Vote on Boehner Bill Postponed
— Ace

Supposedly it will still be had later tonight, but that assumes they have a decent shot at passage.

A later update at NRO said that some "long-standing" conservative members, not the Freshmen, have been particularly hard to get on board.

From commenters, I hear that 24 are confirmed "no" which means Boehner can't lose another one.

Updates: From Hot Air, FoxNews' Ed Henry says Boehner doesn't have the votes.

But we sort of knew that, or else he would have called the vote.

Again, is this a big deal? If Boehner can't get one freaking Dem to vote for it, how in the hell is he going to get them to vote for it the Senate? Even if it makes it out of the House, it's going not going to become law.

Not the point.  The point is that we have a plan, and the Dems don't.  Something beats nothing every time.  That's where the '12 PR battle will be fought.

8 No matter what Boner sends to the Senate, Dingy Harry will vote no on it, and Jugears would veto it anyway.

This is all designed to create a crisis they can pin on the GOP with the MBM writing the scripts, and Jugears creating a crisis "that won't go to waste"

Huge tax hikes on those earning over 200K and under 2 million is the end game here. Spending hikes AKA "investments in our future" is what Jugears wants, and the only thing he'll settle for.

Boehner wants to pass this because Reid has a bill with the same title in the Senate, and the two parties can just work out a compromise in conference.

Getting the Boehner bill as it exists would be the best case scenario for Republicans at that point. The bill will come back worse with the same pressure and whip counting to pass the next iteration.

Posted by: Paper at July 28, 2011 02:03 PM (B5qn7)

27 Reid is also still short on his count.

Posted by: 80sBaby at July 28, 2011 02:03 PM (o2lIv)

28 The “cuts” in the Boehner plan are only cuts from the CBO baseline, which is an assumed path of constantly rising spending. If Congress wanted to, it could require CBO to increase its “baseline” spending by, say, $5 trillion over the next decade. Then Boehner could claim that he was “cutting” spending by $5.9 trillion, even though his plan hadn’t changed. You can see that discretionary “cuts” against baselines don’t mean anything.

Good point, but the difference is that CCB was passed while there were still other options.  I'm not saying Boehner is the perfect negotiator, and you won't get everything you want, but Boehner is a hell of a lot better than anything the Dems have put on the table, and the vector is finally pointing in the right direction.  This is an existential moment for the Dems and they know it.  If they can't promise government goodies to buy votes, they have nothing, since their economic approach is ludicrous.  They can't come out and say that, so instead they will delay as long as they can.

If we really hit the debt limit and the G has to stop sending out some checks, that is the point that the Dems will start getting serious about a deal where they have to give something up. This whole exercise has been for nothing because ultimately the Republicans weren't willing to shut the government down.

But on the bright side we finally have a quantifiable difference between the parties that can be measured with absolute scientific precision --- and it is --- $20 billion.

97 McConnell/Reid is the only thing that we were going to get from the second that jowly piece of shit McConnell cut the legs out from under us.

Say a husband and wife comes to your yardsale and wants to buy an old TV.

The price tag on the TV says $20.

The Husband tells you he'd really love to buy it but he only brought $15 cash in his wallet.

The Wife immediately looks at the Husband and loudly says, "Honey, I know you have $50 in your wallet and I have another $250 in my purse because I put it in there myself this morning!"

Who are you going to try to deal with?

Neither? Obama's natural inclination for bitchy passivity works. He doesn't have to do things. Never has.

This time, he's allowing the Republicans to cave as many times as they want to, and in the manner of their own choosing. They picked "about four times" and "by publicly gang-raping the crackaz who brung us."

Tonight they'll pass Orangina's shitty no-cuts pile of debt-bloating shit, and the Ds will reject it, even though it's pretty much what they want. In a couple days, they'll pass Reid's shitty shit, or something worse if they can come up with it before the 2nd.

Then Obama will bitch about it, and they'll try harder to please him next time.

McConnell/Reid has to pass the house or am I missing something? As far as Boehner's plan, it's a joke.

Posted by: Dr Spank at July 28, 2011 02:39 PM (IMglX)

145 134 The Senate can't force a revenue raising bill on the House.  It just isn't possible.  It would take some particularly inept legislators in the House to even allow that situation to be spoken about as serious.  The Senate can't vote on anything until the House sends it to them.

Yes, but there's a simple way to fix that. Reid negotiates with and pressures Boehner into taking part of what they have because Boehner wants a deal. The panic created by the tensing markets could potentially cause some menbers to pass a bill out of the House (send to the Senate) that they would have otherwise rejected. Remember the circus that was TARP?

Posted by: 80sBaby at July 28, 2011 02:40 PM (o2lIv)

146 "At this point, the likeliest outcome (not preferred, of course) -- in my humble estimation -- is the passage of some iteration of Reid's plan, after GOP input.  How much of that input Democrats may feel compelled to incorporate could ride on tonight's vote, which is a major leverage point.  If Republicans sandbag their own leadership's plan, Reid will have little incentive to give much ground.  Hell, he might even demand some concessions.  Democrats would have already won the messaging war, and Republican leadership would be compelled to go along with a demonstrably worse plan in order to prevent default -- a clearly stated GOP goal from day one.  Ugh."

Posted by: Dave Wu at July 28, 2011 02:46 PM (ZgvjV)

150 157 Yes.  And that's why I say that such a move could easily be the last serious, official act of the GOP as a political force.

That's why I say just pass Boehner's plan tonight. Better to do that than kick the situation entirely to the Dems and legislate in pure crisis mode. No more last-minute fixes.

154 @134 " The Senate can't vote on anything until the House sends it to them."

While almost true - this is actually complete BS in the way things are actually done.

The Senate regularly does crap like amending "House Bill on Unicorns and Fairies" to read "Amnesty Bill, take 427" and sends it back to the House.

There are -always- extra bills lying around for the Senate to pick up and completely gut and turn into something completely different. So "The Bill originated in the House!!!" but ... the Senate essentially completely rewrites it and sends it back.

It's one of 'the powers of the House' that the Senate regularly games. And the House can't restrain themselves from passing extraneous bills.

So in our case, there's at least three bills I can think of that the Senate "has" that they could amend and send back to the House. "Hey, everything in this here 'Ryan plan bill' is crap. Let's add an amendment: a) strike every word, b) change title to 'Fuck the House Bill', c) add whatever Reid wants."

The bill "originated in the House". And yet the Senate could use it to articulate whatever fairies and unicorns plan they think will fly in smurfland.
