— Dave in Texas Why does Charlie do this? (warning Huffpo link)
Because he loves the Democrat dependency on class.
That's it.
In 2002, over a year into the Afghanistan War, a National Geographic-Roper study showed that 83% of young adults could not find Afghanistan on a map. It is not a stretch to say 83% might be capable of this were there a real and imminent possibility of them being sent there. How can we entrust ourselves with making the tough decisions of sending soldiers into harm's way if we do not even know the most basic facts of the conflict? How might Congress change their decisions concerning war if it were their sons and daughters being sent? In this day and age, there is a vacuum in the immediate and personal need for people to be concerned about these issues because they have nothing to lose -- no stake in the game.
In 1942, a far greater number of American men who volunteered to fight as a Marine or a Soldier, or a Sailor, had no idea where Guadalcanal was. Most had never heard of Midway, or Guam, and Hawaii was some pearl in the ocean on a postcard.
They signed up anyway. To defend America. They had no idea where they would go. They did have a distinct purpose. The nation called, and they answered the call.
As do our Soldiers, Marines, Sailors and Airmen do today.
It's not about where on the globe, you simpering tax cheat. It's about us, and them. They give of themselves to honor the nation.
Charlie Rangel was a soldier and served in Korea. He knows exactly what I'm talking about. To his eternal shame, he discards that valuable and honorable service to tear down the nation that he once carried a rifle to defend.
Shameful. But that's Charlie.

Charlie is attempting to recreate a 1960's draft environment so there can be something else to protest. If there is a draft, some of these "99%" scum will get draft notices and just add that as another item in their list of things to whine about.

If the Corps wants you to know where you're at, you would have been issued a map. Or a GPS device.

Why does Charlie do this?
So the news can report "Congress is considering a bill that would reinstate the draft."
He knows it'll never pass. Last time, he even told his friends to vote against it. It's a stunt that won't hurt him.

A member of the House of Representives is a reflection of his/her district. I'm sure Charles Rangel represents his well. My congressman is James Moran.

I can know a lot of things about geo-political issues and culture and what is going on in the world and *why* without being able to be sure that I'm pointing to Afghanistan instead of Uzbekistan on a map. I can know a whole lot about the History of Afghanistan, about Russian and English History there. I can know it's mountainous and land-locked and that people tend to be Muslim and at least some of them speak Pashto. I can know a whole lot about the Taliban and that Afghanistan shares a mountainous border with Pakistan. I can know that we supply our forces overland through Pakistan. I can discuss the personalities and missteps involved between the US and Afghan president.
Knowing the map-geography does give some additional information, of course.
But it's simply not true that the map-location of Afghanistan is the *first* thing that anyone knows, like a doorkeeper to additional understanding.
(Actually, now I'm thinking of it... I wonder how many people who have been stationed in the country and fought there would miss it on a map. They might know the interior quite well, even intimately, and still have to look twice or locate it only in relation to Pakistan. Not finding it on an unmarked map means nothing at all.)

I wonder if Cholly could have found Korea on a map before he went there.
For that matter, I wonder if he could do it now.

A close review of HR 163 (Rangel D-NY) and S 89 (Hollings D-SC) reveals the "twin" documents are not twins at all. But don't take my word for it, go to thomas.loc.gov and lookup HR.163 and S.89 from the 108th session and compare.
S.89 talks about "active duty and reserve" components while HR 163 talks about "active duty and reverse" components, in 5 different places. Yes, it says reverse (i.e. backward). The version of HR.163 that came to the floor of the House and was actually voted on, talks of "active duty and reverse" components. I don't know about you, but I assume that a reverse component would be in charge of retreats and surrenders (has a definite Democrat flair to it; reminds you of that Frenchmen John Kerry).
But from this, it is obvious that had the "twins" passed, there still would have been no draft. It is also obvious that nobody actually reads these bills.
By the way, Rangel's latest bill uses "reserve" but Hollings has retired so there is no "twin."

Very simply, it's the "Viet Nam Maneuver".
They can't get the average American to get excited about leaving (or not going to) Afgoofystan and Iraq because they not only don't have any family involved, 90% don't even KNOW someone in uniform.
In order to suck all the money out of the Treasury for buy votes from leeches and the incompetent they have to chop the military down to a couple of squads on the Presidential detail - window dressing. The Viet Nam Maneuver does this by using the draft to get more and more families involved directly. Then the anti-war protesters (read: Code Stink) can get some traction a la Viet Nam.
It's no more complicated than that. It sucks. It's un-American. But it's no more complicated than that.
