Boehner Rejects Democratic Accounting Gimmicks, Prepares Another CR
— Gabriel Malor

Speaker Boehner says the Democrats' offer of $33 billion in cuts isn't enough and is mostly accounting gimmicks anyway.

“Despite attempts by Democrats to lock in a number among themselves, I’ve made clear that their $33 billion is not enough and many of the cuts that the White House and Senate Democrats are talking about are full of smoke and mirrors. That’s unacceptable,” Boehner said in a statement.

In a coordinated move, Boehner and the entire House Republican leadership team, including the chairman of the Appropriations Committee, Rep. Hal Rogers (Ky.), issued statements indicating that an agreement to fund the federal government beyond FridayÂ’s deadline was not close at hand.

At today's down-to-the-wire meeting with the President, Boehner plans to offer a military budget for the rest of the year and another short-term CR to fund the rest of the federal government for another week. A military budget is becoming more important and a likely get from a President who started a war of choice and yet will have no means to pay military service members starting next week. Another CR seems questionable, which explains why the House GOP is distributing a shut-down plan this morning. The Administration responded by finally allowing federal agencies to share their shutdown plans with federal employees.

Boehner's price for the military budget and another week-long CR will be $12 billion in cuts plus an abortion-funding ban in the District of Columbia.

What is the President bringing to today's meeting? Only his winning personality, so far as anyone knows. Why he chose two days before the deadline to insert himself into the budget debate is a matter for speculation. For my money, somebody told him that he better start looking presidential now that his reelection campaign is officially under way. As Reince Priebus says, Hope isn't hiring.

Whatever the case, Congress won't be getting around to Rep. Ryan's mega-cutting FY2012 budget until the rump FY2011 funding is dealt with. Anyone think that's going to actually happen this week? Don't forget, Senate Democrats (plus Liza Markonski, Scott Brown, and Susan Collins) are threatening to filibuster any budget that attempts to defund Planned Parenthood. On the other hand, with a genuine long-term reform plan on the table, maybe the fractured Senate GOP (I'm looking at you too, Senator DeMint) will get its act together.

Rep. Ryan will hold a presser today at 10:30 a.m. to introduce his budget.

1 I bet a lot of folks don't remember that according to the Budget Act, Congress is supposed to pass a budget by April 15th, and the 13 appropriations bills by Oct 1th, the beginning of the next fiscal year.

Last year, I [Nancy Pelosi] never passed a budget.  I did get Congress to "deem" a budget passed in July.  And those 13 appropriations bills ... well that's hard work and I "don't do appropriations bills."

I don't regret my criminal past, but I do miss my fleet of jets.

I was right.

And so far I am not impressed with Ryan's budget for next year either. It looks like a lot of promised down the road and short on cuts for this coming year.

Our budget for 2012 should be no more than the last year that the Republicans had control of congress period dot end of sentence. It was too much then but we could live with it.

Just out of curiosity, Vic, what else should they do for FY2011?  It ends in just a couple of months.  Would you like a big budget battle for the rest of FY2011, and then, immediately, another one for FY2012?  Because, let me assure you, most of the American people don't have the attention span for that, and the important fight is 2012, at this point, since 2011 is already pretty well in the books.

I haven't read Rep. Ryan's budget plan, yet, but I've heard some things that at least suggest its moving in the right direction.  It's this level of thing where the saying, "Don't let the perfect be the enemy of the good" comes in.  What I've heard about the Ryan budget suggests that it's immeasurably better than any other proposal on the table, and it's a starting point for proving to people that, whatever Democrats say, Republicans aren't going to starve Granny and Grampa. 

Will ye or nil ye, that's a fight we have to have and (finally) win- because if we don't, people will keep electing Democrats, and my kids won't inherit a world at least as good as the one I have.   I'm not okay with that.

Sorry, I was on the phone with DISH trying to straighten out my stuff with them.

As far as 2011 goes I am not really that concerned with it. I have said over and over that they can't cut much more because all the money has already been spent or allocated.

But my point above on the CR was that when they agreed to the first one this year they had already surrendered. As soon as they agreed to another CR they signaled to the Dems that they had won.

