Naaa. They'll just use it to highlight their own ideas. His will stand in their stark contrast all on their own, we don't need to give them any extra credence by mocking them.
If every Republican says, "The problem is uncertainty, and I'd bring back certainty by slashing the regulatory burden, slashing the corporate income tax rate, and streamlining the personal income tax" (or some variation thereof), Obama's "Tax the Rich" strategy will pale in comparison.
All without a single Republican having to seem "unpresidential" (yes, you know that's what they'll say) by "attacking" the SCOAMF "before he'd even released his proposals."

Nope. He can't "waive" the sweep, the Secret Service won't let him. And the sweep isn't done until everyone (including the Speaker of the House) signs off that it's done.
So what might happen is that President Narcissus will petulantly complain about it (hinting, all the while, that the House should change its plans) but either a) nothing will come of it or b) the Speaker can respond with, "Fine, come on the 7th, but the votes are already on the calendar and will take at least half an hour. You can be received at 10 PM."

It's bald upstaging and deprives him of the aegis of "the government coming together under the President's leadership to address this crisis" that a Congressional venue will provide. That being said, I don't think outright telling Bumbles he can't address Congress would be net beneficial for us, so I'm OK with Boehner's approach.
However, it makes for a nice daydream to imagine Boehner telling him "We in Congress are too busy actually passing legislation to address this problem. So go ahead and have your eighth speech on the economy whenever and wherever else you wish, and while you're at it, how about you actually do something this time. You don't need our permission and aren't asking for it - after all, you won."

Anyway, I think you're unnecessarily fretting. A few days before September 11th there's simply no one anyone would accept a slap-dash job on security. Boehner has to protect House members, not just the POTUS.

Again, the House isn't back in session until then. Yes, he could call them back to session, cutting short the recess, but that's actually not as good as what he did.
Here are Obama's options now:
1) Give his speech before the 7th, to cameras.
2) Give his speech during the Republican debate, to cameras
3) Give his speech to a joint session of congress after the debate, and on the night the much-awaited NFL season starts.
4) Throw a petulant hissy-fit.
None of those are good for him.

Obama knows Romney is going to lay out his jobs plan at some point.. and Perry will make his first debate showing on Wednesday night. Obambi is afraid that Perry will (or even Romney) will look more presidential than him.. so he wants to get out in front of this..

I heard on a radio talk show yesterday (Gallagher, I think), that the big black bus tour wasn't what it really appeared. President Baby Pants flew from destination to destination, and only actually rode the bus for a couple miles at a time. Nothing is real with this guy.

Like it or not Barky is President and its unprecedented, to my recollection, for Congress to simply refuse a joint session for a Presidential speech. This is about decorum stuff that our beloved "independents" get wee-wee'd about, since that fits their People Magazine view of politics (all personality, no policy), and would only garner sympathy for him. We'd love it, but we already can't stand him.
If we told him to stuff it, the news from Wednesday through the Sunday shows would be about how this is unprecedented, the Republicans are "blocking Obama's jobs agenda," "Republicans put their political fortunes ahead of jobs" yadda yadda.
