Members of the NATO alliance have sternly warned the rebels in Libya not to attack civilians as they push against the regime of Col. Muammar el-Qaddafi, according to senior military and government officials.As NATO takes over control of airstrikes in Libya and the Obama administration considers new steps to tip the balance of power there, the coalition has told the rebels that the fog of war will not shield them from possible bombardment by NATO planes and missiles, just as the regimeÂ’s forces have been punished.
“We’ve been conveying a message to the rebels that we will be compelled to defend civilians, whether pro-Qaddafi or pro-opposition,” said a senior Obama administration official.
It certainly sounds like a clusterfark, but...
If America wants to enter other states and declare a monopoly on sanctioned violence, well, that's a good way to keep outrages against civilians low, but comes at the cost of using American troops for every damn fight in the world.
If you're going to go a different way -- supporting indigenous fighters with air capabilities and intelligence -- you have to accept that there are going to be some vicious slaughters of civilians by "freedom fighters," but certainly you want as few such massacres as possible.
What do you do? You can threaten an end to air cover and supply. But that doesn't thwart a slaughter in progress.
I'm not sure a threat to attack the rebels we're supporting is necessarily a bad thing. We need them to keep it clean. The temptation in any war, especially a civil one, is to get dirty and vicious as soon as possible and then keep topping yourself. Our troops don't do that (except for the occasional psychopaths who are then court martialed), but we don't want to have to insert our troops into every situation where we might want to flex some military might.
If we're going to fight in this limited fashion (and I think the old Cold War model of limited support is well worth revisiting), we do need to let our "freedom fighters" know that there are some things we just won't/can't countenance, and there's no way we can stay in a fight if our "freedom fighters" decide to unleash their inner Al Qaeda.
As for actually bombing them, though: I really can't think of a more preposterous situation than bombing both sides in a civil war.
Oh, and meanwhile, SecDef Gates said there won't be any ground troops in Libya as long as he's serving in his job. So, like, implicitly, he's threatening to walk.
People point out that we already have had troops on the ground -- one of those shot-down pilots was almost certainly evacuated care of a SEAL team in a helicopter, and I'd imagine they touched boots on the ground during the operation.
I think he means apart from such things.
Although, of course, any time you have pilots in a war it means you're just one shoot-down away from a hostage situation.

If the rebels turn out not to be the sterling freedom fighters they are portrayed as -- and does anyone think that they are?--then what exactly rationale do we have for being there at all? Kdaffy was no longer a threat to the west--W used soft power to end his ties to terrorism and WMD research. So attacking him now is actually against US interests if we ever hope to convince bad actors to reform without direct war with us.
I understand differences in magnitude of slaughtering matter, but if the rebels are already getting into the swing of things without power what makes anyone think that they will be so much of an improvement once with it?
If Libyans can agree on nothing but the desire to slaughter each other--fine, what's it to us?

And we already arm and train the Egyptians, so we can just setup camp across the border. There, no boots on the ground. Just a couple of allies (US and Egypt) doing some training together. And then a hundred yards on the other side of the border are another set of allies (Egypt and the Libyan rebels) doing some training.

So let me get this straight...
Qaddafi must go, so we're sending in our military, who won't actively try to remove Qaddfi. Instead we're relying on local rebels to do so after we enforce a "no fly zone" that includes bombing non-flying tanks and artillery. The rebels are fighting civilian both Libyan regular forces and civilian militias hired by Qaddafi, but if the rebels kill them they'll be bombed too.

Yeah, the best part of that show was when Kenzie was with the bad guy in that huge, cavernous wharehouse, and he was able to just climb up a conveniently placed ladder to retrieve exactly what he was looking for.
I didn't like that episode much--the part where Heddy watched the bad guy just cold bloodedly murder his cohort, and she refuses to have him picked up for murder because there's a greater national security issue at stake--I didn't find real believable.
My favorite character on that show is Deeks. He gets all the good lines.

The problem though it that every attempt at this case has been decided on terms of 'Standing'... ie you must proove that you will be damaged or you cannot bring suit.
So, he had to wait until he was ordered to do somthing which 'could' damage him... and then he could question the validity of the order...
Problem is, it was a Military Court, not Civilian Court... so while he had 'standing', the court did not allow his arguement even into court... which was interesting based on the outcome of the Nuremburg Trials, the My Lai case, AND the current training which says you should NOT follow illegal orders...
So... the precedent was just set that you should not question the validity of orders, until AFTER you have complied with said order??? or that you can question the order, but then have to do it anyway?
Whole things a mess... but I lay it at OBAMA's feet... he could have easily just released his documents...
But based on the fact that he could not even present his defense, I still contend that the Military Chain of Command is in the tank (or at least the Legal Beagle parts of it).

Look, today someone said that trump is doing this for the president because this is the only issue that really could mar what could be a perfect campaign. I think though that people aren't looking for a ideologue as president. They don't want someone making decisions for the country based on polls and whether or not the base and the big donor will revolt, we've been through that will wild bill the aspirin factory bomber. People are looking for a whole sale change of how government is conducted. Like do what you promised. Have real transparency. Get rid of the influence of k street. Make sure that anyone can become president not just the wealthy among us. Little things mean a lot and a lot of folks are remembering how he didn't keep his promises and those promises could have been kept in the first week. Therefore he is going to win but it's going to be close. He'll have to convince people to trust him again and that will not be a walk in the park.

there IS no opsec.
i have told you nothing except there are people there which everyone knows. Our rule is that if its already being said on the web. i can repeat it its not a secret.
this whole thing is leaking like a sieve. Notice i didnt say who he was, who he worked for, what he was doing, where hes going next, or anything like that.
besides i hate to say this but the whole deal HAS NO OPSEC the admin is leaking like a sieve lying and spinning and you guys might want to know the truth in case a few of you think they might wanna pick up orders to go there. So my advice is DONT.

Even though I think it's extremely stupid to be waging war for the rebels which are allied with Al-Qaeda, the Western world has really got to stop being such pansies about killing civilians during wars.
War is not some silly little game with rules and penalties for misbehavior. War is about dominating, crushing, destroying, and enforcing your will on your opponent. Killing civilians isn't just a part of that it's really the main focus of what wars should be.
Yes, I said it. Civilians are a legitimate target in any war and if you can't stomach that idea or think it's too barbaric then your too much of a sissy to be wanting to wage any war.
