The Washington Post fact-checks the RNC's claim:
“For far too long women have been left behind in Obama’s job market. Of the 740,000 jobs lost since Obama took office, 683,000 of them were held by women. That is truly unsustainable.”
Here's their conclusion:
The Pinocchio TestWe cannot fault the RNC’s math, as the numbers add up. But at this point this figure doesn’t mean very much. It may simply a function of a coincidence of timing — a brief blip that could have little to do with “Obama’s job market.”
If trends hold up over the next few months, then the RNC might have a better case. But at this point we will give this statistic our rarely used label:

Men are being BADLY impacted by the economy. I think the difference is that women lose their jobs, but are able to find other work in one way or another. Men, on the other hand, are struggling with pervasive, ongoing unemployment.

Okay, so... three years worth of data is somehow irrelevant, but a few months would make it clear?
I'm assuming they mean that the bulk of those lost jobs might have been lost in a single clump and that the distribution of job losses isn't even across all three years. But that's a pretty dumb assumption. If they're going to assume that, can't they do some "fact checking" and look at the numbers to judge if that's the case? Is that not what fact checking is?

There's the story. Tie this number directly back to a policy, not just a date. The RNC is only telling half of the story. That's why the WaPo even attempted these gymnastics, because they claim the "start date" is arbitrary depending on whose side you happen to be on.

If someone were to say, "People point to George W Bush as a tax-cutter, but, in reality, Tax Revenues were up under George Bush..." that would be true but (potentially, based on context) misleading. Yes, tax revenue went up under GWB, but that was because of cutting the tax rates.
They're claiming this is "True but False," which would be the same thing, except they're lying about the "but False" part of that. Every particular- including the connotations of the RNC Claim- is true, but they don't like that, and they're desperate to save the SCOAMT.

What they mean is whether a proposition is "supported by the currently available evidence." Something could be 100% true, but for whatever reason, the data is not at arm's length, so they call it "false." Most readers are not savvy enough to pick up on this, I wager.
An additional problem is they shift from one proposition to another or refer to "context". Context is very important for purposes of fact-checking, but easily misleads readers and invites bias.
That is why the RNC's statement is found to be factually true, but then the fact-checker decides to take issue with the definition of "Obama's job market" (and ends up making no solid conclusion, though conceding the RNC's definition is standard). The fact-checker differentiates between job losses by women and lagging job recovery of women. Not because it pertained to the RNC's statement really, but because the fact-checker was confused.
To find falsity, the fact-checker must (rhetorically) ask, "Is this a function of ObamaÂ’s policies?"
The conclusion, of course, is that, "ItÂ’s unclear at this point, but it certainly is an under-reported phenomenon that the RNC, in its use of this statistic, is trying to highlight."
So we are not even allowed a reasonable inference that Obama's policies have created an environment in which women have fewer jobs than they did at the start of his term. Not because the facts aren't there, but because the statement did not make a sufficiently clear causal link.
We are not even allowed to suggest that there were policies which could have been implemented to address this disparity. This is the fact-checker's biggest blind-spot. Is the fact-checker asserting that we not only don't know yet if Obama's policies caused this problem but that there was nothing he could have done? Then we must shrug our shoulders, toss our hands in the air, and mutter, "I guess we'll never know."
And that's the standard for concluding the RNC is spreading a (true) falsehood.

Even their "debunking" backs the original claim- women have fared worse under Obama's policies than men. About the best they can come up with is "Well, men lost a lot more jobs earlier!" Which, it seems to me, is rather like the Journalistic version of "I know you are, but what am I?"
