WI Assembly Passes Budget Bill, Most Assembly Democrats Didn't Notice

After 60 hours of debate, the state Assembly passed Governor Walker's Budget Repair bill, which among other things limits the bargaining rights of Wisconsin's public sector employees.

The vote ended three straight days of punishing debate in the Assembly. But the political standoff over the bill — and the monumental protests at the state Capitol against it — appear far from over.

The Assembly's vote sent the bill on to the Senate, but minority Democrats in that house have fled to Illinois to prevent a vote and say they won't return unless Republican Gov. Scott Walker agrees to discuss a compromise. Republicans who control the Senate sent state troopers out looking for them at their homes on Thursday, but they turned up nothing.

...Democrats launched a filibuster, throwing out dozens of amendments and delivering rambling speeches. Each time Republicans tried to speed up the proceedings, Democrats rose from their seats and wailed that the GOP was stifling them.

Debate had gone on for 60 hours and 15 Democrats were still waiting to speak when the vote started around 1 a.m. Friday. Speaker Pro Tem Bill Kramer, R-Waukesha, opened the roll and closed it within seconds.

Democrats looked around, bewildered. Only 13 of the 38 Democratic members managed to vote in time.

Republicans immediately marched out of the chamber in single file. The Democrats rushed at them, pumping their fists and shouting "Shame!" and "Cowards!"

The Republicans walked past them without responding.

I love the idea that any Democrat can call a Republican a coward while praising state Senate Democrats who ran away and hid rather than exercise their sworn duties.

While this is the first hurdle for the plan, the Senate still can't act on major portions of the bill so the focus remains on forcing Democrats to do their constitutional duty and actually to the jobs they were elected to do.

Meanwhile for practical and possibly political reasons, Walker is still opposed to splitting the the collective bargaining measures (which doesn't require the presence of Senate Democrats) from the budget cuts (which does).

I still think itÂ’s important to keep it intact. Because one [part of the bill] goes with the other. If you fail to get one, it makes it hard to balance the rest of the budget. So our hope, our focus is still on trying to figure out a way to make it possible for those state senate Democrats to get back.

Meanwhile, our new Golden Age of Civility continues. The networks simply refuse to report on Democratic Congressman who called for union violence, as if they need someone to tell them to do that. .

11 Here's an idea. Tell the Senate Dems you've granted their wish and will pass the bill without the Collective Bargaining stuff in it. Create the bill, pass it through the Assembly. When they get back to the Senate, immediately vote it down in the Senate and bring up the original bill and pass it before they can leave.

Walker has the votes to do just about anything he wants (super majority in the Senate, majority (maybe super majority) in the Assembly.  The question is time.  Separate bills mean separate votes.  It would also mean 2x as much time for Democrats to use "parliamentary maneuvers" to slow down/stop the legislation.

If he can do it, at all, it's better to keep them in one bill and only change them if there is no other viable option.

What might be interesting is to send a budget without the collective bargaining stuff through the Senate, just to have- as the last amendment added- the collective bargaining stuff.  Approve the amendment, call quorum and pass the budget.  Which is similar to what crankytrex suggested.

So I'm wondering if you fine folks would find it in good taste to join the teachers in my small wisconsin town the next time they protest, while holding a sign that says:

"I support a woman's right to choose..... To not join a union"?

Is this a properly civil way to engage my fellow Wisconsinites in dialogue, or will they really take it the wrong way?

One thing Christie has going for him is that he is such an effective communicator.  I have a couple of friends who aren't very politically aware at all.  One of them saw Chris Christie on the Today Show yesterday, and the other one saw him on the news a while back.  Christie's so articulate, they were in shock when they learned how much compensation "public servants" get over their life times.  Both of them are hard working CFO types who are pretty moderate independents.  They are completely disgusted with what's going on and can see now how public sector unions are draining state coffers.  They both have to pay into their retirement and health care plans, and they both have had their eyes opened by Christie how they are footing the bill.

I think they have to have a quorum for the budget.  "Deem and Pass" was a trick to avoid Congressional Dems to actually have to vote for something unpopular.  Had the Republicans all absented themselves from DC for several weeks (well, except for 2 or 3 to call for quorum) they wouldn't have been able to pull that (I think).

yeah I think Rush or Beck was reading the statistics, it was pitiful.  The teachers who taught me wouldn't be out on the picket line, they'd be home trying to figure out what went wrong to fix it and they'd be wholly mortified.  But then again they were "called to teach children, as they loved children" and these folks are "called" to a cushy pension, lots of benefits, a great salary for little work and the protection of a union, should you somehow choose to go off the reservation".  Big difference.

btw, my friends who teach are very stressed.  I mean they could have a stress pissing contest with my wall street friends and come close but when you boil it down, it's not the kids in the classroom stressing them, it's the system and their colleagues that is stressing them.  The politics of teaching.  I mean one of my friends told another of my friends before her first day of teaching to avoid "the teachers room at all costs".  She actually said "go sit in your car and get coffee and then sit there for the rest of the time but whatever you do, don't go into that room"

I reject the premise. Almost none of us have jobs where you can directly measure our productivity. Unless you're standing on an assembly line making widgets,. it's always going to be a subjective evaluation made by your supervisor.

