Romney's 59 Point Economic Plan And Accompanying 160 Page Book
— DrewM

59 points? There were 9 that he just couldn't live without or they couldn't come up with 1 more to round things off?

Pro tip for Team Mitt: When voters say they want details, they are lying. People want to feel comfortable with a candidate and a basic understanding of their positions. That's it. The rest is just stuff people say to reporters so they don't look like slackers. In a world where 140 characters on Twitter has made reading a full length blog post like slogging through War and Peace, no one other than rival campaigns and political reporters are going to read all of that.

But since they went through all of the trouble to put it together, let me summarize a summary of it for you (slackers!). Here are 10 things, finally a nice round number, Mitt says he would do on the day he's inaugurated.

They would include five proposed bills that would: lower the corporate tax rate to 25 percent from 35 percent; implement free-trade agreements with Colombia, Panama and South Korea; expand domestic energy exploration; consolidate worker retraining programs and turn them over to the states; and cut non-security discretionary spending by 5 percent. (Obama also supports those three trade agreements, although he has been accused of dithering to satisfy the demands of organized labor.)

If elected, the former Massachusetts governor said he would also issue five executive orders on Inauguration Day. They would roll back President ObamaÂ’s health-care overhaul; eliminate Obama-era regulations; issue new oil-drilling permits; sanction China for currency manipulation; and reverse a number of policies that favor organized labor.

Romney also said he would cut the size of the federal workforce by 10 percent through attrition, possibly by hiring only one new government employee for every two who leave.

Romney says all of this will produce dramatic results.

According to his campaign, by the end of RomneyÂ’s first term, his proposals would lead to GDP growth averaging 4 percent per year over four years; 11.5 million additional private-sector jobs; an unemployment rate reduced to 5.9 percent and a reduction in spending of $1.6 trillion less than the projected amount under the current administration.

The Club for Growth gives Mitt a generally positive review except for his talk about China.
That strikes me much like Obama's promise to renegotiate NAFTA, (hey, how is that coming along?) a good primary talking point but in the cold light of actually governing, not so great.

The histories of campaigns are littered with plans and policy papers and most GOP candidates share the same broad outlines (cutting corporate taxes, cutting spending, reforming entitlements, etc.). The differences are within who has the record of doing what they say and their ability to make it happen if they are elected.

Related enough: Perry is reported to be attending tomorrow's debate in California.

I predict that if Romney loses to Perry, it will be because he was awol during the debt ceiling debate.  Whichever side he endorses, sitting on the sideline for a seminal debate won't play well this cycle.

Who chose that venue?  I hope there wasn't an unfortunate audience of people listening to Mitt.

24 Snark all you want...but this is actually a pretty fucking impressive plan.  Romney has any number of strikes against him (let's not rehearse them again) but he was totally in his element today, and this plan is about 10,000 times better and more appealing than anything Obama could put forth.  Honestly, Perry has a better record on jobs (much of which, to be fair, due to structural factors relating to Texas that he just had the sense to get out of the way of), but Romney just sounds supremely convincing and reassuring TALKING about them in front of an audience.  He is quite reassuring in that area -- it's the one subject matter where all of his supposed 'fakeness' drops away and he is superbly comfortable in his own skin.

Man, I sort of wish we could genetically crossbreed our two leading candidates.  Rick Romney?  Mitt Perry?

Somehow... no.

This plan roll out seems really poorly thought out.  Kind of a fizzle to me. Heck, Huntsman - who blows donkey sticks - had some specifics out recently (on tax reform) and grabbed lots of attention in the process and he's only been at this a couple of months.  Romney's been going for this job for-friggin-ever.  Coming up with concrete plans should have been priority one... particularly when it comes to Health Care.  His record is weak and dusty and people simply don't trust him on that issue (rightfully so).

But if Romney's going to be cutting corporate taxes, that $1.5 Trillion deficit is going to have to be slashed. Heck, even if you don't cut corporate taxes, government spending still needs to be slashed.

CNN is reporting now that Obama's plan is going to be a $300 Billion spending plan on that never-specific infrastructure stuff. The spending is supposed to be offset by $300 Billion in cuts from somewhere, most likely phantom cuts.

I still think they mishandled this roll out.  The timing seems odd, the venue sounds like it was disastrously bad, and the plan should have been shorter with the details referenced in an addendum.

