Isn't he saying that he will ignore the defunding of his precious czars? Through what other (legal) means can he act to continue their use?
His signing statement explicitly states that he will not obey de jure. So, who has standing to sue to enforce the statute as written?

That's fine, so long as you don't spend any tax dollars on those positions that have been officially de-funded. Any attempt to suddenly re-write that section to add funds where none were authorized is an explicit violation of black-letter Constitutional text.

FACT: The agreement means these posts won't be coming back -- good news for Americans discomforted by the Obama Administration's agenda of government takeovers and bailouts. And perhaps more importantly, the provisions establish a precedent that Congress can deny the president funding for such positions -- effectively challenging their constitutionality.