But I also reiterate, based on what I have seen so far with that graph Ace put up last night, they are not really cutting 2012 either. Now that is a big big bad indicator to me.

I'm certain to get gigged for mentioning this, but one of the things that i've been trying to convey to as many who will listen is the idea that states need to pass laws requiring proof of compliance with eligibility requirements before someone is permitted to be placed on the ballot.

Now I feel that Obama will NOT be able to meet the requirements for the office of President, and if we could get just ONE STATE to pass such a law, the chances of an Obama second term would be seriously damaged.

well, I think this is probably the most sensible approach Boehner can do, I for one do think he is doing a pretty decent job.

And as for Paul Ryan's plan, I watched it at the house dot gov website, he did a great job of explaining the dire circumstances this country is in, and his plan makes sense.  I am a registered independent, and I appreciate that all these details are being put forth so I can read it and make up my own mind, do my own research, and come to my own conclusion without the Obot media blasting whatever the WH tells them to say.

if 2 week CRs are needed to cut, so be it, make plans to fund the necessary stuff, and just extend it weeks at a time, the fiscal year ends in octoboer anyways, just a few months away.

I'm cutting Boehner a break, I think he is doing a decent job, and I really like Paul Ryan's plan and appreciate how he explains it, and this is just one independent voter's opinion.

That indicates to me that he's covering all his bases because McCarthy might not be able to get enough RSC votes for this.

Who are you disagreeing with? I didn't say that. Obviously rape is the act of intercourse without the consent of the victim. But the motivations are primarily violence and subjugation, not a desire to satisfy lust.

the only thing that will happen with no increase in the debt ceiling, interest rates will have to rise, small businesses like me really won't be affected as much as people scream about it, we can't get that good rates on loans anyways (if we can get loans in the first place)

what will be affected is wall street, all that freshly printed money shushing around, this so called "melt-up" in the Dow will be stopped, money will cost more, but it will be sound money, the chance of US dollar continuing to be a reserve currency will increase.

there is no such thing as a "default" if the debt ceiling is not increased, when the hell will it be stopped, when we reach 20 trillion?  by then the Yuan and/or some form of basket of currencies will have replaced the US dollar as the reserve currency, and that will more painful than any "default."

Rep. West was preparing a bill that addresses military pay and related issues during a shutdown, but I don't see it on the calendar (Cantor has only posted through today). The bottom of the calendar says the following:

We got our "shutdown" instructions yesterday. This is the first time since 96' or whenever, so I assume they are serious about it.

I work for that Agency that picks up after hurricanes, tornadoes and tsunamis. You know, the one that gets blamed for everything when stupid governors and mayors don't evacuate all the welfare parasites living in the path of a big storm.

We've been told that those of us working in disaster locations are staying put, because when a disaster is declared, they appropriate that money on the spot. It has already been sent to the state where we set up our field offices. However, the paper pushers and administration staff in DC, is getting furloughed.

Texas is "considering" such a law- after all the "emergency" items that Gov. Perry put forward.  The budget, redistricting, and a few other things.  Somewhere in there are bills to, as Laura Castellano points out- force gas stations to keep their restrooms clean, something about pets rights (yes, really), and a law to standardize the speed limits.  All very pressing issues, I'm sure.


That said, legislators can bring any law they want for consideration, that doesn't mean it'll actually go anywhere- and these are the same tactics Democrats used (with much greater success) last session: fill up the schedule with inanities that you know won't go anywhere to prevent the majority party from actually getting anything done.

No worries, I get what you are saying. I kinda do, too. I liked it way better when there was a thriving private sector (I'm in IT) and I didn't have to take the gubmint job.

I had my own business that took a big hit after 9/11 and the little recession that followed. In 2008 it all evaporated. Obama and his magical economy destroying policies made sure that it has not come back.

130 The big problem with getting a balanced budget is politics itself. Both Parties and those in those parties have their own government funded person fiefdoms that they want. Party-wise, the DEMS have PBS, The ARTS Social Programs, education. The GOP has defense etc.  The when you get to individual members of congress you get the individual pork projects in their own districts to woo voters.

The only way we can balanced the budget is to stop playing favoritism and make CUTS one FREAKING EVERYTHING, and eliminate any useless project that is not accomplishing anything.
