A quorum is HALF the members.  The organization, the WI Senate has a reliable register of members AND the constitution of the state sets out the EXACT number for a quorum.

40 The minority leaving to prevent a vote only works when a super majority is need to pass legislation or a rule.  Often the State constitutions require a larger  than simple majority to pass tax or spending bills.

It takes a 2/3 majority for a rule change, BUT that is of the members present, so leaving does not help the minority.

I served in the legislator when we had a minority, trust me, I know every way in hell to stop shit that is legal.

The most fun?  Motion to adjourn, it is non debatable and takes precedence over all other motions.  Talk about fucking up the works, Nuclear!

Each night, some number of Somali pirates, along with their mother ships would simply cease to exist.....No claims of success or responsibility....just the hungry sea claiming a few more brave sailors....twas ever thus....

I suspect that only a very few months of attrition would make this a much less lucrative profession than we currently enable it to be.  If we, as a nation, only had the eggs necessary to make such a thing happen....
