I don't know anything about Norweigan law, but let me speculate as if I did.
It's my understand that after the shooting, news outlets reported that the maximum sentence in Norway was 22 years.
So I'm guessing the Norweigan government was looking for a way to keep him imprisoned for life and by declaring him insane, they found a way to do so.
I'm hoping that the answer, but given these European countries, it's entirely possible the dude will be out in 5 years

I thought I read somewhere that the maximum he could get over there was something like 22 years, because life without parole is cruel and unusual dontchaknow.

I would guess that most murderers are indigent so the state taxpayers end up footing the bill for their defense.
I think the push to eliminate the death penalty comes from the "society made him do it" branch of modern thought. Western Europe already shows that eliminating the death penalty means that life without parole will be eliminated sometime thereafter. Eventually it leads you to a situation in which a man can murder 69 people and face a maximum of 22 years.
I really wish that all liberals could be placed into their own society and forced to live by their batty laws so that they would be the only ones who'd have to suffer from their insanity.

In just about any other European country, I'd be right there with you. But isn't Norway supposed to be the modern Joo-hater European headquarters, complete with a large, violent Muslim minority that commits around 80-90% of the country's rapes and murders? Didn't know right from wrong is what the law turns on here, but it really isn't an accurate definition of insanity. Theirs is more accurate. The truth is he really does have a brain disease that affects ego (for lack of a better word for a sense of one's proper place and purpose whether in history or among people in general - and thought. If he weren't schizophrenic all those people he shot down would be alive. He will never have lasting insight into his crime.

This is what happens when you don't have a death penalty or relaxed prison sentences. You declare them insane so they don't have to have a proper trial and you can lock them away forever.

Breivik made it quite clear in his 1500 page "manifesto" that he was prepared to go out himself in a hail of police gunfire after he killed his intended targets should it turn out that way. If not, then he knew he'd face trial and be sentenced to serve time in the Norwegian penal system.. And why would he fear that? Take a look at online photos of their new Halden prison, proudly billed as one of the world's most "progressive" correctional facilities, where some of the most hardened criminals, including murderers and rapists, are kept. Excerpts from some news report descriptions of the place:
"The jail is spread over 75 acres of woodland just outside Oslo with cells that rival well-appointed college dorm rooms, with their flat-screen TVs and minifridges. It won't be a crime in this brave new world to post a rant at some "counterjihad" blog. But medical professionals will want a word with you. For your own good, of course.
Proper norsemen would have just made a blood-eagle out of Breivik's back and then gone out drinking. That strikes me as a good deal less creepy than what happened here.

HOWEVER, if it comes out in trial, the guy is hearing voices in his head, getting visions, well that looks very bad for them. VERY BAD.
You can be crazy, hear voices, and still know what you are doing is wrong: Mark David Chapman, John Hinckley Jr., David Berkowitz (Son of Sam), etc. Jared Lee Loughner is another example. They were all crazy, and knew what they were doing was wrong, but did it anyway. You can hear your neighbors dog giving you instructions to kill, and still know its wrong anyway. But juries shy away from convicting guys like this (it is almost always guys).
Given that every political advantage accrues to the ruling Socialists to put this guy on trial, and just obliterate any opposition to full on Islamization, I'd guess this guy A. heard voices, heard visions, and so on; and B. knew it was wrong but did it anyway. There are a LOT of people running around, mentally ill, often severely, who can still function at a higher level than your average gang-banger, but are dangerous like dynamite (Loughner, Berkowitz, come to mind). Only a guess but that's my guess.
