They do not have one, its just a # fit to the 15-25 years when the earth happened to be warming quite a bit and CO2 levels rose but only enough to account for 1/3 of the temperature increase the computer models said was in addition to normal oscillations.
Most likely the dumb bunnies didn't get the PDO and AMO right although they will say that the climate models include them and then there may be other factors as yet unknown (possibly cosmic ray interactions with cloud formation driven by solar activity) that will create a multiplier/positive feedback effect to the very modest CO2 warming at some times and a dividing/tamping effect at others.
Certainly it is insane that Europe shot their economy in the foot over this, we came very close to doing so here, and BarryO is unconstitionally hobbling the economy with it as an excuse and getting away with it.

First, the theory of Greenhouse Gases.
All energy comes to, and leaves the Earth as Radiation.
Radiation comes from the Sun, in a specific spectrum (including light), and is then either Reflected back to space, absorbed by the Atmosphere, or absorbed by the earth's surface.
Energy is also Radiated by all matter (called Black Body Radiation) in specific wavelengths dependent primarily on the Temperature of the mass.

Matter also will absorb radiation, but different molecules absorb different frequencies of radiation energy... known as the absorption spectrum. This energy will raise the energy state of the molecule, which it will then either reradiate (as blackbody radiation), or loose energy through conduction.
The theory behind a greenhouse gas is that the Gas will absorb incoming radiation from the sun, and through conduction, heat the rest of the air around it. It will also absorb IR radiation radiated by the Earth itself (black body radiation again), and use conduction to spread it to the rest of the atmosphere.
So, is CO2 a Greenhouse Gas? YES, it is, but only up to a point.
CO2 ONLY absorbs IR energy in well known, and clearly defined frequencies, which comprise about 8% of the IR Spectrum. This IR can come from the Sun, the Blackbody radiation of the Earth, or the Blackbody Radiation of the atmosphere itself.
The problem is that ALL of the IR radiation in the Earth's biosphere, within those frequency ranges IS ALREADY BEING ABSORBED!

The above chart is a visual representation of the Energy absorption spectrums of the atmosphere, and the %'s of those spectrums being absorbed. If you look at the CO2 absorption frequencies, you will see that they are already at 100% absorption...
or, to put it simply, there is no more energy to absorb, thus there can be no Temperature increase by adding more CO2!
So, in conclusion, is CO2 a Greenhouse Gas? YES! But its already reached its maximum Greenhouse effect, adding more will not do anything.
Therefore, the Cap and Trade legislation will not do anything except bankrupt us.

Doesn't matter how fast (Heat Transfer Coefficient) it happens, we've got time... millions of years if necessary. But that atmosphere is surrounding a giant heat sink. Never mind the mechanism of global warming, which no Global Warming proponent can explain, the time factor is what really cooks the whole theory.

How can anything be a greenhouse gas? We don't live in a greenhouse. We have an atmosphere that thins out the higher you go. Unlike the roof or covering of a true greenhouse.
So it should be two different things.

You have hit on something without knowing it. The computer models for global warming postulate the existence of a "hot spot" in the troposphere. According to the models, the hot spot must exist and it will cause warmer air to be reflected back down to earth.

The thing is that the term "Greenhouse effect" is a misnomer.
That leads to the terms Greenhouse Gas and "trapping" of energy, and others which are all failures of etymology.
There is no array of glass panels surrounding our earth. The Greenhouse effect was named because of the idea that it artificially heats our atmosphere. As a Greenhouse does, but via a different mechanism.

Sent a little note to NPR this morning about yesteday's "All Things Considered" show. They interviewed this Aussie moonbat who said she had grad students analyze the positive/negative ratio of articles about Globaloney in Murdoch's papers down under. It was about 18% positive, 82% negative, and she and NPR concluded that this showed "bias".
So I asked them to explain what NPR's ratio of 100% positive, 0% negative showed, and opined that the concept of irony must be totally lost on them.

That's exactly what I've done.
I've got a 5'x6' raised bed enclosed by a 4 foot wall, which are 2x2's held together with chicken wire, covered by painter's plastic. Chicken wire makes this "wind resistant".
I grow cucumbers in that during summer (cucumbers climb the chicken wire).
Inside that, I've got about 50 or 60 gallons of water around the outside. So far. I need to drink more milk. Milk jugs are "two stories tall", bottom layer is two jugs wide.
What I want to know is how cold outside it can get before things freeze inside up to a certain height.
Empirically, this is working to an outside temperature of 27 degrees Fahrenheit, but I'd like to "compute" things.

He did a short version of his famous slide show and I was stunned to find that nowhere in the discussion did he explain what was actually happening, the "how", the specific mechanism, as chemists or engineers say.
So I girded my loins and watched the Inconvenient Movie and found the same thing. Lots of What, Why and sorely lacking in How.

You would use the equations I posted above but the problem is that you will never be able to find data that will tell you how fast those milk jugs radiate heat.
Q = Cp(T1 –T2) Cp for pure water at atmospheric pressure is 1 for all practical purposes.
So assume your initial temperature is 50° which is probably about right for a hothouse in the Winter at equilibrium and the final temp is 32° when it freezes. That is a drop of 28° giving 32 BTU/lb, or 246 BTU per jug. Then the water must give up 144 BTU/lbm with each jug being approximately 8 lb = 1152 BTU per jug.
Then you must feed that back into the equation Qr = UA(T1-T2), the problem being you do not know the value of U and A. You can determine that by experiment. Take a jug of that water and insert a waterproof temperature probe and place them in a refrigerator for 1 hour and observe the temp drop. That will give you UA for that given temp range. This is not a linear function but it is close enough for government work given the small range of temp change. Ex: Suppose the temp goes from 70° to 50° in one hour. We know that is 20 BTU drop or 20 BTU/hr. To get the 1152 BTU drop it would take about 57 hours.

Cp is not linear with temp either and the "real equations" for heat transfer involve calculus which I haven't done in so long I wouldn't even know where to start. Those equation that I use are approximations which people in the power industry use.
They also are close enough for government work in the ranges that we use.

I grew up in suburban MD, living and working in Montgomery, Prince George's, and Charles counties for 42 years. These are all counties with large black populations, PG county predominantly so. I also have worked extensively in Washington DC.
I can tell you that there is nothing in Derbyshire's article that I find major fault with.
