BOISE — A bill that will likely change for years how Idaho’s public school districts and their teachers negotiate contracts is one step away from becoming law.

With a 48-22 vote, the House on Tuesday passed the first of Superintendent of Public Instruction Tom Luna’s “Students Come First” bills, sending it to Gov. C.L. “Butch” Otter’s desk, where it still needs to be signed into action. The legislation allows school districts to fire teachers when enrollment drops and limits the scope of teacher-district negotiations to salaries and benefits.

It also eliminates the requirement that senior teachers be spared from the chopping block when districts lay off educators, and phases out tenure for new teachers in favor of two-year rolling contracts.

Yeah, it's the stupidest thing ever.  And the last time I looked at the map, there were a couple of corners of IN that were doing things differently.  Also, I believe there were a number of counties that petitioned for changes well after the thing was approved. 

I know full-well that Daniels was a vast improvement over the previous governor, who as I recall was somewhat corrupt, but what I saw of his political skills during the DST thing left me cold.  The main arguments that permeated the local media were "business," as you mentioned, and golf.  And the business thing makes no sense when you've got Chicago in the Central time zone and you're an ag/manufacturing state. 

I think Daniels' mishandling of his own "side" during this budget thing is symptomatic of the same thing that manifested itself during the DST thing.  He's a technocrat who doesn't know how to lead and persuade.  If something makes sense to him, he expects everyone to fall into line.

Yep. I flew into South Bend a few years ago on a trip to Michigan. We did the DST shuffle vs time zone change so much that I never did figure out what time it was.

I think that May is an artificially-early deadline, so that part doesn't worry me so much.  What worries me is that there is such an intense movement from the Palin side to adopt (annoint) her as our candidate now that other people are not getting out of the gate.  I do not think it benefits us to savage every friggin' potential candidate before the primary season is underway.  We have a lot of unknowns or relative unknowns who may not be the best nominee, but who still represent our party well in certain ways, but they are smeared as soon as they appear.  That's not a good thing for people on the fringes of the party and independents to see, imho. 

 I am back to praying that Pence or Christie change their minds. 

27 Nice article from Andy in the sidebar about the market and investors.  Those piling into the market now are idiots unless they have stop-losses in place to protect them when the market does turn south.  I just got out of my S&P500 mutual fund and every single one of my individual stocks is covered by a stop-loss.  I've been selling some during various rallies locking in the profit.  When QE2 ends 30 Jun, the real fireworks will begin.

There will be some sell off, no doubt, assuming there isn't QE3 (a very real possibility).  However, in the end, investing options are limited.  The stock market, for all its irrationality, is still going to keep on chugging along after whatever the next shock is.  The rich need a place to park their piles of dough, and they're not going to just pile it all into commodities.  Wealth is more starkly stratified every year, and most of that money isn't getting spent on fancy cars and big houses and such - it's being reinvested to make even more.  The 401k scam is rolling along and is the most attractive investing option for most working people, so that money has to go somewhere. 

If a person is near retirement age, I can't blame them for doing whatever is possible to seek safety right now.  But if retirement is far off, may as well just hang on for the ride.

My 401K took about a 20% hit back in late 2008 but in less than 3 months it had fully recovered. Right now I am living off the dividends and leaving the principle. I did not take any hit on the dividends.

You need to have invested in a "safe" return if you were near retirement. A lot of people went for the risky big money return. They got burnt.

One thing to ponder is if they'll do a stealth QE3.  Some of the criticism I've seen of QE2 was that it was overt.

I think there is a difference, though.  The Palin people (the ones classified as bots) go into full purity attack mode about anyone (politician or pundit) who doesn't endorse/support/defend Palin.  And over at HotAir, they smear the other candidates, presenting opinion as fact, and label any commenter who doesn't endorse Palin as a "bot" of some sort.  I was called a Mittbott there yesterday for merely countering the opinion that he is excessively ambitious and will say anything to get elected with my opinion that he's not any worse than most of them in that regard, citing his failure to disavow Masscare as evidence of that.  (Face it, he's a dead candidate without doing a major walkback on Masscare, which he stubbornly refuses to do.)  I literally had not said anything that was an endorsement of Mitt, but I was a Mittbott. 

I think when your arguments devolve to labeling people with scarlet As for expressing contrary opinions, you need to take a hard look at yourself and your position. 

In fairness, I gather there's a history with Mitt and his supporters from the last election - one that I missed somehow.  I know there's a rep that they were dirty campaigners etc.  But I haven't seen it this year.  What I have observed is that a lot of people, especially in person, admit to wanting to be able to vote for Mitt and expressing frustration with him on Masscare.  I think all the Palin folks are doing is suppressing the arguments, not persuading anyone that she is a better candidate. 

We need to talk about all of the candidates because we need to really confront what positions are the strongest ones for us to lead with as a party.

Puts protect against this, and the VIX is still relatively low (meaning the cost of a put is pretty cheap). You can also do a "collar" (buy a put and sell a call) that lowers the cost of the put at the expense of giving away some upside for the call.

