— DrewM The review board, chaired by former Ambassador Thomas Pickering and vice-chaired by retired Chairman of the Joint Chief of Staff Admiral Mike Mullen found multiple systemic failures which lead to the events of September 11, 2012 in Benghazi.
A couple of highlights from the report (pdf) that address issues which became the topic of conversation following the attack.
Not mentioned in the ARB? ”YouTube video”
-“The Board concluded that there was no protest prior to the attacks”...
-In the weeks and months leading up to the attacks, the response from post, Embassy Tripoli, and Washington to a deteriorating security situation was inadequate. At the same time, the SMCÂ’s dependence on the armed but poorly skilled Libyan February 17 MartyrsÂ’ Brigade (February 17) militia members and unarmed, locally contracted Blue Mountain Libya (BML) guards for security support was misplaced.
...
-“At the direction of the U.S. military’s Africa Command (AFRICOM), DoD moved a remotely piloted, unarmed surveillance aircraft which arrived over the SMC shortly before the DS team departed. A second remotely piloted, unarmed surveillance aircraft relieved the first, and monitored the eventual evacuation of personnel from the Annex to Benghazi airport later on the morning of September 12.”
...-“The interagency response was timely and appropriate, but there simply was not enough time given the speed of the attacks for armed U.S. military assets to have made a difference.”
On the larger issues of how state handles security at temporary
“Systemic failures and leadership and management deficiencies at senior levels within two bureaus of the State Department (the “Department”) resulted in a Special Mission security posture that was inadequate for Benghazi and grossly inadequate to deal with the attack that took place.Security in Benghazi was not recognized and implemented as a “shared responsibility” by the bureaus in Washington charged with supporting the post, resulting in stove-piped discussions and decisions on policy and security. That said, Embassy Tripoli did not demonstrate strong and sustained advocacy with Washington for increased security for Special Mission Benghazi.
-The short-term, transitory nature of Special Mission Benghazi’s staffing, with talented and committed, but relatively inexperienced, American personnel often on temporary assignments of 40 days or less, resulted in diminished institutional knowledge, continuity, and mission capacity.”
Amazingly, the so-called “Accountability Review Board” either chose not to or was not empowered to actually hold anyone ACCOUNTABLE.
“The Board found that certain senior State Department officials within two bureaus in critical positions of authority and responsibility in Washington demonstrated a lack of proactive leadership and management ability appropriate for the State Department’s senior ranks in their responses to security concerns posed by Special Mission Benghazi, given the deteriorating threat environment and the lack of reliable host government protection. However, the Board did not find that any individual U.S. Government employee engaged in misconduct or willfully ignored his or her responsibilities, and, therefore did not find reasonable cause to believe that an individual breached his or her duty so as to be the subject of a recommendation for disciplinary action.”
4 Americans, including an Ambassador, are dead and there will no “disciplinary action” recommended? So it was a total clusterfuck and no one in authority stepped up to deal with it because, that’s how business was done. Shrug.
The attack started at approximately 9:45pm local time. The board found that after the fight and rescue efforts, the survivors reached “the annex” (the CIA location) by 23:30. While the fight continued at the annex after that time, Ambassador Stevens and Sean Smith were already dead. It’s nice to think of the US military as all-powerful but they aren’t cops on the beat who can be anywhere in the world in under an hour.
The reality is almost everything in this unclassified ARB report was covered two months here at the HQ by Robert Caruso. If you missed it at the time, I highly recommend you listen to my talk with him. YouÂ’ll come away with a greater appreciation for the challenges facing the State department, intelligence community and the US military as diplomats work from isolated posts, in semi-permissive environments where the usual support of a strong host nation is absent.

That's why no "senior State Dept. officials" were named.

Maybe? It could be. The SoS and PotUS just didn't know if they were allowed to act.

There seems to be quite a few questions unaddressed by this "report," like what happened to the survivors that we don't hear from, and also the real reasons why top military brass were suddenly relieved of command in the weeks following the attack.
I know I'm flagellating a deceased equine by expecting TFG and his band of Merry Marxists to ever reveal the truth.
You know what'd really be interesting? Some group of writers who could maybe ask some questions about what actually happened. And they could, oh I don't know, maybe have their findings somehow published for the public, so that we could make some sort of informed decision about who we elect to office...and possibly keep out the bad ones.

