BP didn't cause the spill. As clearly as we can tell, it was the Coast Guard that caused it by demanding that the fire be immediately put out, thereby collapsing the platform with the water and breaking the pipes, causing the actual spill. BP had no choice in any of that.

I know crucifixion was a Roman practice, but I'm not aware of the procedure of simply riding into town and stringing up a couple of locals in order to pacify the populace.

Nope, you're more or less right.
The Romans basically had a 3 stage process for taking over a country or city-state: 1) Offer to make them a wholly-owned subsidiary of the Roman Empire. 2) Show up with the legions, and offer again- this time to make them a "protectorate" of the Empire. 3) Crush all resistance and annex the region anyway.
Even that is a gross over-simplification.
After a rebellion in one region, they would often pacify other regions this way- by coming in and crucifying a few rabble rousers- but it wasn't really how they conquered anyone.

My point is, I know a bit about Roman history, studied - to some degree - Roman military tactics. This struck me as odd to the point that I believe the guy is actually making up a historical "fact" to justify his behavior and mindset.
I'm almost surprised the guy didn't use the Genghis Khan story from the beginning of "Red Dawn".

IANAL, but I understand this case as, a couple have some land they wanted to build on, but the EPA told them they *might* not be able to use it because of wetlands, or snail darters, or something. The couple tried to have the EPA make up their mind about whether they could use it or not, but it turns out that there is no way for a property owner to force a decision. If they went ahead and built anyway, then if the EPA ever in the future decided that wetlands, or snail darters, or whatever, the couple were on the hook for the $75,000/ day fines. They were totally stuck in property limbo. They won.

Wait, I know where the EPA guy got the idea the Romans went around terrorizing villages with random crucifixions: the HBO 'Rome' miniseries a few years back. I'm too lazy to look up the specific episode and scene, but there was a point in the story where Marc Antony asked one of the series protagonists, a Centurion/NCO in the Roman army, how he--the soldier--would go about finding whoever or whatever it was he was looking for. The soldier replied that he would go to a village and crucify a few of the men, and pretty soon people would start coming forward and give him the information he needed.
EPA guy wasn't drawing from any actual historical example. He was stealing from Hollywood.

I'm no expert either but I recall reading that crucifixion was the technique used against Phoenecian pirates who were raiding shipping. The Romans caught them and crucified them. Problem solved.

Thanks! So, yeah, this was a case of some EPA goons jerking some property owner around, and then "cruficying" them, to make an example of anyone who dared to "defy" their nonsense, and acted based on common sense. IIRC, there were zero snail darters, and the place was dry as a bone - not anybody's idea of what a wetlands would be. They were being blatantly terrorized by the EPA.

The point being that while this instance could be written off as some fancy-pants jerk shooting his mouth off to his buddies in some random meeting, there was an actual high-profile case where the EPA did exactly what he was talking about.
And that's without even getting into their War on Coal, which is nominally for the sake of the long-discredited theory of AGW, but is really a front for the War on Capitalism.
The historical inaccuracy of the reference is interesting (although not at all surprising), but somewhat besides the point.

There have been whole treatises written on the engineering of crucifixion (will the nails hold, did they use rope, etc.). One might think he'd have at least looked into that.
"Rome" was by John Milius, a member of the NRA Board of Directors and the man who penned the line, "Go ahead, make my day." I'll bet this little fellow would have never watched that. I'll also lay money he couldn't pull off a real crucifixion if his soul depended on it.