Regarding the 14 fleebag senators from Wisconsin, their location(s) in Illinois is an open secret.  Some are at the Clock Tower Inn in Rockford.  At least one, that Erenbach (?) guy, is in Chicago.  He stays in Chi-town so he can trot over to the various network stations and give interviews on camera.  When he's not on camera he's at a bar where reporters can find him. 

Illinois is a pathetic state run by democrats at every level, and the governor has declared it a sanctuary state for runaway fleebaggers from other states.  Indiana's fleebaggers are hiding in plain sight in Champaign-Urbana, home of the U of Illinois.

My point is not that an individual fireman would get paid for how many fires he put out, but that competition between two private companies trying to handle fire-fighting could cause problems.

Now, I suppose, if you wanted to handle them like a city contract- the city pays the company X million dollars per year to put out fires, and just lets them handle it from there, it could work, but I'm not sure how free from graft and corruption the City Contract model is, either.

146 Lots of places have volunteer fire fighters.  They don't get paid but they get some tax incentives and other stuff.   Probably most of the country could get by with volunteers.

The cities could be divided into boroughs and then within boroughs.  It would be like any other job, you get rated by your superiors and you either get a raise or you don't.   Most firefighters have another job as they work three or four days in a row with the rest off.  so they install windows, do construction, go to school, they do a lot of other things and, if you are a firefighter and you buy a totally wrecked house for a lot less money, all the firefighters help you make it into a little palace.  The only thing you have to do is agree to help them when they want to create their little palace.  I actually have a friend actively looking to marry a firefighter.

Yeah, but VFDs are a whole different kettle of fish from an actual private company doing fire-fighting.  And, again, my issue wasn't with individual fire fighters, it was with the company and people's inherent greed.

Not saying it couldn't be done, but there's a lot of difference in if your garbage collection has a snafu, and the people fighting fires do. 

I'm as much a capitalist as anybody here, I think, but I tend to think that actual protection of the people type services (mostly police and fire fighting) need to remain the actual purview of actual city/county governments.  You'd have to convince me of a lot of things before I just threw it open to full-on competition, and (as I said) I'm not sure that a city contract is significantly less corruptible than just having them be city/county employees.

159 Re the work/raise thing, you can always measure performance if you try.  Most bosses are too lazy to try.  They like the power that comes from not having clear goals and objectives. 

For firefighters, I'm sure there are periodic competency exams (practical and otherwise) that could be given, in addition to the standard sorts of workplace things like timeliness and organizational issues (maintaining equipment, neatness of workplace).

I understand that it may be difficult in the big cities, but thousands of small towns across the country do just fine with all volunteer Fire and EMT squads. The only problem I see is the danger of those wierd fire-bug guys speeding around town with the blue lights flashing, they are a real menace when a 3-alarmer is ringing!

In Wisconsin only 34% of eighth graders scored "Proficient" or better in reading. Of those 32% were "Proficient", only 2% were rated as "Advanced."

I spent 8 years in California schools. I am certain they cheat their scores, because their schools are shit. A joke for the most part, with many just warehouses for kids, and this was over 30 years ago. I grew up in the AF and went to school in 13 different states, but nothing, nothing could compare to California.

189 As for firefighters. Has anyone heard of VOLUNTEER? That's all we have here and it works just fine. The only problems came up after the conuck Grandholm came into office and required them all to be certified to direct traffic even. Put the hiatus on that. Now just fewer in number. They get paid by the response only and are proud of their work. They don't look for pensions and even pay for continued certification out of their own pockets although they do get paid to attend. I'm proud of them. In our township, they make roughly 5 calls a month. I was able to help out on numerous calls before the state stuck their nose in it. Now it's just not the same as response time is up and volunteer numbers are down, they just do the best they can. A good example of what a nasty, overbearing state  bureaucracy gets you.

I was a volunteer fireman for 2 years, we didn't get jack shit. Problem here now is getting the volunteers because of all the state mandates. They have had the reverse effect. While the system worked in the past, having trouble now. Another case of the state trying to get more power through the control of another aspect of our lives. We were fine before, now...............not so much. My house insurance jumped 400% after the mandate. We are now uninsured. Results baby, results.
