Well, if you're talking about the teachers I had when I was going to school in the 50's and 60's, then, I see your point. BUT, about 15 years after I graduated HS, I walked into a club here in OKC when the state teacher's convention was going on, and I have to say.........the quality of teachers in the area of looks had improved exponentially. Or I was drunk. Don't really remember.

My understanding (and I may be wrong) is that the Senators are still bravely running away. This was the Assembly only, since the Senate passed w/o quorum yesterday (or this morning? Whichever). I think I heard that the Senators still plan to hide out at least until after the bill is signed.

Yep. Average for the all of her students over a rolling 3 (or 5, whatever) year period. Set an acceptable range (say, 70% passing, just to throw a number out there). If you only have 60 - 69%, you get a minor warning of some kind. If you have 80+% you get a bigger raise.
Doing that should weed out the outliers, giving the best possible "average" for how well she teaches.

I'm even willing to let the State set general guidelines, and then let local districts set the specific numbers. If the average number of kids passing the [Insert Standarized Test Here] has only been 50%, then 50% is the "don't get in trouble, but no special raise either" number, and 60% becomes the number to start raises.
And, yes, that means you have to have someone else proctor the kids (because Teachers cheat and help out the kids they don't think will pass- yes, really) during the test, but that's really not that big a deal- just use the teachers from other grades (who, therefore, are not familiar with which kids are expected to fail).
I'm not even saying these are the only two criteria to review. Attendance (just like at most private sector jobs), "Team Work" (probably meaning any clubs you sponsor, or whatever), and all those other things that I get reviewed on.
They took jobs as teachers. Obviously, they believed they could teach. It's not my fault that the measure of their productiveness and efficiency is based on a kid's ability to pass/take a test.

Understood but raw scores aren't the only way to measure performance. Case and point, those stories in the LA Times regarding the dismal performance scores. The district is tracking individual students as they move up in grade level, and the teachers are rated with regard to improvement after any given grade.
Even if Student X doesn't speak English well at the start of a year, then his ability at the end of the year is a measurement of how well his teacher has done.

I don't understand your point. Merit pay as I understand it would be based on whether or not your students did better than they were doing when you got them. If you taught math for instance and the average in your class was a C and you improved it to a B then you would recieve merit pay.

Figuring out a equitable merit system is always a challenge. Because some jobs are always harder than others. All businesses that use a merit system have to struggle with this. Just because it takes a little effort to implement well doesn't mean you shouldn't do it.

Create a system where below par students are recommended by said teacher for programs/classes developed to aid those who are having difficulty. Make it in the teacher's interest to solve these problems themselves but have on hand programs to aid those that are difficult to teach or have special needs.I think the evaluation process should be less subjective (i.e. some super or principal auditing a class). Also, I don't care if "Testing and publishing companies" dictate the curriculum (btw- it won't be my kids' curriculum). As long as what they're "dictating" is stuff at which my kid actually needs to be proficient, I'm good with that.
So far, that's what they're doing. Math. Language. That pretty well covers it for "functioning human" which is all public school should be concerned about anyway.

OR it could mean that a one-day snapshot on a test written by a publishing company and scored by a temp somwehere else provides a different result than the rest of the year spent doing what the school/district dictates.
Look nobody is against teacher accountabiltity--except maybe the wacko unionists--but the scoring process is flawed and fails to factor in things beyond the teacher's control.

Very true, but it's one of those things that is easier said than done, especially with regards to kids coming in who are well below grade level, and especially in elementary school.
If you teach 5th grade, and you have 30 kids, using an real life example, and 1/3 of them don't speak English, and are off getting tutored in that for a full period, therefore missing out on the other subjects, those kids scores are going to drag down the average. Then factor in a few kids whose parents don't even send them to school half the time, and add in a few who can't read at all, and are at 1st grade level math, and the averages plummet.
I guess what I mean is, there are so many factors involved these days, it's not the same as when I was in school, and everyone was about level on the playing field. Yea, there were below average kids, but the teacher could pretty much teach towards the average kid and every one learned something. But the teachers can't always address each unique thing any more. And even all the special "labs" (reading, math, English) don't always help, because the kids are losing time learning the other subjects.
One of my teacher friends gave up teaching and became a Facilitator for this very reason.
I am not very good at making my case, I know, and again, not sure what the answer is, just saying that I can see where merit alone is not exactly fair.

I TOTALLY agree with this. I taught pre-school at an ESL school for 6 years, and those 3 year olds would just about all be speaking three languages by the end of the year...their own, English to the teachers, and whatever language there best little friend spoke.
Providing translators is a huge step back, in my opinion. And special English classes just take them away from the regular classroom, where they need to be for the other stuff.

