There's an episode of The West Wing where Bartlett goes off on some Dr. Laura clone on homosexuality with a litany of edicts from Leviticus. There are other countries such as Germany that have no such time limit, albeit they are a minority. But these countries do not count pre-mature babies that die as live births, no matter when they die within the first year. However those that live,are, of course, counted as live births. Some countries have a minimum live weight. Any baby born under that who dies is not counted as a live birth even when the weight is surpassed.
And some countries simply lie or make up statistics. Like China and Cuba.