The Detroit automaker said it will purchase 200 million shares of GM stock held by Treasury for $5.5 billion — or $27.50 per share — nearly $2 above the stock's closing price on Tuesday.
The U.S. Treasury — after more than a year of refusing to say when it might start selling its remaining stake in GM — said it willannounce a written plan in January to shed its remaining 300 million shares over the next 12 to 15 months - likely a series of small stock sales.
The exit plan may prove to be a boost to GM's lagging stock price and to some car buyers, who have avoided GM because of the "Government Motors" label.

The Ambassador and Smith may have already been dead, but there were many others at the Benghazi location who were still alive and well and should have evinced a speedy reaction. Doherty and Woods weren't killed until approximately 0515 the next day (page 27), and several other individuals were severely wounded in that time, too, such that the medical care they received upon reaching Tripoli saved their lives (also p27), otherwise there'd be SIX dead Americans instead of "just" four.
Between the start of the attack and 0500 there was plenty of time to have sent in an armed drone to take out the fucking terrorists. The report details how UNARMED drones were dispatched to monitor the evacuation. Hey, how about slapping a bomb to one of them and crashing it into the bad guys?

In every case over the past four years, corruption, incompetence, commission of felonies and plain old hatred for America and her people has been covered up, excused and brushed aside.
There is only ONE person responsible for the disaster at Benghazi, just as there was only ONE person responsible for F&F. Yet his name is unmentioned by the MFM (and, it goes without saying, by so many "conservative" pundits) except in terms of reverence and unstinting praise.
The time has long since come when Obama should be held accountable for what was done by his minions at his direction. That he emerges scot-free from every act of treason is a frightening indictment of what this once-great nation has become.
Obama has won: we have become a third-world shithole that can't even protect its own citizens, much less allies.

Why was Stevens there? What was the CIA annex there doing that would forment an attack on IT (by a reported hundreds of bad guys)?
What about the report that Stevens was there to thank a Farmer for saving an America Pilot who had been shot down? (HUH? We lost a PLANE during an undeclared War?).
What about the Gun running into Syria? Which is STILL going on by all reports.
And finally.... what about the COVER UP? Why? Why HIDE all the witnesses?

Not to fuss, but it's not our fault the pols have no accountability. That's just the way they're made.
What's sad is that we do expect accountability and we're not getting it from this Clown Show. It's almost as if we were lied to by the MFM prior to the election...

Anna, true, he is nominally still the Combatant Commander. However, it is not customary to announce a replacement for a Combatant Command until the incumbent has either submitted his retirement paperwork, or has his next assignment announced. As a similar "shut your fucking yap" precedent I offer you the case of GEN Eric Shinseki when he pointed out the glaringly obvious truth that we'd need about 300K troops to do Iraq right. Rummy did not appreciate it.
So with Ham we have GEN Rodriguez was announced as the replacement.
Inside the E Ring that's a nice way of saying, "Nice retirement you have there. Be a shame if anything were to happen to it."

The seven-person response team from Embassy Tripoli arrived in Benghazi to lend support. It arrived at the Annex about 0500 local. Less than fifteen minutes later, the Annex came under mortar and RPG attack, with five mortar rounds impacting close together in under 90 seconds. Three rounds hit the roof of an Annex building, killing security officers Tyrone Woods and Glen Doherty. The attack also severely injured one ARSO and one Annex security team member. Annex, Tripoli, and ARSO security team members at other locations moved rapidly to provide combat first aid to the injured.
At approximately 0630 local, all U.S. government personnel evacuated with support from a quasi-governmental Libyan militia. They arrived at the airport without incident. The DoD unarmed surveillance aircraft provided visual oversight during the evacuation. Embassy Tripoli lost communication with the convoy at one point during transit, but quickly regained it.

Well, since I actually worked directly with (but not for) him 1996-1998, I have some background you don't have. He's a political animal - everyone at 3-star and above is because only at the LTG level do you need to have a champion in Congress to get promoted. Up to MG, the Senate approves promotions pretty much pro forma. At LTG and above, the SASC meets to approve the nomination.
Shinseki does what he thinks is right, the hell with the consequences. That's the guy I know. Personally. Now we can argue over whether or not his decisions make sense, and I do. I'm sure you and I agree on exactly which of those decisions were stupid.
But what I don't question is his honor or his desire to do the right thing as he sees it. He'll make the call and let the chips fall where they may. That's honor.
How many guys or gals do you know or know of at that level who would even take the risk to their career? I can count them on less than two hands....and most of them are Marines.
That's really my point.

