Rejected! Senate Votes Unanimously To Ignore Obama's Budget
— DrewM

The Senate Democrats don't have a budget yet they are trashing the Ryan budget. That means the only Democratic budget on the table is the one Obama submitted. It was not well revived.

Behold the beauty of bipartisanship!

No senators voted for President Obama's 2012 budget when it came up for a vote in the Senate Wednesday.

A procedural vote to move forward on the president's plan failed 0-97.

Just minutes earlier, the Senate failed to advance Rep. Paul Ryan's (R-Wis.) budget plan by a vote of 40-57, a vote on which five Republicans voted against their party.

Democrats sought to put Republicans on the defensive over the Ryan budget, which they have described as extreme. But Republicans, who demanded a vote on Obama's plan, sought to flip the script after the later vote.

Mitch McConnell (who voted for the Ryan budget) gloated in an emailed statement.

“The President identified the problem more than a year ago when he said that ‘almost all of the long-term deficit and debt we face relates to the costs of Medicare and Medicaid.’ But Democrats in the Senate showed today that don't even want to talk about it. They rejected every single proposal to deal with it. They've chosen to ignore this crisis just like they ignored the last crisis. They're so focused on an election that's nearly two years away that they can't see the crisis in front of us.”

Of course the only news coming out of this is what a disaster the Ryan plan is and what a huge setback it is for the GOP who will never win another election or something. Meanwhile, President Dreamy's budget not garnering a single vote? Not a big deal or anything.

I don't know who Ace was talking about going on offensive over Medicare in the wake of NY-26 but it wasn't me. Still, I was talking to some folks about the same thing on Twtitter. We need to understand that Democrats are going to lie about the Republican plan no matter what it is. While it's important we sell our plan, we simply can't fight such demagoguery simply with calm, rationale appeals and math. We need to blend in a little fire and brimstone of our own. If it's remotely true, so much the better.

I'm thinking something like, "Democrats lied and Medicare died". Or, "The Democrats plan bankrupts Medicare in about 10 years. Then you'll have nothing".

We need to attack on a gut level in addition to appealing to the brain. If it involves scaring seniors and those nearing that age, fine. They, like the rest of us should be scared.

In case you're wondering, here are the Republicans who voted no on Ryan.

Sen. Lisa Murkowski (R-AL), Sen. Rand Paul (R-KY), Sen. Scott Brown (R-MA), Sen. Olympia Snowe (R-ME) and Sen. Susan Collins (R-ME) voted against the proposal. Two other Republicans, Sen. Kay Bailey Hutchison (R-TX) and Sen. Pat Roberts (R-KY) did not vote.

Rand Paul voted no because he didn't think it went far enough. I think that's kind of weak tea since it's the most far reaching plan on the table. Vote yes and try and get more later. Voting no is just a vanity play.

Added: In addition to the Ryan and Obama budgets, there were two other options put up for a vote. These totals were sent out by Mitch McConnell's office.

· President Obama’s budget (S. Con. Res. 1 : No senator voted for it. It lost 0-97. Leader McConnell voted against President Obama’s budget.

· House Budget Committee Chairman Paul Ryan’s (R-WI) budget (H. Con. Res. 34): 40-57, 40 more votes than Obama’s budget. Leader McConnell voted for Paul Ryan’s budget.

· Sen. Pat Toomey’s (R-PA) budget (S. Con. Res. 21): 42-55, 42 more votes than Obama’s budget. Leader McConnell voted for Pat Toomey’s budget.

· Sen. Rand Paul’s (R-KY) budget (S. Con. Res. 20): 7-90, 7 more votes than Obama’s budget. Leader McConnell voted for Rand Paul’s budget.

Interesting thing about the Paul budget vote? Orren "Please Don't Dump Me Like You Did Bennett" Hatch was one of the 7 yes votes. Heh.

Still, it's pretty clear one party is serious about this stuff and one not so much.

