereas on Tuesday, March 16, Representative James Clyburn told Fox News, “Controversy doesn’t bother me at all.”;

Whereas the Democratic leadership of the House has conducted a calculated and coordinated attempt to willfully deceive the American people by embracing the “Slaughter Solution”;

Whereas resorting to the “Slaughter Solution” in this circumstance, is being done to intentionally hide from the American people a future vote that Members of Congress may take on the Senate-passed health care legislation;

Whereas the deceptive behavior demonstrated by the Democratic Leadership has brought discredit upon the House of Representatives; and

Whereas the Democratic leadership has willfully abused its power to chart a legislative course for the Senate health care bill that is deliberately calculated to obfuscate what the House will vote on, in an illegitimate effort to confuse the public and thereby fraudulently insulate certain Representatives from accountability for their conduct of their offices:

Now, therefore, be it

Resolved, That the House disapproves of the malfeasant manner in which the Democratic Leadership has thereby discharged the duties of their offices.

I would imagine that democrats did not want to go on record as calling Pelosi's actions malfeasant.

He went on to say "I'm taking my time to review" the reconciliation language, but he ended his brief remarks by again stating: "I'm confident that the Senate language upholds my pro-life values." Just adds insult to injury.

109 The Catholic Health Association endorsement of the Senate Bill is cover for prolife House members.  The Senate bill doesn't prohibit federal funding of abortion.  The Catholic Health Association actually admits in their letter to House members that the Senate language still has to be fixed.

The CHA is actually expecting a prochoice Senate and a prochoice White House to correct the Senate language.  This is the "trust me" line.  It won't work.  The prochoice Senators will block all attempts to prohibit federal funding of abortion.

The press will use the CHA against the Catholic Bishops.  The CHA is just a lobby like the teachers association.  The Catholic Church does not fund it in any way.

This is a big problem for the Stupak 12.

Apparently the CHA board was divided on the letter to House members.

Screw them, they work for you and don't let them forget it.    Why did Obama go to Chicago? Posted by: curious at March 19, 2010 02:49 AM (p302b)

He left Occidental for Columbia because Frank Marshall Davis had put him together with Henry Ayres who was doing something for Columbia at the time. Henry essentially brought Obama back with him. Secondly, Obama has long said that his favorite book is "Native Son" by Richard Wright. I have a masters in english and had never heard of it until my son was forced to read it in high school. It is the story of a poor black boy who is not at all sympathetic. He is a public masterbator, a murderer, a rapist, a blackmailer, an idiot and a thief. The boy, Bigger, runs into a couple of Communists (in the 30s) who try to help him but he kills one of them. Then the other comes to his aid after he is arrested and gets him a communist lawyer. The communist (real communists not these marxist/socialist communist-lites) lawyer spends 80 pages explaining why the whites and capitalism have made Bigger the evil guy that he is why Bigger is innocent of any evil that he does--it's the system that must be found guilty and changed. All this takes place in Chicago. Obama was in love with this story and wanted to be the communist lawyer for Bigger.

He was fulfilling a phantasy. It would be like plopping me down at Pemberly into the waiting arms of Fitzwilliam Darcy.

Read the sparknotes or summary  of "Native Son", it tells you where Obama's head is.

This must be countered.  Voters must be reminded that democrats who run as moderates are liars.  Democrats always fool voters to get in, but once in, they are a reliable vote for the left-wing.

Andrew Romanof(D) is already claiming he will fight the party insiders.  BULLSHIT.  Andrew will be a reliable vote for the left.

Voters must wake up to this trickery.  Republicans must point it out at every turn.

135 Someone cited "the Catholic Health Organization".   That organization has already been exposed in many places.  In this case the word "catholic" does not have anything to do with the Catholic Church but rather it means "universal".  It is an organization composed of non catholic progressives.   No Catholic representative will be able to "hide behind it" since the Bishops of the Catholic Church have made their stance on abortion widely known.

151 If the Dems pass this they will essentially become the insurance companies.So all the complaints about health care will henceforth be directed at them.This will coincide with the whiniest most selfish generation in American history, the boomers,reaching the age where health care becomes a persons primary focus.
This could easily lead to the repeal of this monstrosity but also the destruction of the Democrat party.

We need to keep our eyes on the ball and ignore everything else. The way I see it is this whole ballgame boils down to 16 congressmen. Any other announcement by a politician not in one of these two groups is irrelevant noise. The two groups are as follows:

7 Previous no votes that are now undecided: Altmire, Baird, Boccieri, Kosmas, Scott Murphy, Nye, Tanner

9 Previous yes votes that are now possible yes votes: Arcuri, Berry, Carney, Costello, Donnelly, Driehaus, Lipinski, Lynch, Stupak.

In order to defeat this we need 11 out of these 16 to vote no. Or put another way, if all previous noes remain that way we need 4 of the potential yes to noes to flip.

Please don't declare defeat prematurely. There was some wailing and gnashing of teeth earlier today, but no one is ready to call it quits. Pelosi doesn't have it yet. We'd know if she did.

I think, you're whistling past the graveyard.

Pelosi won't allow a vote, unless she has the votes.

177 Byron York agrees with Dick Morris to an extent. They are fully in this. Where I think Morris is wrong is his belief the Democrats will be tainted by this healthcare bill, if it passes. That's patent nonsense. It must be killed.

But here is Byron York:

You have to look at the issue from three different Democratic perspectives: the House of Representatives, the White House and the Senate.

"In the House, the view of [California Rep. Henry] Waxman and [House Speaker Nancy] Pelosi is that we've waited two generations to get health care passed, and the 20 or 40 members of Congress who are going to lose their seats as a result are transitional players at best," he said. "This is something the party has wanted since Franklin Roosevelt." In this view, losses are just the price of doing something great and historic. (The strategist also noted that it's easy for Waxman and Pelosi to say that, since they come from safely liberal districts.)

"At the White House, the picture is slightly different," he continued. "Their view is, 'We're all in on this, totally committed, and we don't have to run for re-election next year. There will never be a better time to do it than now.'"

"And in the Senate, they look at the most vulnerable Democrats -- like [Christopher] Dodd and [Majority Leader Harry] Reid -- and say those vulnerabilities will probably not change whether health care reform passes or fails. So in that view, if they pass reform, Democrats will lose the same number of seats they were going to lose before."

All those scenarios have a certain logic (even if the Senate calculation undercounts the number of potentially vulnerable Democrats). But each scenario is premised on passing an unpopular bill that hurts the party. Even if there's a strategic rationale for doing it, why are Democrats dead-set on hurting themselves?

"Because they think they know what's best for the public," the strategist said. "They think the facts are being distorted and the public's being told a story that is not entirely true, and that they are in Congress to be leaders. And they are going to make the decision because Goddammit, it's good for the public."

Of course, going forward has turned out to be harder than many Democrats thought. And now, with various proposals lying wrecked along the road, the true believers are practicing what the strategist calls "principled damage control."

But still, does it make sense? In the end, perhaps the most compelling explanation for Democratic behavior is that they are simply in too deep to do anything else. "Once you've gone this far, what is the cost of failure?" asks the strategist.

At that point -- Republicans will love this -- he compared congressional Democrats with robbers who have passed the point of no return in deciding to hold up a bank. Whatever they do, they're guilty of something. "They're in the bank, they've got their guns out. They can run outside with no money, or they can stick it out, go through the gunfight, and get away with the money."

That's it. Democrats are all in. They're going through with it. Even if it kills them. (Let me add here... WATERLOO.)