It's like a grad student who slaves away for seven years on their Ph.D. only to produce an overly wordy dissertation.  They want to have a long document to show how hard they worked, but those dissertations are invariably badly in need of editing.

Posted by: Soona - Tearorrist at September 06, 2011 04:11 PM (ABrjU)

54 I think some people are missing the point: the idea of a super-complex 59-point plan is NOT to have every voter read it and study it.  People who are complaining that it's "too long" or "too dense" don't seem to grasp that the idea is to strike an immediate contrast between Romney ("my 59 point plan is so well thought-out and badass that I turned it into a mini-book") and Obama ("nothing detailed and nothing in writing, please").  It also neatly contrasts him with all the other GOP candidates in the field, because it positions Romney to quiz Perry or Bachmann (or anyone) on exactly what their positions are on X, Y & Z covered in his plan.

Also, having seen the speech he gave today, it's good politics.  The policy recommendations are solid, they're not really pie-in-the-sky (at least not the executive order stuff), and even the "get tough with China" stuff actually resonates with me.

I'll be interested to see how Perry responds.  Does he just swat it away and ignore it (as the new frontrunner, he might be able to)?  Does he outline a plan of his own?

Posted by: cantankerous at September 06, 2011 04:18 PM (k1rwm)

82 Looking at the plan (skimming it just now), one thing jumps out - he's calling for increased immigration of skilled workers.  That's going to freak some folks out, imho.  He also has some lingo in there that sounds like the standard education pandering which makes me nervous coming from him.

What he had going for him was a reputation, carefully cultivated by his supporters, that he was a thoughtful, smart businessman.  But that's based on a different economic climate, frankly, and his record as governor of Massachusetts has this big fat turd in it: Masscare.  Early on when I had him at the top of the pile I kept waiting for him to shovel that turd out of there or, even better, to use that turd as fertilizer for a wonderful garden of great ideas on health care.  But that never happened.  That's inexcusable and it tells me he does not accept what a disaster Masscare and things like it are.

Ironically, he's still kind of my back up guy, because I just haven't seen enough from Bachmann to make me think she's up to the job.  So that's pretty sad.

83 50 Slublog,

There is a PDF summary at Mitt's website.

Posted by: Y-not at September 06, 2011 08:09 PM (5H6zj)

Yeah, wouldn't it have been better for him to take these 59 details and combine them down into a sort of 10 point plan, and then have the 5-6 details in each point.  You could get people to know the 10 points and then when he's asked about a specific one he can get down into those 5 specific details.  Because if he starts talking about his 59 ideas people's eyes are going to start glazing over and they're not going to bother listening to any of them.

Each of Romney's key points are well taken, with the notable exceptions of the worker retraining item, the EO regarding Obamacare and the China currency gambit.

The EO rolling back Obamacare merely is a fig leaf.  Getting rid of Obamacare will require new legislation.  There's also the related point that for Romney even to discuss Obamacare is the height of irony, given the fact of Romneycare.

Sanctioning China for currency manipulation is a bad idea.  We don't need to pick a fight with our largest creditor.

Concerning worker retraining the better approach would be to eliminate this area of federal spending.  The private sector can fund its own job training efforts.  The public sector needs to jettison workers, not retrain them.

Romney's team does need to learn to be a lot more concise (the chances of Zombieland absorbing such a detailed plan are zero), but at least they're putting together a (mostly) viable plan.  It'll be interesting to see what Perry's team comes up with as far as the economy and job creation go.  I suspect Perry's approach will be less heavy and a lot clearer.

What is unclear is whether blowing smoke up our asses is a good way to win elections. 2% GDP growth is a best case scenario. If we get a pubbie in the WH and the Senate remains Demotard, that won't even happen. Is it really good politics to overpromise? Don't ask me. He's done for me.  Two hundred grand is peanuts.  the people who are really suffering are making more than that, they are in the big cities, trying to keep their jobs of which they are making the same or less than when this mess started, usually less.  And most are underwater with their homes and still paying their mortgages, not walking away.  And they are probably paying tuition for a couple of kids in college or paying off their own student loans off and therefore they were late into acquiring their dream house.

Posted by: cantankerous at September 06, 2011 05:14 PM (k1rwm)

134 "But he only proposed repealing and waivering Obamacare once."

Can Romney accomplish that?  Romney is not philosophically opposed to a mandated health care purchase anyway, which does place him in severe contrast to Perry (no, an optional gardisil vaccination doesn't make a difference).

