— Ace It's a pretty impressive debunking.
ALSE CLAIM: “Rick Perry doubled spending in a decade.”
TRUTH: State spending – the non-federal dollars state lawmakers can control – is six percent lower under Gov. Perry than it was under the two-year budget in effect when he took office, adjusting for population growth and inflation. In unadjusted amounts, state spending is $80.5 billion for the 2012-13 biennium compared to $55.7 billion for the 2000-01 biennium. Texas’ population growth plus inflation since 2001 is 54 percent. The current Texas budget funds the state’s vital needs by operating within available revenues and providing tax cuts for small businesses. Gov. Perry is the only Texas governor since World War II to cut state (general revenue) spending.
FALSE CLAIM: “This year, Rick Perry is spending more money than the state takes in.”
TRUTH: TexasÂ’ budget has been certified as balanced by the Texas Comptroller of Public Accounts, with an estimated $6.5 billion remaining unspent in the stateÂ’s Rainy Day Fund. Every budget Gov. Perry has signed has been balanced.
FALSE CLAIM: “Covering his deficits with record borrowing.”
TRUTH: Texas does not have a deficit. The stateÂ’s recent sale of Tax and Revenue Anticipation Notes (TRANs) is cash-flow management tool that dates back to 1987. These notes are sold every fiscal year to manage cash flow and to provide up-front payments to public schools. They are repaid within the fiscal year with tax revenue that comes in after the upfront school payments are made. Texas earned the highest possible ratings in anticipation of this offering, receiving a rating of SP-1+ by Standard & PoorÂ’s, MIG 1 by MoodyÂ’s Investors Service and F1+ by Fitch Inc. TexasÂ’ net interest rate of .27 percent is down from last yearÂ’s rate of .34 percent, representing the stateÂ’s lowest net rate ever for these notes.
From what I gather, in reality, the Rainy Day Fund is anticipated to be spent on increasing Medicaid costs, so that's not really preserved.
Then again, this is a depression.
I said the same thing with Pawlenty -- if your budget is close enough to balance that you can make it appear balanced with a few arguable gimmicks, then, for all intents and purposes, it is balanced. Or as balanced as budgets tend to get.

I don't think most folks understand what's going on.
At least Texas has some cash they saved for the past several years. Most states would find that concept incredibly alien. Where are they going to get their money for this stuff?
Anyway, am I out of line to see Bachmann as Mitt Romney's stalking horse? Is that way to conspiratorial? She has always taken on Romney's biggest threat. And she's often been kinda unfair about it.
Perry's debunking is probably the harshest criticism of Bachmann I've ever seen, because essentially it shows she's either dishonest or irresponsible in learning information.
I really like Bachmann (though not for president) so I hope she apologizes for this mistake, and I'm at least glad this was discussed before the debates. Perry's not the only person to get credit for Texas's very well run government, but he obviously deserves a huge amount of credit, and anyone telling you otherwise is a jackass. He's been governor here for over a decade, and things have gone really well.
Can he handle a debate against Romney? I hope so. Romney is not a stupid guy... he's actually an exceptional debater. If Perry can keep pace, I am 100% in for Perry.

Instead of trying to climb back up the cliff with their own policies and records, they dangle there by Perry's pant legs and try to shoot holes in the only person still holding onto the edge.

I also kinda was annoyed at the 'T Paw is such a little bitch for not attacking Bachmann yet' then 'T Paw is such an asshole for attacking Bachmann like that!!!' BS was also very insincere and stupid.
Why is it that the more experienced and pragmatic candidates are taking the absolute most heated and dishonest memes this year?
Someone is running an extremely effective astroturf campaign, and not really bothering to take ownership of it (which is the point, of course, but it's also pretty cowardly).
I don't think that's Bachmann. It's also not Palin, who isn't running at all.

Instead, she tries to take someone down. She tries to ruin one of the best arguments for conservative government we've got, on the entire planet these days.
I still like Bachmann, and I know politics is a contact sport. It's a good thing to hit Perry hard, because Obama sure will. I'm glad his operation was able to respond to this fast and with such great precision. They probably were waiting for this, and I hope they are waiting for all kinds of other stupid attacks.
Just wait. His family will soon be under fire. Probably with slanders.
That's the way it works, and I guess it's good that Bachmann put Perry to the test on this, but it's probably time for her to drop from the election if she can't get basic facts straight. We should be pointing to Texas, comparing it to California, and taking what we learn to the general election, pointing out how the fed is more like Cali than Texas.
Will Obama be able to quote Bachmann in his attack ads next year? I think so. We need to be more careful about that.
I'm still waiting to see how Perry and Romney face one another in the debate. Romney's explained he will wait to attack until a time of his choosing, but I think he better bring some kind of criticism, or the man with the better resume is the victor. I kinda wish the debate was just the two of them.