1) At what point was State/CIA aware that the ambassador was dead?
Page 26 of the PDF:
"U.S. efforts to determine Ambassador StevensÂ’ whereabouts were unsuccessful for several hours. At approximately 0200 local, Embassy Tripoli received a phone call from ARSO 1Â’s cell phone, which he had given to the Ambassador while they were sheltered in the safe area. A male, Arabic-speaking caller said an unresponsive male who matched the physical description of the Ambassador was at a hospital. There was confusion over which hospital this might be, and the caller was unable to provide a picture of the Ambassador or give any other proof that he was with him. There was some concern that the call might be a ruse to lure American personnel into a trap. With the Benghazi Medical Center (BMC) believed to be dangerous for American personnel due to the possibility attackers were being treated there, a Libyan contact of the Special Mission was dispatched to the BMC and later confirmed the AmbassadorÂ’s identity and that he was deceased."
So 0200 was the first time they had any idea where the Ambassador might be. Whether or not the body belonged to Ambassador Stevens was only confirmed by their Libyan contact after finally figuring out where this Arabic speaking male was located. And sorry, but I still wouldn't 100% trust that confirmation. Not until an American contact laid eyes on the Ambassador's body.

The US Navy was conspicuous in its abscense. That there were NO US Navy ships off the coast of a Port that is KNOWN to be running Guns? That only happens when directed by Civilian Political Authority.
A single US Navy Burke Destroyer would have been able to not only land a Security Force, but could have used 5 inch shore fire to support the CIA Annex.
One thing... when the Navy is at Sea, it is READY to respond... all the crew is onboard, you don't have to call them in, or fly them somewhere... there can be battle ready within MINUTES.

PP 30-31:
"Further shortfalls in Washington coordination were manifested by the flawed process by which Special Mission BenghaziÂ’s extension until the end of December 2012 was approved, a decision that did not take security considerations adequately into account. The result was the continuation of Special Mission Benghazi with an uncertain future and a one-year expiration date that made allocations of resources for security upgrades and personnel assignments difficult.
"Another key driver behind the weak security platform in Benghazi was the decision to treat Benghazi as a temporary, residential facility, not officially notified to the host government, even though it was also a full time office facility. This resulted in the Special Mission compound being excepted from office facility standards and accountability under the Secure Embassy Construction and Counterterrorism Act of 1999 (SECCA) and the Overseas Security Policy Board (OSPB). BenghaziÂ’s initial platform in November 2011 was far short of standards and remained so even in September 2012, despite multiple field-expedient upgrades funded by DS. (As a temporary, residential facility, SMC was not eligible for OBO-funded security upgrades.) A comprehensive upgrade and risk-mitigation plan did not exist, nor was a comprehensive security review conducted by Washington for Benghazi in 2012. The unique circumstances surrounding the creation of the mission in Benghazi as a temporary mission outside the realm of permanent diplomatic posts resulted in significant disconnects and support gaps."

300,000 was not a reasonable number.
It was if you planned to stay, which where he was going with that number. He understood, because history proves it, that Stability Operations are required for a period of time and they are intensely manpower driven.
As with any job, the people on the ground believe the more the better. Unfortunately, and you know this, there are many other factors that go along deciding the sufficient troop levels
There sure are. But a 75K combat "tooth" in the modern military requires about a 175-200K "tail." That's the way it works when you decide to swap human lives for technology. That's just the way we roll. Ask an AH-64 mechanic how much down time those things require - and that's only ONE weapons system. The other 25-30K would have been in Kuwait, Qatar, Oman, Bahrain, or Saudi.
300,000 was a number he knew would be rejected.
Not buying it. Proof please. No, the Psychic Network Channel will not be accepted as proof.
You say he was proven right.
He was. If your goal was to establish stability so we wouldn't be back there in 10 years. On the other hand....
I say Iraq was a three week mission that was successful.
And you're right, if your goal was to smash the Iraqi military and let the internal civil war begin. Because that way, at least they wouldn't be bothering us.
I agree that additional troops after the overthrow would have allowed some different strategies but I'm talking surge numbers and not another 150,000
So you've granted my premise (and Shinseki's) so now you want to argue over exact troop levels. And that's a good debate actually. Not one I am going to have today though. ;-)

Here's were I do care: if we're talking NGFS to stave off the consulate attackers, we're talking about "Danger Close" impacts. In other words, impacts within 600 meters of your own people. Without the precision munitions and other gear necessary, we run the very real risk of hitting our own people when trying to eliminate bad guys who are inside that 600 meter limit.

