He quotes Powerline discussing the government's inability to do big projects anymore:
In the old days, when the U.S. built things relatively quickly like Hoover Dam or the Golden Gate Bridge, someone actually got to make decisions. Today, I suspect the slightly authoritarian figures like Robert Moses or Frederick Law Olmstead would be arrested for their manner of public administration, or have their designs so slowed down and corrupted by ‘public input’ and review processes that we wouldn’t have Central Park. More likely we’d have 50 Zuccotti Parks scattered around New York City.
Then he writes himself:
What’s funny is that these innovations were championed by the same folks who — see, e.g., Rachel Maddow’s odd Hoover Dam bit — champion the idea of the government doing big things. Yet the end result of a government that focuses on process instead of product is a government that can’t do big things, and one in which the public has less faith. To pick an example from my neck of the woods, the TVA had its first dam filled within 18 months of the TVA Act’s passage. That could never happen today. Now arguably TVA built too many dams, but at least taxpayers who wondered where their money was going could see dams springing up all over. Now it goes into the pockets of lawyers and consultants and Environmental Impact Statement reviewers. Not surprisingly, that’s less impressive.
I immediately began looking for pictures of Freedom Tower, to see how far along in construction it was. Ten years along, this seems to be as far as we've gotten.

Remember, during Clinton's term (or possibly before), the main argument against opening ANWR was that it would take 10-15 years before we'd see any oil?
While part of that has to do with surveying, transport, and construction, my guess is that if it opened up now, it'd take even longer with all the paperwork and studies that would be required.
Like after the BP spill moratorium in the Gulf of Mexico. Sure, the moratorium is lifted in theory, but based on the hoops one has to jump through, it doesn't really matter.

Actually the TVA stuff is a bad example because FDR cooped that project to begin with. It was a private project which he took over. That is why it only took a short time for the first dam.

The Seattle area is notorious for "studies" before doing a project. I don't know how many "studies" have been done on replacing one of the bridges and they are just now sort of starting work on it. Same with replacing the viaduct.
And even when a decision is made to do something, the implementation gets delayed because of "equipment problems" or stuff like that.

There's a road by the school that they added a "mixed use path" to, they waited until the beginning of the school year to start the project, and it has taken them 3 months to finish adding a dirt trail to the side of the road, it's only about 4 blocks long.
The corruption, delays, and bad work go all the way down to individual city level. It's inherent in the beast that is government now I think.

I would suggest the second of your points, at least, stems from the fact the government attempts to handle natural disasters in the first place. Maybe if the government got back in the business it was supposed to be in (maintaining a steady and just regulatory environment, seeing to needed infrastructure to enable trade (and that not necessarily at the Federal level), providing for the National Defense, etc.), and spent less time trying to handle natural disasters, those roads wouldn't take so long to build.

I would have thought that prior to the weird anticlimax of Friday's non-statement statement by the accuser, but even though I'm personally inclined to believe that Cain IS guilty -- that there is at least SOME 'there' there -- I think a lot of people are swinging towards the "this was all some bullshit" because of the accuser's failure to come forward and subject herself to becoming a conservative pinata.
Meanwhile, no matter how credible the allegations from this FOURTH accuser are (people, we're up to #4 now...are all four making something up?), the association with Gloria Allred is pretty much going to sink her from the start. Hell, even *I* feel that way, sorta...fuck that ambulance chasing scrunt.

It took six years because the original site was a mess. They had to excavate a huge amount of material (they built Battery Park City on the fill). They had to build retaining walls to keep the harbor water out, they had to build subway and PATH stations, and then they had to build a foundation for the largest buildings in the world. There is a small bridge over a creek on a residential road near me. They had to make the road one lane to work on the bridge....since last March. They are still working on it. Every time I go by there is one guy working on something and two sitting and watching him.

See, I'm still mixed, here. The actions of the various accusers all point to gold-digging and the idea that nothing, or at least, nothing worth comment, actually occurred. It's Cain's actions, mixed responses, and so forth that make me wonder if something really did occur.
Given the "never-you-miiiiiiind," of Friday, I'm more inclined to believe that nothing really happened.

What I see everywhere is retraction. What America does now is peddle services to one another. Mercantilism has returned, and the 18th century seems just around the corner. Our natural resources still have some value, and agriculture is becoming our only productive mainstay.
We don't hold the upper hand, and depend on the outside world for our manufactured goods (like the steel rebar that would go into a new construction project, or the tools to make said dam).

Like it or not, the credibility of all the accusers took a huge hit when that first one said, "I don't want to re-live those events." Because what that really sounds like is "Oh, crap, I never expected people to want actual details! I didn't make any of those up!"
Right or not, Cain basically "won" this one on Friday, until and unless an accuser is willing to come forward- in spite of any "confidentiality agreement"- and give details.
And, until that happens, this isn't that much of a story. It was a story last week because of Cain's weird responses.

