Actually, he's not as dumb as you think, and his concept here is pretty neat. Because that boat isn't sinking. It's just built to look that way.

what does it use for propulsion? I didn't see a motor.

Did they just put it in the water to prove it could float, at it doesn't look like it could stay afloat in turbulent waters.

If you look at the picture in the linked story, it looks like the motor is in the back of the "bottom", right near the water-line, as you'd expect.

I want to see this guy design a functional car that appears as if it survived a crash, yet can still go from 0 to 60 in 6 seconds.

Errr, this is in France. Besides the utter uselessness of the boat, another sure sign of Frogginess is the enormous concrete breakwater. The most likely Nazi-built breakwater that was intended to protect their U-boats when France was occupied.

On the other hand, this weird little thing is probably more sea-worthy than that Charles DeGaulle nukeular carrier that the French Navy is having such problems with.
