Here's an end of the day anecdote for ya:
This afternoon, I was strolling into the reception area of my office, and overheard a conversation between the receptionist and a secretary. The receptionist, a sweet older lady, was in full rant mode...the firm has just handed out the benefits package for 2013. Health insurance rates are at least doubling (depending on which plan you choose). I walked over, shook my head, and just said "blame that Obamacare". The receptionist (who happens to be black) narrowed her eyes, looked at me and said "you just can't trust these politicians". I said that there's one chance to fix it, in 13 days. Neither woman answered but boy, they looked mutinous.

If they're -actively- doing this, as opposed to passively screwing with things, then it would seem like a 'False Advertising' suit might actually manage to win. I mean, the advertising costs in a hot election cycle are very expensive. And the exact same amount of airtime in a tepid or non-election period might be miniscule. (Witness the used car dealership ads.)