17 I'm surprised Bernie Sanders and some of his cohorts couldn't bring themselves to vote for Obama's plan. Though Reid feels that the Ds can win without passing a budget and just attacking the Rs. Polls also show that people know more about Obama's budget than they do about the House R plan and that people Obama's plan cuts too little and taxes so much. Disowning it only serves to help congressional Ds.

25 Here's the Dems stated reason for shooting-down Obama's proposal:

"Democrats voting against the Obama budget argued the president had essentially abandoned it when he presented new proposals for reducing the deficit in March."

The Senate needs to consult the White House on this, because Obama hasn't dropped it. When the House Rs contacted Obama after his GWU speech, they were told to look at his old budget, as the CBO can't score a speech.

Posted by: Miss'80sBaby at May 25, 2011 04:24 PM (CLYmB)

26 I wonder about some of the Republicans that held firm like I do about Paul in the opposite direction.  If the Ryan Plan actually had a chance of passing would they all have voted yes for it then?

Posted by: buzzion at May 25, 2011 04:24 PM (oVQFe)

27 The Dems don't need a budget.  They pumped it up so much in 2008 that they can sit back and pass continuing resolutions under threat of government shut down for the next two budget cycles.  Maybe indefinitely.

33 I can accept Rand Paul's excuse because he has drafted a plan that balances the budget in only five years. So at least he's putting his money where his mouth is. The rest of them, though? Primary them. I am PISSED at KBH for not voting. She was supposed to quit the senate when she ran for governor of Texas, and instead she broke her promise to do so, and this is what we get? For what? She's leaving after this term anyway. Is this her way of getting back at the Texans who voted against her? What a petty little bitch.

They have no fucking excuse. I bet even money, however, if Republicans recapture the Senate by a good enough margin to make the Maine Twins and Murky irrelevant (53-47 would do it), this passes in 2013 (assuming a Republican President).

41 " 33 I can accept Rand Paul's excuse because he has drafted a plan that balances the budget in only five years. So at least he's putting his money where his mouth is."

And how is that going to work if he can't get a bill like that signed?

He should support Paul Ryan's plan, because it's much better than the status quo.  Simple as that.  America is at the crisis level, and anyone who opposes fixing it is part of the problem.  Rand Paul is part of the problem, even if he has a 'I am the best' plan with no chance.

This is important.

Why not?  Just because it doesn't go far enough doesn't mean it prevents more cuts down the road.  If anything, that's what usually happens with these things.  We didn't dig this deficit hole overnight, and we're not going to fix it in one election cycle with one piece of legislation.

If Ryan has a plan that starts getting Washington "used" to cutting entitlement spending, it will be that much easier to pass the next needed set of cuts.  To vote against starting the ball rolling simply because it's not everything you wanted out of the gate is not good use of a legislative seat.

77 Miss 80s, I guess that's what you'd expect from Pelosi.

I'd raise my voice too.  Pelosi rammed entitlements down America's throat, against our wishes, while boasting she hadn't read it yet, and we'd find out what was in it after.

I bet she hasn't read Ryan's plan either.  She has no interest in really doing her job.  She sees herself as ruler.  But even then, she knows the plan is not to "end medicare".  It's to make it sustainable.  Her plan is to ignore the problem, but I suspect she hasn't read enough to understand just how serious the problem is.  I wonder what she will say when the whole system collapses?

It's frustrating, even though that's what I expect from jokes like Pelosi.

Then again besides DADT since being elected to the senate Kirk has a record closer to Toomey and Ryan than Collins or...Kirks own record as a Rep.

Is there any kind of rule on how long a congresscritter can be incapable before they are replaced?

The rules are what they say they are. Expect some Weekend at Gabby's shit to go down at the Democrat convention where they trot her up on stage in and load up a pre-packaged script into one of those Roger Ebert Vagina-Mouth 3000 translator things. While she stares blankly into the audience, you'll get an earful of thinly veiled, "Don't let the Republican Teabaggers shoot Medicare in the skull like they shot me."

