— Monty One of the major downsides to a large welfare state full of unfunded ("pay as you go") entitlements is that actuarial mistakes can really bite you in the ass. In this case, California's bill for retiree health and dental benefits unexpectedly shot up $8.1 billion dollars over and above the $51 Billion they had estimated just last year. Much of the increase was due to...wait for it...wait for it...bad forecasting, bad rate-of-return assumptions and over-reliance on subsidies.
The unfunded obligation as of June 30, 2010, grew $8.1 billion from the $51.8 billion obligation identified in the prior year. Less than half of the increase was simply due to another year of costs, payments and interest. The bulk of the increase was due to a change in the California Public Employees' Retirement System's (CalPERS) pension-benefit assumptions based on their latest 10-year study. That study found employees are retiring earlier, retirees are living longer, and actual premiums increased more than previously projected by the actuary. The increase appears larger because in 2008 and 2009, CalPERS decided to use surplus funds from its health care plans to reduce increases in health care premium rates. The 2011 rates were not subsidized, causing the premiums to jump back closer to what the level would have been without the surplus.(Emphasis mine.)
Public-sector actuaries are...how shall I put this?...highly motivated to use the most optimistic numbers for their projections. The problem is, when these projections don't pan out, guess who gets to make up the shortfall?

I'm not a violent guy. I don't want that to happen. But, at some point, the people of this nation have to re-assert our sovereignty, and we've let too much of our power (and concomitant responsibilities) slide in the names of comfort and convenience to do anything but redeem them by blood, I fear.

My public policy professor made this point about legislative assumptions in general, but then on to say that the best solution is to take the democratic number, add the republican number, and divide by two. As if one optimistic projection and one orgasmically optimistic projection can come together to make a realistic projection.

I think that's the missed jewel in this piece. That means they expected (or should have) that 51 Bn to be low- because they knew (or should have known) about "another year of costs, payments, and interest" when they were determining that number in the first place.

My thoughts on entitlements: Boomers, you are boned if you think that x-ers and y-ers are gonna pay this. We'll either approve cuts or inflate the hell out of things until the actual money you get is more in line with what you put in. It's your decision which. You can vote for politicians who will cut them, or you get shafted as younger workers make more in a month than you did in a year due to inflation, which won't be passed on to higher Social Secutity.
My advice is to learn to like it.

Illinois just increased its income tax by 67%, yes sixty-seven per cent. The increase was passed by the lame duck legislature, THE MORNING the new legislators were to be sworn in. The lame ducks met all night and their last act going out the door was to stick a huge tax increase on the rest of the state.
Now the powers that be (tptb) are trying to estimate how much new money the new tax will bring in. There are three estimates on the table, a low, midpoint, and high estimate. TPTB have decided they will use an estimate that is higher even than the highest estimate currently on the table.
Oh, and because that huge tax increase isn't enough to cover all the new and old spending, there are two bond issues on the table as well, for a total of more than $12 billion. Anybody who buys an Illinois bond deserves to lose it all. Idiots.

The previous personal income tax in Illinois was 3%, it went up to 5%.
Illinois is also one of the highest property tax states.
Illinois has among the highest sales taxes in the country, and I believe Chicago (where they collect state, county and city sales taxes) is THE HIGHEST sales tax location in the country. Mayor-elect Rahm Emanuel wants to raise sales taxes.
The Illinois legislature just passed an internet tax. Amazon & Overstock have notified their affiliates they are being dropped as of April. Good times!

In Illinois, Cullerton (D-Chicago) is also proposing that the state of Illinois stop funding teacher pensions, and push that funding onto local districts. One reason local taxing districts don't feel the full pain of public worker pensions is because teacher pensions are currently a state obligation (except for early retirements, which were shoved off on local districts a few years back).
If Cullerton succeeds in this, local property tax payers are going to be socked with billions in unfunded pensions they need to pay.
Property taxes are looking better and better to the ravenous tax-eaters in government. Even when property VALUES go down, property taxes continue to go up. And if you don't pay, the government takes your house and throws you out on the street. Unlike the mortgage foreclosure crises, where Obama's operatives forced banks to cram-down mortgages or delay repo of the property, when government wants your property for non-payment of taxes they will take it right away.

