budget) so the plan will be ineffectual no matter how well designed.

back in 2008/2009 thought is would be easy to “kick start” the economy,
so Obama ignored real solution and did a “stimulus” that just paid off
all of his supporters at taxpayer expense, rather than seriously try to
fix what aled the economy. In their effort to deflect blame from the
mortgage backed securities (i.e. Fannie Mae & Freddie Mac) to
derivatives (AIG), they left the real problem with the housing industry,
which makes up a huge portion of the economy, on the sidelines. It is
still on the sidelines and the Obama “Jobs Plan” will do nothing to
address it either.
Watch next Thursday evening for the announcement of a plan for an
“infrastructure bank.” It’s real purpose is to act like a “piggie bank”
for the Democrats, to replace Fannie Mae and Freddie Mac.

It's now just a matter of having policies ready to go to undo everything Team Obama did... and then some. A purging of D.C. among the back-benchers and the Federal departments will be essential. D.C. needs a flush for the ages.

I think of them as Mandarins...
The Mandarins were a select group of educated Chinese beurocrats who ran the various chinese empires for the Emporers (who often had little or no power). They were selected, educated, then groomed for public office (although strangly enough, they were often the children of other Mandarins, like the Bushs's, or Kenndys...).
They could, and did, limit Imperial wishes by creating regulations, and paperwork... and essentialy ran their own policies.

Absolutely. The personnel invariably leaves its legacy via those anti-democratic edicts. It's yet another reason why unraveling government is so difficult. Everyone wants to create his own legacy as opposed to cleaning up someone else's. Just (re)moving personnel is inadequate.

There are only so many supervisory positions, so in order to gain advancment, Gov Workers must 'create' a new niche which needs filling. That niche then expands, creating make work, so more people can be hired so more people can get promoted...
Its like a living plant, which grows unless some outside force prunes it back...
Take the FDA going after folks who raise Rabbits... and Magicians.... you now need a FEDERAL license to breed rabbits for sale... and there are Government inspectors now going around inspectin Magic Shows... create a niche, no matter how silly, and it grows until there is someone in charge of Rabbit Inspectors...
