The situation in Syria is different enough that intervention in Syria would be far more problematic, NATO Deputy Sec.General Alexander R. Vershbow said in AUGUST [2 months ago]. Vershbow maintained that NATO has not been tasked to do any planning for a Syrian intervention--and isn't. ...whereas it was clear in Libya where the opposition forces were--under siege in Benghazi--and where the loyalist forces were, no such clear boundaries exist in Syria, Vershbow said. There is "no clear sort of division" between the loyalist and opposition forces in Syria. This is predominantly an urban conflict. You could do more collateral damage than good if NATO attempted to strike Syrian forces from the air intending to protect civilians. Syria's defenses are more formidable than Libya's. A preliminary round of air strikes establishing a no-fly zone or safe zone on the ground would be a de facto declaration of war on Syria. There's no UN mandate or Arab League and Gulf Cooperation Council mandate to go into Syria, no request at all. NATO [US] is still in the process of recuperating from the Libyan campaign. NATO forces did not have the necessary stocks of precision guided munitions, now depleted, utilizing US munitions diverted from US other war efforts in the region. During the Libyan campaign, the US carried the lion's share of the load with regard to aerial tanking, using assets it could barely spare given the ongoing operations in Iraq and Afghanistan at the time.

Costs have continued to rise, DOD slowed the production rate to produce only 30 aircraft a year. The F-35 is a joint program and an international effort as well with the US, Australia, Canada, Denmark, Italy, the Netherlands, Norway, Turkey and the UK as partners. Only Norway actually raised its order. All other participating nations hare delayed and reduced the number of their F-35 buys. Significant problems persist: 1) the unique helmet worn by pilots causes problematic jitter, latency and night vision; 2) the arresting hook assembly (F-35C) redesign is attempting to properly catch the arresting wire in tests. Software (3 major blocks of software), remains a frustrating bane of the modern weapon system in the code-heavy 35. The Government Accountability Office in June reported that F-35 cost has risen 42% between original 2007 program and 2010 restructure, and unit costs have doubled. The Defense Department has for three straight years reduced procurement quantities, deferring aircraft and costs to future years. Since 2002, the total quantity through 2017 has been reduced 75% from 1,591 to 365. (GAO)
/btw, new refueling USAF and NATO aircraft have not been added for years. Whatever orders get nixed before production is completed. Also, where 8K hours is the "life" expectancy of the F-35, replacements aren't on the books as the USAF is stacking up 12K to 15K hours of "life"./
