If I were head of NIH I'd strip out race and ethnicity information from the applications before they go to the peer review committees that evaluate and grade the funding requests. That'd fix things!

NSF includes as its funding criteria (for single investigator science grants) "broader impacts," which does include things like educational components (they love it when you make a web-accessible database, also involving undergrads in the research) as well as outreach to under-represented groups (minorities, women). (Don't hate on me, I'm just reporting.)

Think about it. Some schlub makes a proposal to cure cancer and they'll just fund him? They have to know what facilities he has, what his past record is, etc., etc., etc.
The fact is that getting grants is much easier if you are female or a minority (or both). There's either explicit or implicit affirmative action.

Clearly, you don't rspect the Theory of Disparate Impact. Allow me to elucidate:
Leftists wanted to get totally race-based laws passed to alleviate their twisted, illusory, disembodied out-of-control guilt. They were able to get many of these through - concentrating on the soft Western underbelly of guilt as the entree - until the courts (after a decade or two) finally figured out that they had made been making a total mockery of our law and logic, in general, in order to allow these race laws and race-based governmental procedures to exist. The old arguments that "quotas aren't quotas" (the original "It depends on what the meaning of 'is' is", really) couldn't stand even the dimmest of sunlight, so the guilt-ridden leftists needed to find another way to make their race-based laws and procedures, but without making them appear race-based. So, the lefties went on to reform their race-laws without mentioning race, but specifically designed to have a disparate impact (in the way they originally desired) based on race - even though race was not formally part of the new laws. This allowed the courts to let this shit through and still claim that they didn't allow race-based law.
Not satisfied with having perverted our system and weakening society in this pathetic process, the leftists then turned around and decided that they could pounce on others for making laws that had any disparate impact, race-wise. The exact process and motivations behind the leftist race-laws were turned on their head and developed, somehow, into an accepted legal doctrine that any disparities in the impact of any law with respect to race (or other "protected group") were illegal (though the Theory of Disparate Impact is NEVER allowed to be applied to affirmative action law, minority set-asides and the like - and you don't have standing to challenge that, so don't even think about it), only to normal law and procedure and the normal impact that one would expect from them - such as with the Connecticut firefighters.
This is the tale of the Theory of Disparate Impact and how such ridiculous idea came to be in our sick, sick system. Knowing that, you can now see why your solution would never fly in America - not the America of today.

Well that is one theory, but there are several others that fit the data set as well.
1) Poor mentoring.
2) Laziness.
3) Entitlement attitude can't believe they weren't automatically approved.
4) Other options not listed here.
Anyone want to run that study? I'm sure as it's science and necessary for the NIH grant process that you won't be called a racist bigot regardless of the outcome.
Anyone up for being attacked by liberals for the rest of your life... I mean running a study?