This sounds very similar to a road they were fixing in my hometown when I was younger; this would be back in the 90's. It was "closed for repairs" literally for years, despite being only a very short cut-through road that just happened to cross a small river. My school bus would normally have taken that road as part of its regular route. Instead, every year I was on that bus we had to go ten minutes out of our way to the end of the primary road to hook up with the state road in another town, because the stupid cut-thru was always closed. And I never saw a single person actually WORKING on the damn road.
And don't get me started on the ARRA projects that were all over I93 the past couple of years. Lanes shut down and not a soul in sight actually DOING anything, like replacing the tarmac or installing guard rails. Nope, just aggravating inconvenience overseen by one of those damn "Putting America Back to Work" ARRA signs.
If I were a member of the X-Men they'd have to call me "Nail Spitter," because that's what I ended up doing every time I saw those stupid signs.

If there's one thing the Stillwater bridge project has been good at, it's taking time.
Today, the 60-year-old project got another timeline-extending blow when a U.S. District Court Judge ruled in favor of the Sierra Club, which had brought a lawsuit against the project saying the planning process was flawed.

I like Cain's personality, but remain uncommitted for several reasons, and am glad that Newt seems to be getting another look. That out of the way, this isn't a case of a lot of smoke pointing to fire, but a lot of people reporting they are seeing smoke and demanding that we believe there is a fire. I see no reason to either exonerate Cain nor condemn him coming from this. There are accusations with very little detail to go on and I wish everyone would calm down until there was more evidence to go on either way.

The city in which I live had exactly this problem just before my current house was built. Between the developer finishing Phase I of our development, and beginning Phase II, the city had a fairly major code change- requiring permits for any construction which hadn't actually begun to be resubmitted. On top of that, they were also converting to an all automated (for a given value of "all automated," I'm sure) permitting system. So, the end result was that construction on the phase of development in which our house sits was delayed about a month, because of the whole situation.

This is something I've said to my 14 year-old son many times -- he's thankfully a budding conservative. We're $15 trillion in debt. I've got a mortgage on my house, but I have a house to show for it. What exactly do we have for our $15 trillion in debt, most of which has been incurred since the 1960s and Johnson's Great Society? Have we gone to Mars? Have we got a world-class highway system and transportation infrastructure anymore? Do we have the best schools in the world anymore? We can't even rebuild a skyscraper on the WTC site, and it's ten freaking years later!
Before I'd let the government borrow another dollar, I'd ask our representatives to point at the tangible thing that we'll have to show for it.

In downtown Moscow, there would be rusted out hulks of unfinished construction. Buildings would get started, then something...Soviet...would happen in the chain of command, and construction would grind to a halt for the twenty years.
At some point, continuing became impossible because what was left exposed and unfinished would decay and turn to rust.
My point is that back then, I was stunned to see such things. Now, I expect to see such things right here.

OK, here's another example. When Chicago burned down in October 1873, residents started rebuilding immediately. Rubble was carted east and dumped into Lake Michigan, then turfed over to make Grant Park. The Burnham Plan for Chicago co-opted all of this newly created land for the city, which is why Chicago has its beautiful lakefront parks today. Now, just try doing that today!

The local building inspector came by and told us we needed a city permit to salvage our own building. We knew he was full of shit, so we continued clearing the building. The east span of the San Francisco Bay Bridge was damaged in October of 1989. (That Eighty-Nine!) They repaired it but began a project to replace it. 22 years later the costs have gone from $800 million to over $12 billion and it's STILL not done.

Seattle decided to get lots of citizen input when designing the Northgate Transit Center. This was probably 15 to 20 years ago, but the moral holds true.
What is the one thing everyone in the country knows about Seattle? It rains. It rains all the damn time. Every single day, it rains. It never ever ever stops raining. OK, it's not quite that bad, but it does rain all winter.
So what happened when you got input from all the "stakeholders"? (Stakeholders is another word beloved by regressives, just another way to disguise their catering to special interests.) Anyway, the overall structure looks like a circus tent and you would think, who cares as long as you stay dry? Problem is, all the shelters you can see here http://tinyurl.com/7n94hme are too low to extend out over the buses. That means that you get soaked while boarding the bus. And because the covered area isn't wide enough, you get soaked while waiting for the bus any time the wind blows.
If they only did this for bus shelters, it wouldn't be so bad, but process is absolutely everything in this city. They built a bus tunnel through downtown, again, in a city where it rains all the damn time. Did they make it pedestrian friendly so people could walk from point A to point B? No. Did they even consider that they should make this a blocks long arcade with businesses down there and entrances to street level shopping from the retail arcade, thereby recouping the costs? No and hell no. Instead the thing looks like a bathroom with all the pale yellow tile, and they had to rip it apart and re-do it because the fucked it up the first time. Never ever ever let lefties be in charge of anything.