118 94 Once again, for the hard-of-thinking, the key is MediCAID and ObamaCare, not Medicare and SS. The fact that the GOP have almost totally forgotten about MediCAID and ObamaCare (one vote and they think they're off the hook, now, the despicable shitheads) and are now working on some stupid idea about SS/Medicare payments some ten years into the future ... when everyone will have already been pushed onto MediCAID ... is ridiculous.....

The House Republican budget reforms Medicaid and repeals and defunds ObamaCare. It contains trigger mechanisms for SS but it doesn't contain an actual plan. Even the Medicare reforms in that document aren't fully-fleshed, as they duty was* left to Ways & Means. That's the way the process works.

161 137 Of the republicans who voted no, why is everyone attacking Paul, the actual, you know, fiscal conservative of that group?

A combination of his pappy's "vanity vote" style continued via the 2nd generation, and the simple fact that his plan had no chance of passing the Senate either.  The Senate is not a place to have the "100% all principles all the time" Republican - there has to be room for accomodation.  The House handles the imaginable for us.  The Senate is purely about what is possible.  With the balance of power as-is, or even as it might be going forward, his vote is going to matter quite a bit in getting to 60 on legislation that we might all like.

Think of him as the anti-Collins, Snowe, Graham, et al.  He might be the one vote that kills legislation that the base favors for purity / ideological reasons.

Hell, if Demint and Coburn are Yes votes, you have to wonder why Rand won't come along.

166 136 ...The point is that there should not be an emphasis on SS and Medicare UNTIL MediCAID and ObamaCare are gone.  First things first.

The Dems changed their minds about block grants once they discovered they could get more mileage out of going on the attack. As for accomplishing something on both issues, I'd love for it to happen but I'm not seeing it. Obama will keep pushing his "signature accomplishment" while handing out waivers to his friends.

And it's strange that I have not heard a single person talk about Ryan's budget and its repeal of ObamaCare and cuts to MediCAID.  Not even Ryan talks about this.  This shows that none of them really know what the serious problems are that have to dealt with.

The Dems attack Medicaid reform on and off but they prefer to talk about Medicare. Ryan has talked about it in speeches but he rarely gets asked about it anymore. But I'm sure the Dems will eventually get to those ads of starving women and children lying dead in the snow because he somehow killed Medicaid.

255 193 Of course they do.  Because they couldn't possibly defend federal MediCAID.  And that's another reason why the GOP should have been nothing but "Repeal ObamaCare, Cut federal MediCAID" all day, every day, until it gets done.  But they preferred to shut up about MediCAID and ObamaCare and, instead, concentrate on some plan that was more about 2022 than it was about 2012 and the importance of removing the cancer of ObamaCare (which, by itself, perverts this nation and harms it more than anything else one imagine).

With $88.6T and rising in unfunded liabilities, I see no reason why the GOP should have avoided the question. Medicare and Medicaid will become the two primary divers of the debt before long. We also know from the Trustees' report that the date Medicare goes insolvent jumped from 2029 to 2024. Ignoring this issue isn't going to make it go away, and it's too bad that the Dems have decided to follow Obama's lead in giving no real solutions.

Ryan shouldn't need to be asked about it to talk about it.  And Dems won't bother with MediCAID while they're working on MediCare and SS horror stories - which the fuckhead GOPers didn't bother to address, anyway.

He doesn't, and he talks about it voluntarily. If the other GOP members have forgotten about it, then it's there problem. As it is, they were all trained as to how to answer these questions and play offense and a majority of them decided to cower under their desks. As for Social Security, I really haven't heard the Dems cover it that much because it's not actually in the Republican proposal. From what I've heard, they're sticking to Medicare.

He hasn't won an election since 1997, he dropped out of the race against Hillary Clinton (QUITTER, as Tattoo de Plane would say), he ran a horrible campaign in 2008 and lost in a series of primaries that was deliberately engineered to help him win, and he's generally authoritarian at a time when people want less, not more government.