He has his czars and the new Cabinet Czar - essentially the President since the Chief of Staff still exists - and he'll just continue outsourcing to the Congress. He'll propose nothing, voting more "Present," and dare the Congress to pass anything truly reformative by threatening the use of a veto. He's now in campaign mode and will not commit to anything further. Since there's nothing to do except sit "above the fray," he's just going to enjoy the presidential trappings more. A speech here and there, a pleading for his Progressive and Union army to engage for him, and the sycophantic MFM doing what it does... he probably figures that gives him the best shot since his record sucks. He'll hope fortunes turn without his input since the alternative might actually require work and responsibility.

Not quite. The local school districts (and the teachers) pay the 8% or so of the teacher's pay into the retirement fund, which is managed by the state as a whole.
But, guess what? Some of it never makes it into the fund!
So now, after the state has pissed it away (thank you mssrs Blagojovich and Quinn) they want to stick the local school districts with the bill? I had not heard this before, but if they do this, there will be hell to pay.

On the other hand, my family owns a farm that could, with relative ease, be made into a working farm again- it got my mom's family through the Depression fairly easily.
A few cows, some chickens, and a subsistence garden. Woods in the back are home to deer and (i think) dove. Plus a couple of stock tanks, and clear lanes of fire...

It's interpretive, so there is a margin of error. Also, it takes multiple days for patterns to emerge. It's not a great short-term tool. But for where the market is trending, I'd say it was good.
They've had some misses (like they predicted this downturn to happen two months ago). YMMV.

They're going to need LOTS of oil, as they'll need to rely more heavily on oil burning power plants. Lots of construction equipment that needs fueling, and as far as those high speed trains, they're gone in Northern Japan. People still have to get around.

Of course, the most obvious answer is: "price spike." In Oil, when Japan really starts rebuilding, the demand for oil will soar, and we still won't have done anything (drill in ANWR, anyone?) to insulate ourselves from that spiked demand.
In the T-Bills, the price will spike the other direction, and you can prepare for another round of quantitative-boning.
Of course, that's just this lay-person's guess, but I suspect the reasoning is sound enough.

I think we even have a diesel tank (which would require diesel, but there's no getting around that) for the tractor- which is an old, 1940's John Deere that will probably outlast my great-grandchildren...

Actually, I think all the appropriate gov't paperwork is current. My Grampa's estate basically keeps it that way- and my dad is executor of the estate, so I'm pretty sure it's current.
Also, at the level we'd be farming (sans actual cows and chickens), I don't think we'd need anything in the way of permits. For a long time, they kept basically a 1 acre subsistence garden going (my Ganny and Grampa, that is) and they used the stock tanks for local protein, if they didn't want to buy anything from town.
It's even got an above-ground cellar that will keep things more-or-less refrigerated (wouldn't want to keep milk in there, but lots of other things are fine) and a fire pit (normally used for burning trash, but would work well as an outdoor kitchen in a pinch).
Assuming they've survived (nobody's kept up the farm in years) the catfish in the stock tanks should be pretty big.

The entrenched nature of local school boards is astounding in IL. Make them responsible to local taxpayers.
Imagine seeing your constituents in the grocery after you've just voted to give Teacher A a 20% pension sweetener. A tad uncomfortable, no?
Illinois politics is arcane to the 11th and that's an understatement. The thing about public pensions in Illinois is that the state legislature writes the rules on pensions, and the local taxing bodies have to pay for them. Until now, the state paid for teacher pensions EXCEPT in the city of Chicago. Therefore, the unfortunate taxpayers of Chicago paid for their own teachers pensions, AND contributed to all the other teachers in the state as well.
The local units of government have always been responsible for their other public employee pensions (firefighters, police, all the other govt workers).
So, local school boards have no control over teacher pensions, they have to do what they are told. The early retirement option put in place a couple of years ago means that when a teacher leaves early, a district has to pay, cash money, hundreds of thousands of dollars per employee to the pension system, in the year they leave. If four employees take early retirement in a year, it costs a million dollars.
And another little wrinkle, when a teacher retires, early or not, local districts are required to give that person a 6% raise each year for the four years preceeding the retirement. That's 24% plus compounding. And you wonder why Illinois is boned...........