How about, instead, I pay attention to my family members who are teachers- the two of whom worked with majority hispanic/ESL students had good reputations as being able to get them to pass the standardized tests?
I've taken those tests- I expect you have, too. They're really not so hard that students can't pass. They also have enough questions that a momentary brain-fart is not going to cause you to fail. You'll fail for one of two reasons- you don't know the material or you're not really trying to pass in the first place.
Now, if you want to add some additional checks- say take a test at the beginning of the year and take another at the end and compare them- I could see that, too. But teachers are claiming to be able to teach (if they can't, then why did they become teachers?), and there's only one way to measure that.
The only "fair" way to judge teachers, of course, is to have one-on-one sessions with the students. But even that's not fair, because to do that would take half the school year: meaning that the first students reviewed would not have had the benefit of learning around half the material.

Well, since the tests cover basic arithmetic and basic reading comprehension, I'm not really seeing a problem here.
I'm really not a huge fan of standardized tests, themselves, but there's really not another way to judge (equitably) student achievement. You can't just say "let the teachers decide" because football. Or hockey, or basketball, or whatever.
So you need some "standard" by which to determine who has mastered the material. Like I said before, the only real way to do that is to sit down, 1-on-1 with the kid and interview them to see what they know, and what they don't. But that would be a logistical nightmare at best- so, standardized tests.
I haven't seen the new one (The STAR?), but I've gotten to see excerpts from the TAKS (introduced after I graduated) and I passed the Exit Level TAAS despite sleeping through the first half of the first test, so I'm not completely ignorant of what goes on here.

I did a semester of teaching observations in Texas public school and the entirety of said semester was indeed dedicated to passing TAKS. So a majority of days, the kids would get a packet on how to take the test and the teacher would review the top questions. They only reviewed the class subject (world history) 2-3 times a week at the beginning of the semester and nothing but TAKS the closer it got to the test.

Agree, I think its a bit much to expect teachers to instruct from dumb to genius on their own, what do you figure the percentage of kids that have no parental involvement in their schooling do poorly?

The main problem I have with the policy here is that teacher evaluations can be completely over-ridden by one year of bad test scores - which is a large part of what encourages the behavior you observed. That's why I like the idea of a rolling average over 3 - 5 years. For a High School teacher, that's something like 300 - 500 students who have taken the test before you're trying to find the average pass rate.
It's a lower number for Elementary teachers (22:1 is the ratio in Texas (theoretically) so you're talking 66 - 110), but still enough, I'd think.

Teaching licenses should require a 40 hour course at most, and should be focused on first aid, legal and ethical issues, and then require that you pass the state's GED exam on a regular basis (say every five years). That's it.
Make it easy for good people to become teachers, and you'll get better teachers. You'll also make it easier to replace ineffective teachers.

having a teacher as a spouse, I know this too well, I cant rail too hard against teachers as there are a good amount of parents(at least around here) that see no need for them to be involved, or their kid is always right and its a teacher problem. They've made it too easy for teachers to do nothing but teach the test, especially when a number of districts base raises and the like off of how well the children did on the test. I realize there are a number of educational schools of thought and one of them pushes tests as a metric, but all it really proves here is that the children are trained parrots. Rote memorization doesn't allow for a discussion about why this or that fact is important. So to me, the test structure is flawed and encourages laziness in the classroom.

The horrible part about this argument is that it wouldn't help the inner city kids at all. Welfare has destroyed, and I mean completely destroyed, any chance most of these kids have. Most of the parents couldn't afford any kind of private school, even if the rates were slashed. My husband and I have been looking in to ways to find a kid to sponsor education for somehow, but that gets pricey, too, have to buy uniforms, books, etc. So we stick to sponsoring our 4 in foreign countries, which is pathetic. They could have the best teacher, but the slightest perceived slight will be turned into fodder for revenge via "teacher evaluation." That's why I think teacher evaluations at the university level are pathetic. Maybe in grad and upper-level undergrad courses, but when you're dealing with a bunch of lazy freshman who couldn't give a flying frig about English Literature 101 and are just in the class to satisfy a gen ed credit... It's not worth it.

Walker already said that he will sign it as soon as it makes it to him. Past bills have taken a couple of business days from enrollment by the Legislative Reference Bureau to make it to Walker to sign. However, I also note that the LRB has already enrolled this bill (partially because they have had since yesterday afternoon to make sure everything is correct due to this being an unalterable conference substitute amendment, partially because the bill ended up in the house of the Legislature where it originated).
That leaves just the question of how fast they get the bill to the governor for his signature.

Military doctors have a different culture. Rank there is less important. You can have a major (nurse) taking instructions from a captain (doctor). Thus, military bearing and officership are put on the back burner. I had a battalion XO at my last unit who was a nurse. She was very good, and she filled a position that we needed filled, but it was her first assignment doing any sort of 'Army' job.
The second problem is that, while it's easy to talk about moral courage, it becomes a lot harder when you're 42 and just trying to finish the last 4-5 years until you can retire and go to the private sector. The pension is important, especially if the Army has been your only work experience during your adult life.

