Uhhhh... Not in the sense that she's no longer subject to intraparty discipline.
That said, I don't expect her to suddenly become worse or anything. But she also doesn't have any particular reason to hew to right.
She actually dates the decision to 2006-- which just might be true, maybe. Some people do tire of the bloodsport of politics.
“I have known since 2006 that I wouldn’t seek another term,” the senator said in a telephone interview. “I wanted to announce it on my own terms and in my own way."

She did want to be Texas' Guv for at least four years, so the sport couldn't have been too bad. Maybe she wanted to stay closer to home but serving in the State Legislature was too much of a humiliating step down.
Either way, Texas will be primed for a more conservative member who, rather than waiting in the shadows and generally being a bit of a tease, will step forward and really lead.

Hutchison is a liar. She said she would resign her Senate seat when she ran for governor. She didn't. Then she ran commercials saying she was in Washington working for us against the ObamaCare bill. She wasn't. She'll change her mind about running in 2012. Watch for it.