Believe it or not, Ontario, Canada is almost as boned as California, if not more. I'm sure as hell not planning on staying here, but I just recently found out the the province's debt is well over $200 Billion for a population of 11 million. That's $16,000 per person whereas California is about $9600 or so. I've been calling Ontario 'California North' for a while but even I was surprised by the debt figures.
Although I grew up in Canada, I'm not going to have any problem giving up citizenship to this place. In fact, I believe renouncing Canadian citizenship will be even easier than renouncing US citizenship - scheduled at the embassy in a couple of weeks.
Regarding the United States, I fear how confiscatory the government will get, even with citizens living abroad down the road and feel its safer to cut ties officially. In Canada, given my views on the child raping pedophile Mohammad, it's only a matter of time before I'm dragged in front of a human rights commision for saying the wrong thing.
If either country develops some cajones, or if we can start the what AllenG hints at in comment 3, give me a ring. At this point, I want to become Korean and help fight off the Chinese when the time comes. I'm sick of living in a suicidal culture - well 2 of them. Look up a group called Sogeti. They do IT Consulting, and I think they have an infrastructure group as well.
Actually, they're my actual employer (as opposed to the client I work for), but they're arranged regionally, so different regions do different things based on demand. We don't really do infrastructure stuff here in DFW, but other groups do- I think.
If you've done project planning/management (not an unusual thing for a general IT guy) they've got a whole lot of that stuff, too.

From what I've been reading, a number of the GOP members voting no on this stop-gap are looking for a compromise 1st, shut-down second. I have a problem with this because Appropriations Chair Hal Rogers would get to lead negotiations and I have a feeling he'd only ask for half of that $61.5B. Still, while CRs throughout the entire year would yield $104B in cuts I'm hoping for a different strategy soon, maybe breaking H.R. 1 into pieces and passing it that way. I was also surprised to hear that not only Obama but Treasury want a shutdown. Also rather disgusted some members are voting against just because they're worried about how a yes vote would look to Heritage and what it would do to their ACU ratings. How about doing it because you think it's the right thing to do?

I really believe this is the black swan. It could well prove to be the catalyst for the death spiral for much of the western economy. No way can you look at the scale of that disaster, know the precariousness of our current economy, understand the fragility of our complex interconnected global society and come away thinking life as we know it will simply putter along unscathed.

The unemployment rate is still near 10%, so in effect, you've spent a truckload of money and accomplished nothing of value. How much do you think you need to spend at this point? Is the only job a government job?

Illinois just increased its income tax by 67%, yes sixty-seven per cent.
it's STILL lower that California's income tax. We've been getting the bone for so long that we've got ass callouses. we can't even feel it any more.
Here's my optimistic prediction on how it's going to go for CA. Things are going to get more and more in the shit with environmental regs, labor laws and hig taxes until we go into the shitter like NYC was in the '70s and Detroit is today. Then the electorate will give it up and elect a Guliani who will put he hammer down and begin to pull us out.
Either that or the 51% Mexican children in CA schools will grow up, vote to secede and annex us to Mexico making us the perpetual shithole that Mexico is now.

Parts of it are, but they're not everywhere, yet. My understanding is that javalenas (sp?) are like all the bad parts of pigs, anyway, so no one really wants to hunt them.
That said, I'm sure, once the cities start burning, that my farm would be able to use a few hands beyond just my family.
