I don't understand something -- does the House need to affirmatively "block" funding, or can they just do this passively by simply not appropriating funds for it?
And if the Senate insists on such funds, but the House holds firm... I guess a government shutdown?

No, this is the Continuing Resolution...it's the funding bill for the government. If there's no money in it for your program, you're out of business.
When Cantor says, "I expect to see one way or other the product coming out of the House to speak to that and to preclude any funding to be used for that," what I think he means is, the agencies can't shuffle money from other accounts for these purposes. It's a way to make sure Obama doesn't do an end run around the defunding by accounting tricks.

They can refuse to pass the House bill as is. They can add what they want to it, alter other things, and pass it their way. Then it goes to committee where there's usually a compromise which always seems to come down on the side of the spenders.

This sets up a great three-way game of Chicken.
The House can refuse to pass any bill that funds ObamaCare. The Senate can refuse to pass any bill that doesn't fund ObamaCare. In that game, either the Dems peel off 25 House Republicans or the GOP peels off 4 Senate Democrats. Who do you suppose is more nervous about facing the voters in 2012?
In the second game, Obama can veto any bill that doesn't fund ObamaCare. Overriding his veto becomes a huge obstacle: there's no practical way that the GOP would be able to muster a veto override. So the GOP option then becomes going back, passing the same damn bill again, and challenging Obama to veto it again.
In both games, the risk is that the Federal government will have to shut down because its funding bills haven't passed Congress and been signed by Obama.
So which side has got the brass balls to shut down the Federal government and risk the wrath of confused voters (who will be barraged with disinformation from the MSM)?

ObamaCare itself, the Patient Protection and Affordable Care Act, was entirely written by the Senate. Remember what happened? Harry Reid took a bill that originated in the House, erased all of its content, replaced all of it with the Senate version of ObamaCare, and sent it to the House, where Nancy Pelosi forced her Democrats to vote for it without any amendments.

Actually, I made a mistake when I wrote "tax and spending" have to originate in the House, it's just tax bills (sorry for the brain lock).
Article I, Section 7:
All bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.
But even w/just taxing bills, you see the Senate may amend it.

Good point. If the House puts Health and Human Services into a separate approporiations bill, and passes funding for all the other departments, then the only piece of the Federal government that (potentially) gets shut down is HHS.
Of course, the Senate and/or Obama could choose not to pass the funding bills for the other government departments unless and until they get a HHS funding bill they like... but then the sin is upon their heads for shutting down everything besides HHS.

Two federal courts have ruled that at least part (and all parties agree that the individual mandate is the most important part of the health "reform" act), is unconstitutional. The administration has appealed the decisions to the appellate courts, but it is unknown by me whether the government has requested a stay of the Vinson ruling.
And the health care "reform" program is very unpopular with the voting public.

What the House should do is break the usual 8 to 10 spending bills down into something like 50 or 60 small bills. Put just enough "goodies" in each one to get the Senate to Pass and Obama to sign them. Keep promising to include the unwanted stuff in the next bill, but never do so. Like NPR could be in the "Community Development" bill, but oops, we decided to put it in the "Communications Funding" bill but oops, now it's going in the "Cultural Communities" bill... but SORRY, we didn't have the votes to pass that.
Right now it's too ovious where the funding for NPR is, so if the Omnibus Porkulus bill shows up without it there is a shitstorm in the Senate and complicit media.
The House needs to assert their FULL rights to organize the spending as they see fit. Send the real THIRD RAIL stuff through alone. Social Security funding. Yes or No. We approve and send to the Senate and Obama. OK, what can they do but sign it. Now, it's can't be used in the "make grandma eat catfood" play we've seen run by the 'tards so many times.

The DEMS and Obama won't dare veto sections of the budget that have nothing to do with Obamacare, like food stamps. etc.

The term "blocked" really annoys me. Why not say that they will just refuse to fund the program? Why "blocked?" Is it more muscular? Does the use of an active verb score well in focus groups?
To me, the term "blocked" means they may not be able to get away with it. Like it's some kind of arcane parliamentary procedure never before attempted by men in tights.

On a more serious note, it's on Obama. He could refuse to sign a budget not funding something most Americans oppose, but that's a hard sell. He'd probably have the government unions picketing the White House in a week, demanding he sign.