The next shoes to all drop:
Santorum
Roemer
Huntsman
Cain
Those left heading into early 2012: Gingrich, Bachmann, Paul (you know why), Romney and Perry.
Gingrich really to help pitch homers to Perry and the other stronger candidates, Bachmann to continue her "voice of the Tea Party" stuff, Paul because the mothership isn't ready to pick him up yet, Romney because he has been running since 2007.
Gingrich will drop out and endorse Perry, Bachmann will drop out to assure Romney won't win via splitting, and finally Romney will cede to the power of Perry.

Is Palin running? I really hope she doesn't, I would vote for Perry over her. On the other hand, if she gets in the race, she's going to draw all LSM coverage, providing lots of cover for Perry. I find it so interesting that the Palin ardent supporters think while she's the only GOP (potential) candidate who loses substatively to Barry, that once she enters, all magically she'll take the lead, people are not going to take a chance voting for someone who is already losing to Barry. More time will need to be spent attacking the Messaih than defending the GOP candidate, and the GOP candidate who can do this the most effectively, defend themselves effectively as well as attack effectively, should get the nomination. The only way I would vote for Palin is if she is the GOP nominee, which is that happens, I'm certain she'll lose.

Palin may jump in but it makes Perry look more moderate and 'acceptable' to the squishes by comparison. It may be a net plus, since nobody is going to take Palin's side within the media. Their obsession over her every waking moment could help make the Republican nominee look "normal", the exact opposite of what they want.

I think this is a fair point. I do think Perry has attacked Romney for Romneycare. I think he should go ahead and lay out the difference between the two of them.
It doesn't have to be an attack, really. Just a
'Hey, we all know Mitt and I are the front runners at this point, so let me cut the crap here and lay out what's different about us. I was successful as governor, reelected multiple times. I made Texas a bit more efficient and kept the government off the backs of the people, as well as reacted to a variety of problems without drama. I have more experience of a higher quality, and I have always observed the following principles, x,y,z.;'
It's really on both of them to do this. It doesn't have to be ugly mud slinging either. Everyone knows Romney = Romneycare but also brilliant businessman. They know he's a bit of a flip flopper. I'm not sure anyone really talks about Romney's record as governor in great detail.
They should summarize their differences with respect, and just cut the crap for a moment.
We all know this isn't what's going to happen. I'm sure both of them have a store of attacks similar to this Bachmann grade BS, and that's a shame.

When Bush was Governor Texas had a balanced budget as well. In that state the legislature really has more to do with spending than the Governor does anyway. That might be why they have had problems with deficits in recent years.

Whether overtly or not, it's very strange to me that she's always targeted people based on what appears to benefit Romney at that time. And yet she's been a lot milder towards Romney.
Think about it. Perry gets the digs, but not Romney? What's up with that? There's nothing wrong with an alliance like that, I guess. I think for whatever reason, Bachmann wishes to remain in Romney's good graces.
She really isn't anywhere near prepared to be VP. The VP needs to be able to take the executive mantle in the absolute worst situations. It's probably not going to happen, but two presidents have been shot in the past 50 years. It could happen. Someone like Christie or Palin who has at least been a governor and handled some hard times is ready for VP, IMO.
I do not want someone with no real executive experience.
What would really be great is if you could appoint a former president to be VP. They would simply be ineligible to run for President, but if there is an urgent need to replace a president, Bill Clinton or George W Bush (obviously for their respective parties) are the best two options.

This isn't really fair at all. In fact, a lot of what you're saying is actually not true at all. Texas will take on debt to pay schools throughout the year, but they have balanced budgets and pay the debt. It's like having a credit card so you can get gasoline, and then paying the credit card off in full. That's why Texas's interest rate is one of the lowest in the world.
Yeah, Perry is not the only person responsible for how great Texas has been, but he has run the state well and he's always signed balanced budgets.
And the budget has gone DOWN per capita since Bush was Governor, if you only look at what the state has control over.