The Board found, however, that Washington showed a tendency to overemphasize the positive impact of physical security upgrades, which were often field-expedient improvements to a profoundly weak platform, while generally failing to meet BenghaziÂ’s repeated requests to augment the numbers of TDY DS personnel.
So basically like everything Bammy's ever done as Preezy: make some kind of flashy, visible addition that makes it look like you're doing something, but ignore the structural essentials. This is why he'd rather spend money on high speed rail than on repairing existing infrastructure. He'd rather put in motion sensors and security keypads than pay for a bunch of "interchangeable"* security personnel.
*Because, in Bammy's eyes, anyone who wears fatigues or carries a gun looks exactly the same.

A friend of mine's mother lived in Canada. She had surgery. After the surgery she had some issues show up. My friend did a bunch of research and one of the possibilities was a form of a rare form of cancer. She's in the hospital already, run some tests on her and see if this is the cause, right? Nope. The hospital was like "no, it's just complications from the surgery, happens all the time, nothing to worry about it will get better on its own". Translation: we don't want to spend the money on tests for an old woman.
Long story short about 3 months later she died from the cancer. And the hospital/doctor response was "sorry, shit happens, people die of cancer all the time and even if we had found it, it was too late to do anything about it anyway".
That's what Obamacare will be like.

PP 34-35
As noted in the preceding section, physical security at the Special Mission was insufficient. The SMC perimeter was breached immediately, providing no reaction time to the five DS agents on compound. There was no advance warning regarding the group of attackers approaching outside the SMC prior to the attack, and no sign of them on surveillance cameras outside the C1 gate until the attack was underway. The Board learned that, as of the time of the attacks, the Special Mission compound had received additional surveillance cameras, which remained in boxes uninstalled, as technical support to install them had not yet visited post. In addition, the camera monitor in the local guard force booth next to the C1 gate was inoperable on the day of the attacks, a repair which also awaited the arrival of a technical team.

And the risk of that negative outcome is worse than losing the whole compound, giving the enemy access to classified material, AND everybody in the compound dying anyway, in the case of the ambassador, raped, then killed, exactly how again?

In the final analysis, the Board could not determine exactly how the C1 gate at the Special Mission compound was breached, but the speed with which attackers entered raised the possibility that BML (Blue Mountain Libya) guards left the C1 pedestrian gate open after initially seeing the attackers and fleeing the vicinity. They had left the gate unlatched before.

The military is generally concerned with collateral damage for reasons other than "it's not nice" or "it's against international law."
As one example, it's really hard to go balls-to-the-wall racing through the streets of Benghazi to get to the Embassy if you've clogged every singled road in a 6 block radius with debris. You've now mandated that you have to go in on foot.
Which is very, very, slow.
....and more dangerous.

And while employing local militias is bad enough in a shithole like Libya, I must especially question the sanity of employing guards who belong to a group called the "February 17 Martyrs Brigade."

Health and Human Services Secretary Kathleen Sebelius cannot enforce the Obamacare contraception mandate as it is written, but must follow through on a promise to rewrite the rule to accommodate religious liberty, a federal appeals court ordered.
The Obama administration “represented to the court that it would never enforce [the mandate] in its current form against the appellants or those similarly situated as regards contraceptive services,” the three judges hearing the case wrote in their order. The Obama team made that promise during oral arguments against Wheaton College and The Becket Fund for Religious Liberty, which sued over the contraception mandate but lost at the lower court level.
“There will, the government said, be a different rule for entities like the appellants . . . We take the government at its word and will hold it to it,” the judges wrote. They ruled that the Obama administration must rewrite the regulation by August 2013 and provide updates to the court every 60 days. If the government fails to do so, the lawsuits may proceed.
The court also noted that the Obama administration had not made such an expansive pledge outside the courtroom.
“The D.C. Circuit has now made it clear that government promises and press conferences are not enough to protect religious freedom,” The Becket Fund’s Kyle Duncan, who argued the case, said in a statement. “The court is not going to let the government slide by on non-binding promises to fix the problem down the road.”

Common sense tells you that the drone was not a miracle by the hand of God into an orbit over Benghazi. This has to have been coordinated, mission planned launched and recovered.
So once again I ask, why has no one asked and gotten details on the drone?
