This is actually a problem we're running into, now. The House and Senate here in Texas know there will just be an "emergency session" if they fail to pass a budget (supposedly their #1 priority when they're in session) so they've started filling up the time they should be using to hammer out the budget with a bunch of bills that are pretty pointless. Even the ones I like, I sit and think "This was more important than the budget?"
I'd like to see the Texas Constitution (or at least the rules of Congress) amended such that no other business could be brought for a vote until a balanced budget had been passed. Then, if those other things don't get done, they just don't get done. Instead of filling up the primary session with fluff, and then having a (very expensive) special session for the budget.
It's only happened the last couple of times, IIRC, so it's a little early to say it'll always happen, but I tend to think that they'll keep doing it as long as they think they can get away with it.

I don't remember the number, but I heard how much one of those emergency sessions costs, and it's stupid. There is no reason they can't hammer out a budget, except that they think they have plenty of time. Well, take that time away from them. If they want their pet projects considered, they'd better knuckle down and get a budget passed.
It would never fly, because politicians would have to vote to limit themselves, but it's nice to dream.

Does Chrissy happen to mention that it was Byron White -- later to be plucked out of legal obscurity in a mid-level DOJ job and put on the US Supreme Court by Kennedy -- who wrote the after action report about the PT-109 sinking? That White and Kennedy had been personal friends? That they had traveled together through Europe as students? That personal relationship should have precluded White from investigating the sinking and writing the report. That instead of writing a report that resulted in Kennedy being decorated, that White could just easily have written the report in a way that resulted in JFK being court martialed? That the PT-109 was the only PT boat to be lost in a collision with a ship of any kind, let alone an enemy ship? That Kennedy was one of the few commanders to lose a command in a collision who was NOT court martialed? That a court martial would have ended any hope JFK had of a political career?
Let me guess? Chrissy's book leaves those gems unmentioned?

Coincidentally, I was just thinking about this, and realized a fairly major problem with it; one I don't know how we would address. The President's recess appointment power.
One of the things that is keeping the President more-or-less in line is that the House has pro-forma sessions all the time to prevent the President from appointing some Socialist to some important post. Put a mandated part-time congress in the hands of another Socialist President, and we could be in trouble. On the flip side, if you remove the recess appointment power, then we lose a needed tool for when we have a Conservative president and a Democrat congress.

I have worked with plenty of incompetent people in the course of my career. Three things that they all had in common was that they all thought they were super smart, they all thought they were doing an outstanding job (even when results showed otherwise), and they were all liberals.
When I was fresh out of college, I worked for a (liberal hippie) guy who fancied himself an engineer even though he never went to college. He thought he was smarter than everyone else he ever met. He actually had a book that tried to teach engineering without using math.