And yes, people piling in now are d-u-m-b. They sold in '08-'09, sat on the sidelines through the greatest rally in history, and now think it's safe to get back in because the market's rallying.

This is the surest sign yet that we're due for a correction.

Re the stop-loss, you may be right.  Plenty of folks get into the market without studying it.  Those who do study then eat their lunch.

As for QE, it's hard to know just how it will pan out.  The banks need to lend before it will have the desired effect, but they don't want to lend because there are so few credit worthy people and enterprises seeing the money.  What that tells me is that the underlying conditions need to be fixed so that things can improve without massive credit injections.  The best way for that to happen is for the state to take less, and to remove obstructions that hold back private enterprise.

The government needs the money supply to grow.  They've been trying to do that through wasteful spending, which basically makes a little bit of supply growth but mostly buys one-time-purchases of useless BS.  That's ineffective.  Only by having more money in the hands of producers and the employed consumers can this work propertly.  That's why tax cuts work, and tax increases accompanied by increased spending fail.  Government spending is life-support.  Private spending is what creates real growth.

Alas, almost nobody in power believes or understands this.

Wisconsin Gov. Scott Walker has offered to keep certain collective bargaining rights in place for state workers in a proposed compromise aimed at ending a nearly three-week standoff with absent Senate Democrats, according to e-mails released Tuesday by his office.

The e-mails, some dated as recently as Sunday, show a softened stance in Walker's talks with the 14 Democrats who fled to Illinois to block a vote on his original proposal that would strip nearly all collective bargaining rights for public workers and force concessions amounting to an average 8% pay cut.

Under the compromise floated by Walker and detailed in the e-mails, workers would be able to continue bargaining over their salaries with no limit, a change from his original plan that banned negotiated salary increases beyond inflation. He also proposed compromises allowing collective bargaining to stay in place on mandatory overtime, performance bonuses, hazardous duty pay and classroom size for teachers.

Now that I'm living in Canada, but we're still making the majority of our earnings in US dollars, it's a lot easier to track the USD/CAD pair and the news that affects it. Even better, the company I work for has a FOREX desk and is happy to place orders for me directly (not to trade, but to convert my USD to CAD). So, shortly after deciding to chuck it, I find myself forced to do it again.

Any M&Ms in or near the LA area?  This sounds like an amazing docu-film, but it doesn't have any distribution deal for the rest of the USA, and it's only in LA until tomorrow.

In fairness, he was their chief fundraiser.  I don't think Vivian was even in on the meeting.  The lumpy woman in the video is a lower-ranking development officer.  I gather she doesn't say much of anything (I haven't watched the video). 

Husband and I were discussing it this morning.  We both agree that a skilled development officer would find a way to distance herself from the outrageous things being said, but this particular gal is not a skilled development officer and he greatly outranked her in the organization so saying nothing is probably defensible under the circumstances. 

The conversation should have been ended by Mr. Schiller when the organization's connections and intent became clear.

For instance, there's a push right now for scholarships for white men.  Most universities with which I'm familiar have eliminated accepting any gender or race-based scholarships (and have tried to get the donors to re-write old scholarship agreements to make them race and gender neutral; some are grandfathered if the donor is dead) as a reaction to the Michigan decision on race-based admissions.  But from time to time you'll encounter a donor who wants to do gender or race based scholarships.  A skilled development officer can discuss it with the donor and often help them construct a scholarship agreement that achieves what they're trying to achieve without using race or gender.  But some people are persistent -- those you have to walk away from.

I would not be surprised if someone posed as a donor who wanted to make scholarships for white males, but who during the discussion injected a bunch of bigoted statements.  Institutions need to prepare their development officers and other staff on how to handle that situation.

Rather than be depressed the entire day (again), I figured I'd give Walker and the boys the benefit of a doubt and applaud the fact that they look like they're being reasonable and open to compromise.  Naturally, there is never enough for the commies, and they'll say nyet, no matter what.  So, when Walker finally starts laying people off, he can say, "Look, we tried to compromise, but they wouldn't even cross state lines."

I love how all these articles on the stock market always say that the NYSE hit a low in March 2009 'at the depth of the recession' or some such nonsense.  No, you idiots, the market TANKED in March of 2009 right after Obama revealed his first budget, which included $600 BILLION in revenues from Cap and Trade, $1TRILLION of new 'stimulus' spending, and the narrative read like the Communist Manifesto.  It was clear that this White House had declared Open Season on business, investors, energy using industry, health insurers, etc.  The market did not begin recovering until it was clear that Cap and Trade was dead in the Senate. 

The inital market meltdown in September 2008 happened because the stupid Bush Administration allowed Lehman Bros. to fail and then appeared clueless on how to stop AIG from failing.   There was nothing fundamentally wrong with the financial markets except for some really, really bad policy decisions in Washington.  We were due for a recession, and maybe a fairly severe one, but the Bush and Obama Administration policies turned this into a Depression from which we may never fully recover.

All of these market meltdowns happen because of government policy.