Am I going to need a beer for this?  Or perhaps should I just run screaming from the room like a Wisconsin democrat?

Depends... okay so... many years ago I was a Red Cross volunteer at an Air Force hospital.  I worked in the ob/gyn department.  My job was to escort the patients to the room and get her chart set up for the doctor.  So... I take this one lady back and set her up and go back for the next patient.  About 15 minutes later the entire area was filled with the worst odor I have ever smelled with maybe the exception of a rotting dead animal.  The nurse and doctor had left the room it was so bad.  I asked around what happened and they said the lady I had taken back smelled horrible and even the doctor (who was no youngster) couldn't stand it.  She ended up having a very advanced pelvic infection and was literally oozing stuff from her vagina and the smell was just rancid.

326 Too bad congressional Republicans have to seek reelection.  Too bad they cannot function as a well-oiled machine, all marching to the exact same tune as regards the economy and entitlement reform.

Have you read the great piece of reportage, the book Force of Nature: The Unlikely Story of WalMart's Green Revolution?  It describes how WalMart went from defending itself from attacks from every quarter, to the world's largest company in absolutely rabid pursuit of sustainability in every aspect of its operations.  Greener than green.

It took a mindset makeover, and it happened from the top down.  A fascinating read.

The Republicans seem to be in the same mode as WalMart was when it was under attack for stuff like sweatshop sourcing, locking night workers in stores, hollowing out small town main streets, making their cashiers go on Medicaid, and worse.

It is a great story about how WalMart came to see the green light, but suffice it to say that it has transformed the company is ways unimaginable at the start.

Republicans need some kind of a transformation like this, so that each and every one of them can shout from the hilltops, proclaiming most compelling good news in America today, that of how we as a society can be sustainable economically, by doing the right things, and swearing off the wrong things.

They need to be in lock-step on this.  There is no other story to sell.  To not be on this bandwagon is to be on a wagon going over the cliff.

Let the dems throw their brickbats.  Let 'em dream up even more nightmarish campaign commercials.  Let them get nasty, nasty, and nastier.  Fuck 'em.

The script needs to be written so tightly, so compellingly, that the execution of the campaign is crystal clear and cannot be misunderstood.  The campaign, the selling of the story, needs to equal the way the fiery spread of Islam rolled across the deserts of Arabia in the eighth and ninth centuries.  All need to be brought on board as believers.

The Maine sisters and Scott Brown should be waterboarded until they get aboard.  Fuck their reelection chances, what matters is the country's future, and if we just squish our way down the entitlements yellow-brick road, we will end up in a very dark place.  And there will be, as they say, weeping and gnashing of teeth.

Real science (and engineering):  Little Boy wasn't even tested before its first use - that's how confident they were in the design (compare and contrast climate change "models" that can't even explain known, past weather patterns - yet suffice to justify the absolute regulation of all human activity on Earth).

And the story of how screwed up the Nagasaki raid was is very interesting.  Technical malfunction (fuel line problem - on a plane that was serviced and inspected more than the Kentucky Derby winner), bad breaks with visibility at primary target, and Sweeney's decision in the end to defy orders and do a radar drop

335 On the plus side, Ryan's budget got 40 more votes than President Boom-Boom's. Ya know, Ryan's plan may not be perfect but at least he is trying to address one of the most serious problems our country faces. Republicans should be proud of him. He has shown more leadership than all the democrats put together. Also, Republicans should back his plan. If it has some rough edges that need to be worked out, that's o.k. But anyone who bitches about the plan needs to have one themselves or shut the fuck up. Hell, anyone can sit back and bitch but that solves nothing. As far as Alabama and Mississippi being 49th and 50th all the time, well at least we are not billions of dollars in debt (New York, and California). Those "lists" are every bit as skewed as most of the "polls" we see around here.

Drew, please point out to me when voting yes on something and then 'trying to get more later' has actually worked. What you vote 'yes' on becomes the baseline and is only reduced from that point. Sort of like 100 billion turned into 57 billion turned into a couple-hundred million.