It's like someone is getting talking points and spreading them around to undermine Perry, who is obviously going to be the nominee barring something really amazing.
What good does that do us? I am not saying we should deify the politician. If someone has a complaint, dish out the damn complaint. What's Terrye talking about, though?
"The Texas legislature made some deep cuts this year and increased the rainy day fund in an effort to absorb shortfalls."
What in the world is that supposed to mean? Perry signed the budget. He was a big part of the process. Every damn agency in Texas took a cut.
Deep cuts? More like 2% for every agency. Every administrator had to get their jobs done on slightly less. Terrye is suggesting we cheated somehow, and had some horrible shortfall, and I don't really see what she's talking about.
This is how things have been going in Texas for a long time, actually. Times are not easy, and if there's a cut that can be made it's likely to happen. Nothing sinister, and honestly, nothing deep, because we didn't have any truly terrible wastes in the first place.

In a normal year, a candidate would try to frame the cuts as a minor 2%, but is this environment, you take claim for deep cuts (which if you heard all the screaming here in Texas, you would think he hacked the arms and legs off the government)
Pretty good retail politicking

Texas has always had a weak Governor, due to its 1876 Constitution.
It used to be a 2-year election cycle post, until Dolph Briscoe back in the early 70's

Perry has this campaignin' stuff down to a science. He's not afraid to call someone out when they "misspeak" about him or his record. And he does it calmly, like an adult. Unlike a certain SCOAMF we all know (and hate).

Yes, even if I preferred Romney's views, which I don't, that's what would worry me. Under pressure, he sort of freezes for a moment, then blinks, then sounds defensive. It reminds me a bit of Dan Quayle on TV. I always felt sorry for Quayle, who was a much better, and smarter, man than he got credit for, but damned if he didn't look like a deer in the headlights half the time. Hard guy to have up there as your standard-bearer; lots of wincing involved. Does he have the chops to fend off the attacks we all know are coming? I ask myself that, and I worry. With Perry, I pretty much relax and say "yeah, he has the chops."

Yeah. Jackstraw may be kinda in the tank for Romney, but he's 100% right that we need to see Perry withstand attacks.
Everything about this debate will be about bulldozing Perry. I am pretty sure the left thinks Perry is much more electable than Romney, because the narrative for him is much simpler and easier to communicate than the narrative against him. Even they will be hoping he fails.
We've got a long slog, and we need to be wary for any weaknesses. Mccain was nobody's pick until the very end. We shouldn't have picked him because he never really had his act together in the primaries... and simply outlasted everyone while flailing a bit. At least Romney and Perry have their act together. I think Bachmann clearly doesn't, and Cain though I really like him also doesn't. Gingrich is the epitome of jackass lately.

It is? That's great. So is UT Austin's endowment.
Yeah, Texas is not taking the US Dollar for granted. It's going to evaporate, and at least Texas saved a little money in the good times and even found a way to preserve it.
But it's very sad. I wouldn't be surprised if the federal government wanted to level the playing field.

You would not believe how many Texas legislators begged and begged and moaned and moaned for Perry to agree to spend that rainy day fund. Over and over and over they demanded it. Usually for 'investments' Obama style.
We do have a lot of democrats in Texas. They are outnumbered, but they are also numerous and well organized, and fairly recently were extremely powerful.
One of the many things Perry did was flatly refuse to sign anything squandering our rainy day fund. Harder times really could be coming. We should use the rainy day fund only if we can't cut spending. So cut cut cut cut cut.
Reading the Texas comptroller's site, I've found cuts to every single agency. Cut cut cut cut cut.
The bureaucrats in DC are not going to like Perry.

Sure, and I think if he folds like a cheap suit plenty of us will dump without much problem, just like Pawlenty. I mean Pawlenty really did well in that first debate that was of the second stringers and many thought he could pull off being the Not-Romney candidate that many could follow. But in the debate where he had the opportunity to show he could play with the frontrunners his star dimmed instead of shining brighter like we hoped.
So if Perry falls apart people will leave him, I just think most don't expect that to happen based on his record in elections and most people's impressions from watching previous debates he's been a part of.

Meh. Romney's strategy this time around has been McCain's strategy. He really isn't doing anything, or hasn't been before Perry came along. Just sitting around, distancing himself from conservatives and generally be 'above' everything and acting like fait accompli and waiting for the rest of the bozos to flame out.
Organizationally, I'm sure he has tight shit. But as a whole candidate, not so sure.
Bachmann has got to go.
This is a desperation hail Mary pass that is full of shit.
I got news for you bub, she's in 3rd. While I personally don't see her having the ability to go the distance, there's about 8 people who, on the merits, need to get lost before she does. Although it's a long shot, she's still in it.
'Sides, I need a fallback just in case Perry implodes.
I do think she is a long long shot, but I find anybody calling out Bachmann for being a 'desperate hail mary' with like 15 bozos on stage, Gingrich, Huntsman, Cain, Paul, I think I'm missing like 6 or 7... well she's a pretty absurd target to focus that particular attack on.

