It is a direct transfer from one program to another. The only way they could talk it back is to argue that they're going to make medicare $716B more efficient after cuttinggutting it by that much. Problem for them is they encourage fraud and abuse and have done nothing to investigate fraud or enforce the law wrt medicare.

Again, Clark County is the Dem strong hold, and they need to win that big and win Washoe to win statewide.