Here's a take from an older, now retired collegue of mine:
The unions didn't do a damn thing for us (teachers) -- teachers did have legitimate complaints (mainly to do with classroom size, discipline issues, conditions of the classroom -- in some districts the texts were falling apart, mainstreaming, advancing failing students, that sort of thing). None of these were addressed: the union merely lobbied for more money to be thrown at the teachers (which corresponded in more pressure to support the union and ostracizing those teachers who spoke out in disagreement). More money for the teachers, more power for the unions, nothing done about the schools many of which were devolving into (as she put it) "hellholes" for everybody, which just made the situation worse.
We are at a point now that most teachers who aren't happy with just taking more money and shutting up are usually not going to stay long in their positions, and most of the new teachers coming in are either already operating from the mindset of "show me the money" (and I've witnessed this in staff meetings 12 years ago, I'm sure it's more prevalent now) or they quickly learn that is the only sort of "correct" thinking they are supposed to have.
It's embedded...getting the union out of the equation is only the start; this is now an enculturated issue. It involves teachers, adminstrators, the community, and the kids themselves, and it will take more than just a black/white response to it -- long row to hoe on this one I'm afraid.

The left has a totally unhealthy fascination with the Third Reich, don't they? I think it's more of a fetish, possibly bordering on grudging admiration.
On one hand it is a fascination with the macabre, on the other any totalitarian leaning person has to hold up that as a model of excellence in how to subjugate people into a "perfect" society (perfect meaning one in which people are quickly made to conform to a centralized system that controls their lives down to the last minutae), and lastly, it's the great smokescreen and misdirection: how many everyday, average self identified liberals will just hear those words and (rightly on one level) think "oh, I certainly don't want that!" all the while not realizing that the ones in charge very do want that greatly, and are keeping their little people in line by giving them a bogey man).
This is how people who may essentially be decent and well meaning get roped into supporting really wicked stuff.

Here's the deal: That's OK by me. But I insist on two things.
ONE: Make it a major crime (ie, threat of capital punishment, or at least life in prison) to use taxpayer money to influence elections. This means any union (or any individual or organization, company, or special interest group) is prohibited from contributing to any politician, PAC, or special interest group if said group is involved in lobbying, campaigning, and supporting legislation, if that union derives it's money from taxpayers either directly (as the Administration keeps providing) or indirectly, through money collected from members who are paid by the taxpayers.
TWO: No union shall be allowed to coerce membership in any way. The right-to-work concept shall guide all organizing efforts, and no shops may be closed to non-union workers. Membership must be transparently voluntary, with secret ballots required for all attempts at gaining membership or electing office-holders. To comply with this rule, all unions shall be subjected to regular audits.
Any union that can live with those two items is fine with me. This still allows "collective bargaining."
It should always, and forever, be illegal to use taxpayer money to influence elections. Laundering it through unions is no different than any other illegal form of money laundering.

Sometimes wish I could find a way for normal people to bust in on the elementary school action and save one or two of the doomed ones. Homeschooling coops could really work, even for the poorest and inner-citiest.

I can't tell you how disappointed I was in the intelligence level of some of the "public" school teachers I've encountered, versus their much-more-poorly paid counterparts in private and Catholic schools.
Howabout not understanding how to run the damn projector? (That would be like hiring a carpenter that doesn't know how to use a saw.) That's all too commonplace in the government schools.

Its really not very difficult to teach a normal child to read or do arithmetic.
Having taught in a lot of different situations, that's a very narrow grasp of the situation.
No, it isn't that hard to teach A normal child (or even a couple) to read or do arithmetic. It's when you have 25 of them (or more) all at once that things get interesting -- even better when they are not a homogenous group in regards to their innate ability to learn, their comprehension of the subject matter coming into the class, their desire to learn the subject matter, or their ability to behave. Oh, and thanks to mainstreaming, there are the not normal in there as well (bless them, but children with extreme mental disabilities that can disrupt a class should not be put in with the normal kids...which does happen, because of equality of education and not stigmatizing them and whatever).
That's when teaching gets difficult.
Oh...and having to deal with school administration and the parents can be a real trip too. So no, it's really not wise to take one's reasonable disgust with what's going on with the profession and go from there to thinking "oh, anybody could do this"...I've seen some home schoolers that were in pretty bad shape thanks to that sort of logic.

My office has a view of the Capitol. It has been a 3 week Prius convention down there, replete with drum circles, idiots wielding mega-phones, spent blunts, trash, UW students looking for a party and sophomoric signs stuck all over hell downtown in the snow. The adults are running the show now and I have grown weary of the petulant 3 year old's banging on their high chair trays all day. The daily commute has sucked; traffic backed up by little tin can cars covered in bumper stickers: "save Tibet", "Health care for all", "the children are our future -ASME", etc.... Go home! You lost! I need to get back to work so I can pay my taxes. Madison is nothing but East Berkley without good weather. The City of the perpetually offended.
Thank you Scott Walker! You have saved the glorious State I grew up in from financial disaster; for my son.