But I'm glad to see something on that.

Romney has to try harder than Perry, because Romney doesn't have a record on successfully governing.  He made MA worse, and was unpopular at the end of his term (didn't even run for reelection).

Romney needs something to make up that gap in credibility.  It's always amazed me that Romney isn't seen as about equal with Palin in credentials.  Perry has something more than a promise of how he'll govern, since he's governing right now, but I do hope Perry can match Romney's agenda.

It's a little different though.  I'm not worried about Perry when it comes to entitlements or spending so much as I am about foreign policy.

68, 90 - BS yourself.  Following the link there is simply a chart and Geoff's opinion, no analysis, that GDP will never reach 4% again.  2% GDP is bare bones growth, you remove some of the heavy regulatory burden coming from DC and re-incent investment and risk taking and 4% is certainly doable.

130 - exactly. Romney has said repeatedly he would grant everyone a waiver to Obamacare effectively making it null.  Yes that doesn't repeal it (you need Congress to do it) but it is more than any other candidate has said.  To keep saying that doesn't count because of Romneycare is a cop out

Romney is not the perfect candidate (still looking at Perry myself) but deserves credit for putting out a detailed plan in direct contrast to O and some of the other R candidates.

Palin also did things before she was governor.

So while it's nice that Romney had some success laying people off with businesses he bought, no, it doesn't really settle the matter.

The Olympics thing is not significant.  Certainly not compared to Palin putting crooks in prison for corruption.

Romney's work at Bain is interesting and impressive in a way, but it's not like he really knows how to create jobs.  He knows how to eliminate dead weight, and clearly is a smart guy, though Palin also is no dummy.

Like I said, I think Palin and Romney are at about the same credibility level.  Except I don't really know whether Romney means what he says, or is just calculating it's what I want to hear.  Palin doesn't have a record of fundamental principle changes like Romney does.

I'm no Palin shill.  That's a ridiculous charge.  I won't even address the claim I'm a dem plant.  I do not think she has enough experience to be a credible presidential candidate.  I've long noted I want someone with proven success implementing conservative ideas as a government executive, successful enough to win reelection.

Romney clearly made MA far more liberal in policy.  That's just a fact.  He's on record opposing being a 'Reagan conservative', and he's erratic on policy unless his policy is to follow the polls.  Romney was unable to win reelection because he didn't do a good job.  It was bad enough that he didn't even try to run.  And yes, that's a fair analysis.  He had no chance and avoided the humiliation of trying to win.

Frankly, Romney has one single thing: that Bain experience.  It was very lucrative work.  It's worth some credit.  It's not enough.

We have only one serious candidate with a record of successfully cutting spending, keeping regulations stable so employers keep hiring (the opposite of Romneycare, might I note) and successful winning reelection.  Rick Perry has also handled many disasters with low drama and high effectiveness.  I've noticed that this state's government managed to turn the table on some horrible fires.  That was partly mother nature, but partly very hard work run well.  It takes a lot of administrative skill to handle that on the scale of Texas.

Romney is not terrible.  I don't hate the guy.  He's just no Rick Perry. He's a Sarah Palin.

Posted by: Dustin at September 06, 2011 07:54 PM (fF625)

148 I'm amazed anyone would even question whether Romney made MA worse.

Is that serious?

Look, he sounds pretty great now.  If I knew nothing about his record, or anyone else's, I'd certainly favor him.  He's the best debater, and he presents pretty realistic sounding agendas.

Yet he has never been effective in government leadership before, and a lot of his talk today is inconsistent with his principles yesterday.

A lot of politicians are like that.  Maybe Perry is, for all I know.  But this fundamental problem with Romney, combined with his inferior experience level, just keep him from being a top level candidate.

There's a reason he went from 1st to 2nd at the drop of a hat.  There's a reason so many of his supporters could so easily be swayed away.  This guy would have the same problem in a general election.

I'm sure he's a really smart guy, and I'm sure he wants to help this country.  I'm not trying to demonize Romney.  But it blows my mind he's considered significantly more credible than Palin.

But if thats all they have, are talking points, then it is really not just a waste of thier breath, but a waste of my time for listening. What I want to know is how you are going to do those things. Because if your big plan for creating jobs is expanding government funding for mime school, I really dont think have my best interest at heart, or any clue how the world actually works. A well spoken dipstick, is still a dipstick