She's accomplished some stuff, but if I were her I would be thoughtful about how I proceeded. Try to stay positive and bow out gracefully. Then go back to the House and try to see if you can become more of a real leader there instead of being an outsider. I was reading about her legislative style today somewhere and it's not good. There's a reason she doesn't have a leadership slot.
I don't see her as a VP pick at all. I agree with the folks who say her background/preparation is not there for that job and I really see her as not adding to a ticket if Perry is at the top. She's got some pretty big negatives and the positives don't complement Perry's weaknesses.

For what it's worth, the only two bloggers I can think of who've come out with publicly declared favorites and continue to show genuine respect to the other candidates are Ace and The Other McCain.
Which is why I follow their blogs.
I flat gave up on Malkin -- her cousin should have nothing to do with her political behavior.
She did tell (Hannity, I think) that she would support whoever wins, because Barky really is that bad.
I took that endorsement as the equivalent of having to choose between sucking snot out of a dead horse until it's face caved in, or sliding down a fifty foot razor blade.

I think Bachmann is much more of a legitimate candidate than Obama was. He really was basically fabricated by a bunch of white liberals to be an acceptable hope and change candidate. She seems to be a self-made woman. In fact, I think she'd do better if she'd play ball more with her party's leadership, but at least she seems to have some sort of principles and agenda of her own. Obama was all smoke and mirrors (in more ways than one).

What the f*ck?Candidates can only run if they can win? And how is that determined? She's more viable than Cain, Gingrich, Santorum, Huntsman, and that hideous troll Ron Paul.
As I said at the start of this discussion, in my opinion Bachmann has not worn out her welcome yet, but she should be looking for a graceful exit in the next couple of months. She has raised her profile, avoided catastrophic gaffes, performed very well in at least one of the debates, and represented the Tea Party relatively well. She's not my candidate, but she is far from being the bottom of the barrel of the folks who are running.

Yeah, but I think it's still early enough that it's not a big deal.
Look, at least she is an actual candidate with whom many in the Tea Party identify, so it's good to have her at these debates expressing those ideas. I think people want to feel that there's been a real process, not a "selection" by the Evil Establishment or Media or whoever. So to me I think it's fine for her to be there for a while longer. I'd rather see the truly unviable candidates - the Cains, Huntsmans, Santorum, Gingrichs, and Paul - drop out. These "debates" with 6+ candidates on the stage are useless.

I'm still confused about one thing. If Palin is such an albatross, why did Perry
ask her to campaign for him in the last governor's race? You know, the
one where he said he would not, repeat not, say again not, run for
president, I guess, to be fair to Perry, in the fall of 2010,
he had not yet realized that Obama and his communist collaborators were
destroying the country. He must have just woken up to that reality
a few weeks ago. Good to know that our anointed champion is up on current
events.
As an aside, the oil and gas industry is the fuel for the Texas economic
engine. Obama and his communist collaborators are doing everything they
can to destroy it. Why isn't Perry
raising holy hell about this every day of the week? IsnÂ’t that something a governor would do?
I remember Alaska Governor Palin suing President Bush when his little stable of environuts
tried to shut down Alaska oil and gas development by claiming that polar bears
were endangered species. Obama has illegally banned oil drilling in
the Texas littoral. Why isnÂ’t the
Texas Governor taking him to court? A circuit
court has already declared the ban illegal.
I guess there must be a shortage of lawyers in Austin. Or, perhaps the Texas Department of Law has other priorities - such as ensuring that illegal aliens receive in state tuition and other welfare benefits.
I'm sure Perry is a fine man and I don't doubt his intelligence, nerve, or
determination. And, I can certainly see his hat. But, where's all the cattle?

"If Palin is such an albatross, why did Perry ask her to campaign for him in the last governor's race?"
-----------
How do you know that he 'asked' her to campaign for him? Maybe she volunteered...... Her poll numbers have been in negative territory since she quit her job as governor. He probably lost as many votes as he gained, by her campaigning for him.
The rest of your comment is complete bullshit. Perry has been raising hell about Obama's efforts to hurt the oil & gas industry.
