Wisconsin Will No Longer Pay Fugitive Law-Breakers By Direct Deposit

Hey, that was suggested here.

State senators who miss two or more session days will no longer get paid through direct deposit. They'll have to pick up their checks in person on the Senate floor during a session.

...

Tuesday's vote was along party lines. The three Republicans on the Committee on Senate Organization voted for it and the two Democrats opposed it.

The measure applies to paychecks, per diem checks, and any expense reimbursements. The absent senators will have to collect their checks from the Senate majority leader.

Why would they get per diem checks when they're not at work?

And how the hell are they being allowed to vote on this?

Update: The "courtesy" of letting fugitive lawbreakers vote by phone is being rescinded. At least they denied a Democrat the license to vote in committee.

The committee made significant changes to the bill in a meeting that included a bizarre element. Sen. Jon Erpenbach (D-Middleton) participated in the meeting by phone, but Sen. Mary Lazich (R-New Berlin), the committee chairwoman, refused to let him vote because he and the 13 other Senate Democrats left the state Thursday.

Senators routinely participate in committee meetings by phone and are allowed to debate, offer amendments and vote on measures. But Lazich said she wasn't allowing Erpenbach to vote because he had an invalid reasons for being absent.

"I won't extend courtesies for unethical behavior," Lazich told Erpenbach.

"Do you want the headline to be, 'Republicans won't let Democrats vote,' even though we've allowed that many, many times?" Erpenbach said.

Erpenbach's name was not called as the clerk took the roll, but he repeatedly yelled, "No!" over the speakerphone. The committee's three Republicans voted for the bill.

The bill could go before the Senate on Thursday, though leaders have not yet decided when they would vote on it.

If this Dem Erpenbach wants his vote to count by phone, then he must also let it count as the 20th senator for the budget vote (giving them the quorum they need).  No picking and choosing when he does/doesn't participate via phone.

19 Erpenbach is a completed ass. Four years ago he held hearings on whether to curtain abortion rights in Wisconsin, figuring that he could get it voted down in short order. RTL showed up on force, including me, to be heard, and the hearings went well over two days. He spend the entire time sneering at us and telling us how hopeless our chances were. He was correct in his assessment of his ability to vote down the bill, but now that the shoe is on the other foot? He hightails it to Illinois. Hope he skimmed enough off the past couple years to buy a nice place down there. We would rather not have him back.

I think what the excerpt is saying is that in normal times it is not uncommon for legislators that are traveling (for legitimate business/personal reasons) to participate (and vote) via phone.  This seems reasonable to me.  Happens in business all the time.  So it does not appear to be illegal.

But Mary Lazich (committee chairman) is right in disallowing it now because the Dem is not away for a legitimate reason; he's left the state for the explicit purpose of not voting.

I'll never forget working at a big Atlanta ad agency during a major snow storm.  I was all settled in with booze and hot chocolate, when the owner of the agency called and asked if he could pick me up in his four-wheel drive Jeep.  I ended up going in, manning the switchboard (which I barely knew how to do), but had a blast with the owner, creative director, and the creative dept. female who was screwing the owner.  We ended up doing shots and having a small party.

75 I think the WI Republicans are going about this all wrong.  The issue is that the Democrats have no reason to go back (paychecks?  piffle.  The Unions will subsidize them, if necessary).

So bring up something in committee that not all of the Republicans are for.  Something close that will pass without a Democrat, but wouldn't if one was present.  Then refuse to let them vote via phone.

If they do that enough, the Democrats will come running back because they won't have much of a choice:  Let it pass and have the issue come up in a primary/general, or go back to the capitol and be forced to count for quorum.

My local gov is begining to wake up to ther fact that the locals are sick of supporting a run-away expense account that has supported them in the past good times.

Could some fellow Moron(s) provide a link to a compelling successful story of empowering lower level local officials to identify wasteful and redundant programs in local government and, this is the key, figure out a way to actually eliminate these programs.

I know I have read about these efforts but I cannot attest to whether these programs actually worked.

This is hot in my town right now. I am frankly, surprised. Locals rule!

In any movie you see where hostages are taken, the first thing SWAT does is cut the electricity, heat/air, etc.  They make it uncomfortable for the hostage takers, and force them to deal with SWAT.

I think in their own way, Walker and Laish are doing this; they are just starting small (paycheck retrival in person & disallowing courtesy votes by phone), and maybe (hopefully) they will escalate if this drags on.  I think they are trying to project a calm, reasonable, in-control image to the wider public, in contrast to the impulsive, unreasonable Dems.  We are frustrated that Walker/GOP aren't escalating quicker, but I think their strategy is right to win over the general public who are less aware of the issues than we are.

Not sure if she qualifies but Wendy Greuel is a rather odd duck here in Los Angeles. She's a Democrat and the City Controller that regularly issues reports that highlight the fraud, deceit, and mismanagement of the City of Los Angeles.

Just last week she called for the city's Treasurer's Office to be shut down.

If you search the DailyNews website, you should see a bunch of news stories reporting her lonely crusade.

On the other hand, I can't say that her proposals and reports make any headway in the city council or mayor's (spit) office.

176 Krauthammer is right.  The only real issue here is the collective bargaining rights one, which can be separated from the bill and made its own, and voted on with the Republican majority.  No Democrats needed for this, since it does not affect finance.

Anybody see this news segment with the WI Minority Leader Sen. Mark Miller from his undisclosed location? He talks about the Constitution and states that Walker got what he wanted. Any travel or related expenses that have not otherwise been pre-approved (in the case of reps, by a majority vote) are considered invalid. There you go. Problem solved in no more than 5 days across the board. I have completely had it with any and all public employees, regardless of position or local, state, or federal office, being paid to NOT go to work and the ludicrous, uncapped expenses. You were elected to do a job. If you don't want to or are unable to do it, resign or be terminated. The same goes for the 2 House reps who were too busy at a fundraiser to be sworn in. You're fired. Period. No more excuses, or other BS.

1. If all unions in the state hold a sympathy strike for the teachers, as threatened, it would be a direct violation of the labor agreement for all state and county employees involved.

That gives him the leverage to go Reagan / PATCO on them

2. The budget has to be amended by the end of this week, one way or another, or the state's bond rating takes a hit. 

He's threatened to start laying off state employees if the Dems don't return.  No matter how the Dems, the unions, and the press will try to claim that it's him doing it, I think the state employees will lash out at the teachers for screwing them over.

3. The longer this goes on, the bigger the hit for Obama in particular, Dems in general, and public sector unions as a whole.  They may win one battle in Wisconsin but, even if they do, they're going to lose the war because people are PISSED over this.

The more the unions ask for, the less goes out to the welfare moochers.

273 willow- I meant no disrespect and I know how that many are not able to do anything other than hang on through no fault of their own. I've got some family members in that situation and we do what we can to help each other. My point was we talk so much about "doom" it sometimes sounds like a joke. It's not. It's going to get worse and soon. I hate hearing how some morons are hurting and wish I could do more than just sound like a nag and warn that more crap is coming. But it is. If I had the resources to do more I would.
